A work package identifies the major tasks, groups of tasks, detailed short-span jobs, and material change requests identified by the contractor that are needed to accomplish the work required to complete the contract. It has a direct connection between the scheduled activities and the related cost data.
A work package has the following characteristics:
It exists at the level at which the work is performed
It is owned by a single organization
It has a budget, usually in dollars and/or person-hours
It has clear stop and start dates
It can contain internal milestones
It is integrated into a larger schedule for the total contract
It does not overlap other work packages
