When you create a special group in the EPM Security Administration named PMC_CHANGEMGT_ADMIN, any user added to this group can edit data in the workflow form or in the Change Details view as if they were an assignee as long as the progress status for the workflow form is In Review or the workflow has not yet been started and they have rights to access the project.
Users in this group can only edit data; they cannot advance the workflow.
