Enter the name and address of the firm that is sending this proposal.
You can enter this data manually or click
Select Company to display the Firm Lookup and choose a firm.
If you use the
Select Company option,
Vision enters data in blocks 1, 1a, 2, 4, 4a, 4b, 4c, 5, 5a, and 9 of the 254 form.

1a. Submittal is for...
|
Government instructions: Indicate whether form is being submitted in behalf of a parent firm or a branch office. (Branch office submissions should list only personnel in, and experience of, that office.)
If you enter data in Block 1 through
Select Company, and:

2. Year Present Firm Established
|
Enter the year when the firm in Block 1 was established.
If you use

Vision enters data into this block from the
Date Established field on the Additional Info tab of
Firm Setup-Proposals.
If you enter data manually in Block 1,
Vision leaves Block 2 blank. You must enter the data manually.

3. Date Prepared
|
Government instructions: Show date on which Form is prepared. All information submitted shall be current and accurate as of this date.
You can enter the date manually, or click,
Select Date to open the pop-up calendar and select a date.

4. Specify type of ownership..
|
Enter the type of ownership or legal structure of the firm ((sole proprietor, partnership, corporation, joint venture, etc.).
If you use
Select Company to enter data in Block 1,
Vision enters data into this block from the
Ownership Type field on the Additional Info tab of
Firm Setup-Proposals.
If you enter data manually in Block 1, you must enter data manually in Block 4.

A. Small Business
|
Check this box if the firm is a small business.
If you use
Select Company to enter data in Block 1, and the
Small Business check box is selected on the Additional Info tab of
Firm Setup-Proposals for that firm,
Vision selects this check box.
You can also select the check box manually.

B. Small Disadvantaged Business
|
Check this box if the firm is a small business concern owned and operated by socially and economically disadvantaged individuals.
If you use

Small Disadvantaged check box is selected on the Additional Info tab of

Vision selects this check box.

C. Woman-Owned Business
|
Check this box if the firm is a woman-owned business.

5. Name of Parent Company...
|
Government instructions: Branches of subsidiaries of large or parent companies or conglomerates should insert name and address of highest-tier owner.
If you use

Firm Setup-Proposals.
If you enter data manually in Block 1, you must enter data manually in Block 5.

5a. Former Parent Company Name(s)..
|
Government instructions: If present firm is the successor to, or outgrowth of, one or more predecessor firms, show name(s) of former entity(ies) and the year(s) of their original establishment.
If you use

Vision enters data in this block from the
Former Parent Firms column on the Additional Info tab of
Firm Setup-Proposals.
If you enter data manually in Block 1, you must enter data manually in Block 5a.

6. Names of not more than Two Principals to Contact...
|
Government instructions: List no more than two principals from submitting firm who may be contacted by the agency receiving this Form. (Different principals may be listed on Forms going to another agency.) Listed principals must be empowered to speak for the firm on policy and contractual matters.

7. Present Offices...
|
Government instructions: Beginning with the submitting office, list name, location, total number of personnel, and telephone numbers for all associated or branch offices (including any headquarters or foreign offices) which provide A-E related services.

Select Present Offices to display the Firm Lookup and select offices.
The first office you select must be the office that is submitting this SF254 Proposal.
If you use
Select Present Offices to enter data in Block 7,
Vision uses data for the offices you select to calculate:

Total personnel in Block 7a.

The employees linked to the offices that you selected for the discipline totals in Block 8.

The number of
projects, and gross fees, for the profile codes selected in Block 10.

7a. Total Personnel
|
Government instructions: Show total personnel in all offices. (Should be sum of all personnel, all branches).
Enter this data manually or, if you put data in Block 7 through
Select Present Offices, you have two options:

Select
Calculate Total Personnel (7a) on the 254 Preferences form.
Vision enters data in this block, using the total number of employees in the
Linked Employees field on the Additional Info tab of
Firm Setup-Proposals , for all of the firms you selected in Block 7.

If your company uses
Vision's
Organization feature,
Linked Employees is a calculated field, equal to the total of, and dynamically updated by any change to, the employee records connected by the
Organization that is related to the firm set up in
Firm Setup-Proposals. If your company uses
Vision's
Organization feature and you have not related any organizations to a firm, the value in the
Linked Employees field is zero.

If your company does not use
Vision's
Organization feature,
Linked Employees is a calculated field, equal to the total of, and dynamically updated by any change to, the employee records in the Employee Info Center.
If you enter changes to any of the numbers for offices in Block 7,
Vision does not re-calculate the total here. You must manually change the total.

Do not select
Calculate Total Personnel (7a) on the 254 Preferences form.
Vision enters data in this block using the total of entries in the
Total Personnel field on the Additional Info tab of
Firm Setup-Proposals, for all of the firm records you selected in Block 7. The data in
Total Personnel is not calculated by
Vision.

8. Personnel by Discipline
|
Government instructions: Show total number of employees, by discipline, in submitting office. (If form is being submitted by main or headquarters office, firm should list total employees, by discipline, in all offices.) While some personnel may be qualified in several disciplines, each person should be counted only once in accord with his or her primary function. Include clerical personnel as ’administrative.’ Enter in any additional disciplines — sociologists, biologists, etc. — and number of people in each, in blank spaces.
If you use
Select Present Offices to enter data in Block 7,
Vision enters the total number of employees for each discipline, using this set of steps:

For each of the firms selected in Block 7,
Vision counts employees from:
-
The
Organizations associated with the firm on the
Associated Organizations
tab of
Firm Setup-Proposals, if your company uses
Vision's
Organizations feature. In the Employee Info Center,
Vision counts each employee whose
Organization on the
General tab matches one of those
organizations. If your company uses
Vision's
Organizations feature and you do not associate any
Organizations with a firm,
Vision counts no employees for that firm.

Vision calculates the total by discipline, using each employee's primary discipline from the Skills grid on the Experience tab in the Employee Info Center.
Click for these additional options:

Recalculate Disciplines - Use this option to have
Vision calculate the total number of employees in each discipline. This is necessary to update Block 8, if data has been revised for any of the employee records you are using.

Additional Disciplines - If the firm has more than 32 disciplines, use this menu option to add the additional disciplines.
If you enter data manually in Block 7, you must enter data manually in Block 8.
If you enter any changes to the data in this block, you must enter changes to the total.

9. Summary of Professional Services Fees
|
Government instructions: Insert appropriate index number to indicate range of professional services fees received by submitting firm each calendar year for last five years, most recent year first. Fee summaries should be broken down to reflect the fees received each year for (a) work performed directly for the Federal Government (not including grant and loan projects); (b) all other domestic work, US and possessions, including federally assisted projects; and (c) all other foreign work.
If you enter data in Block 1 through
Select Company,
Vision enters data in this block from the Service Fees grid on the Additional Info tab of
Firm Setup-Proposals. It uses data in the
Year,
Category, and
Fee Index columns.
If you enter data manually in Block 1,
Vision leaves this field blank. You must enter the data manually.

9. *Firms interested in foreign work...
|
If you enter data in Block 1 through
Select Company, and the
Interested in Foreign Work check box is selected on the Additional Info tab of
Firm Setup-Proposals for that firm,
Vision selects this check box.
