When you are loading changes in the Model Changes view, the master project that is open in Open Plan must include all of the external subprojects for all changes and the subprojects must be open.
If there is a change to a relationship in the Schedule change log to an activity in an external subproject that is not open, PM Compass displays this dialog box.
