If you are an Admin, you can grant Basic Users access to Scrum Board so they can manage the tasks (such as assign tasks to themselves) in the
Backlog column.
To use Scrum Board, you must have access to
Scheduling as defined in User Access Rights under
Settings.
To grant Basic Users access to Scrum Board:

On the main toolbar, click
Scheduling
.

In the left pane of the Scheduling page, click

In the upper-right side of your screen, click Personal Preferences (the box with your WorkBook initials or profile thumbnail), and select
My Settings.

On the My Settings / Language & Formatting Options dialog box, scroll down to the Access Right Settings section, and click
Show the Access Override Control Panel.

In the Element Access Right Selector, click
.

Under the
Full Access column for the
Basic User type, select the check box and click
OK.

Return to the Element Access Right Selector, click
Scrum Board (Scrum Board) > Access Override > All.

Under the
Full Access column for the
Basic User type, select the check box and click
OK.
Note: Users might need to refresh their WorkBook application to see the changes take effect.
