You can create multiple users from existing employee records and simultaneously assign their initial passwords. Alternatively, you can create individual user records. At any time, you can modify user information and enable or disable user logins.

You can use existing employee records as the basis for creating multiple user records at one time. You cannot exceed the number of users that your company is licensed to set up. - Create a New User
You can create a new user record at any time. To support employee tasks such as entering timesheets and expense reports, associate a user record with an employee. For non-employees, such as consultants, who do not need access to timesheets or expense reports, create a generic user record without such an association. - Copy a User

If you have one or more Vantagepoint modules that are licensed for a certain number of named users, you can use the Review User Licenses dialog box to display the total number of licenses, the number of licenses currently in use, and the security roles that are using those licenses.
