The PIM Administrator is responsible for setting up and managing user accounts.

You can create user accounts for any existing contacts within PIM. After you create a licensed user account for a contact, you assign system roles to the user to grant them with access to selected features. - Managing User Access Rights
You assign system roles to menus, dashparts, entity record field sets, and project events, to grant users with access. - Generating User Reports
To assist you with managing users and access rights, a number of reports are available.
