Agent Type 162: Clean Up Empty Approval Notifications

Use Agent Type 162 - Clean Up Empty Approval Notifications to ensure that an approver's WorkBook inbox does not contain any empty approval notifications.

An empty approval notification can result from an item for approval needing to go back to Status-10 - Under Preparation after it was sent for approval. In such situations, the item is no longer for approval, but the notification might still be in the approver's inbox.
