VO Paid Update Utility

The VO Paid Update utility updates the voucher (VO) table by recalculating the most recent period when each voucher was paid in full.

For the Voucher Schedule and automatic Accounts Payable Payment Processing, Vision compares this information to the current period to determine which vouchers are still outstanding.
