Contents of the State Withholding Screen

Use the fields and options to configure the State Withholding Screen.

The top section displays your employee name and employee ID.

Home Withholding State

Use the Home Withholding State window to review or change your current home state withholding information.

Note: The system displays a message if the system finds no current records.
Field Description
Home Address

This non-editable row displays your home address (or mailing address if home and mailing addresses are the same).

Note: The system displays a message if there is no address on file.
Withholding State

The system will look in the Configure State tax Settings screen in Costpoint to find out whether the Allow employees to make State Withholding changes in ESS checkbox is selected. If it is, the Withholding State field will contain a list from which you can select the state that applies.  (If the checkbox is not selected, a non-editable field will display.)

If you change the state, the system will repopulate the screen based on the state selected.  

Note: If the selected state is a non-withholding state, the system will display a Non-Withholding State message in the Withholding State row.

If you work in multiple states for your employer, the state abbreviation will be removed.

State Filing Status

When determining your withholding allowances, consider your personal situation. Use this lookup to select your personal status. If you change the Filing Status, the screen will refresh so that the exemptions/dependents/credits options that were set up on the Configure State tax Settings screen will be reflected for the chosen filing status.

Note: The system displays an error message if the system has the employee recorded as “Exempt” from paying taxes.
Total Allowances/Exemptions

If it applies to your selected state, enter the total number of allowances that you want to claim. The value entered cannot be less than zero or greater than the maximum number of allowances for the state. The more allowances you claim on the State Withholding form, the less income tax your employer will withhold.

Note: The system displays an error message if the total number of allowances you enter is greater than the maximum number of Total Allowances allowed.
Number of Dependents

If it applies to the selected state, enter the total number of dependents that you wish to claim. The value entered cannot be less than zero or greater than the maximum number of dependents allowed for the state.  

Note: The system displays an error message if the total number of dependents entered is greater than the maximum number of Total Allowances allowed.
Number of first-time claimed dependents

If an additional dependent exemption on Line 6 is being claimed for one or more children for the first time, enter the number of children for whom you are claiming. This exemption is good only for the calendar year in which the WH-4 claiming the exemption is submitted. If you claim this in multiple tax years, you must submit a new WH-4 each year for which this exemption is claimed. Do not claim this exemption if the child was eligible for the additional dependent exemption in any previous year, regardless of whether the exemption was claimed. This includes instances where the child was eligible for the additional dependent exemption before 2023. This also includes instances where the child was eligible to be claimed for the additional dependent exemption by another individual.

This field will only be enabled for State of Indiana.

First-time claimed dependents year

This field displays the year the additional dependent exemption being claimed for the first time.

Number of adopted children

This field will track the actual number of adopted child dependent exemptions claimed on line 8 of Form WH-4 and will be used in the calculation of Indiana's state withholding.

Beginning October 1, 2022, most employees in the State of Indiana are entitled to deduct $3,000 per year per qualifying adopted child claimed on line 8 of Form WH-4.

This field will only be enabled if the withholding state is IN (Indiana).

Number of Credits

If it applies to the selected state, enter the total number of credits that you wish to claim. The value entered cannot be less than zero or greater than the maximum number of credits allowed for each state.

Note: The system displays an error message if the total number of credits entered is greater than the maximum number of Total Credits allowed.
Credit Amount

Enter the total state credit amount. For Iowa, if you are not exempt, then this is the total allowance amount on 2024 IA W-4.

This field is enabled for Iowa only.

Extra Withholding per Paycheck

If it applies to the selected state, you can enter an additional withholding amount here. Enter a specific dollar amount that you want your employer to withhold, in addition to the tax withheld based on your filing status and number of allowances. If you enter an amount, the system will display a confirmation message asking you to confirm the amount that you just entered.

Note: If you enter an amount less than 0, the system displays an error message. If the amount that you enter is greater than 0, the system will display a confirmation message.
Additional Exemptions Use the following fields to enter the number of additional exemptions that are applicable to you. These fields are enabled if the Enable Age/Blind Exemption checkbox is selected on the Manage State Taxes screen for the withholding state.
  • Age 65 or Over Exemptions: Enter the number of age 65 or over exemptions.
  • Blindness Exemptions: Enter the number of blindness exemptions.
State Information

Select the Web site hyperlink to view information relating to state withholding.

Note: If the Withholding State has no URL associated with it, the State Information will be blank.

Colorado Annual Withholding Allowance

Colorado employees can select options that will be used in the calculation of their state tax withholding. This group box is available only when your Withholding State is CO (Colorado).

Field Description
I would like to:

Use this setting to specify the annual withholding allowance that will be used to reduce your Colorado withholding. Select one of the following options:

  • Use the federal standard deduction amount for my filing status ($10,000 if married filing jointly or qualifying surviving spouse; or $5,000 otherwise)
  • Specify an annual withholding allowance amount based on the Standard Allowance table or Worksheet 1 from the DR 0004 Colorado Employee Withholding Certificate (If you want a greater amount withheld, you may enter a smaller amount than either calculation, including zero.)
Annual Withholding Allowance

If you selected the option to specify an annual withholding amount, enter the annual withholding allowance amount based on the Standard Allowance table and Worksheet 1 from the DR 0004 Colorado Employee Withholding Certificate. If you want a greater amount withheld, you may enter a smaller amount than either calculation.
