Deltek Costpoint 7.1.15 Release Notes (Build 7.1.15.1004)


Welcome to the Deltek Costpoint 7.1.15 Release Notes, which describe the new features and enhancements introduced in this release.


Important Notes


These release notes address all of the modules associated with Deltek Costpoint 7.1.15, some of which your firm may not use. Skip the sections that do not apply to your implementation of Deltek Costpoint.

Release notes are available from the landing page and the Costpoint Information Center. We will make a PDF available for a while, as we transition to the new format.

Installation Notes

 

The MR installer reads through all Costpoint systems selected. If a Time & Expense segment is found, it searches for the presence of a Time & Expense license for that Costpoint system. It provides a listing of all such systems found, prompting you to review the list and remove (using DBWizard, Remove License) any TE license from the Costpoint system where the connected TE segment is for a stand-alone, external connection that should not have had a Time & Expense license applied to it.

 

Any external Time & Expense segments found where a Time & Expense license is not present, or where the Time & Expense segment is for a Time & Expense 901 system, the MR Time & Expense patches, SPs, or Data Dictionary files will not be applied.

 

If all systems listed are properly licensed for Time & Expense and you do want the MR applied to them, please proceed. If you are unsure, please contact Deltek Technical Support.

2020 ACA Form 1095-C and 1094-C Alignment Updates

This Costpoint release updates following applications to support the alignment of the 2020 Form 1095-C and Form 1094-C:


State


Colorado 2020 Tax Table Updates

Colorado’s flat income tax rate, which is used for regular and supplemental wages, decreased from 4.63% to 4.55%.

Mississippi 2021 Tax Table Updates

The annual withholding percentage table for Mississippi was updated.

This Costpoint release adds tax table records with an effective date of 01/01/2021 to support the new tax table updates for Mississippi.

Virgin Islands 2021 SUTA Wage Base

The SUTA limit for 2021 is $32,500. This Costpoint release adds tax table records effective 01/01/2021 for the updated unemployment-taxable wage base of the Virgin Islands for tax year 2021.

Application Optimization: Update Billing Tables Bill Labor Category Description

Update Billing Tables Bill Labor Category Description has been enhanced to process more efficiently and decrease its runtime during simultaneous or batch processing. Deltek recommends that you install the Costpoint 7.1.15 MR in a test environment and test the application before deploying the MR to production.

Defect 1400740: When you created a debit memo for a purchase order (PO) voucher that has Use Tax and Recovery Rate, the Recovery Amt was calculated incorrectly upon posting of the debit memo.

Defect 1410690: You encountered an error when you created a purchase order (PO) voucher using the Web Interface Console (WIC).

Defect 1406597: When you entered a modification on the Modifications tab of this screen, error messages on "validate values" and "unable to find object" displayed.

Defect 1395731: If the purchase order (PO) assigned to the subcontract has a status of Void, Costpoint displayed the following error message when you changed the status of the subcontract record from Active to Inactive and tried to save the record: "The Record Status cannot be changed to 'Inactive' if there are Purchase Orders with a status of 'Open' or 'Pending'."

Defect 1405875: You received a critical system error when you entered and saved data in a content data field on the Manage Contracts screen because its field name was too long. As a workaround, you can clear the Use to Link Content to Costpoint Records check box for the content data field on the Content Data Fields subtask of the Manage Application/Content Links screen.

Engineering Change Notices >> Apply Engineering Change Notices


Defect 1408986: When Separate Items By Company was selected on the Configure Product Definition Settings screen, and you loaded an engineering change notice (ECN) and tried a preview, you encountered a critical system error.


Inventory >> Import Inventory Transactions


Defect 1402365: When you imported an inventory transaction on the Import Inventory Transactions screen and Auto-Assign Transaction IDs was selected, the next inventory transaction ID that should be autoassigned was skipped on the Manage Warehouses screen.


Material Requirements Planning >> Manage MRP Action Messages


Defect 1378313: Material Requirements Planning (MRP) created reschedule order dates similar to the suggested due dates even though the purchase order (PO) had delivery schedules.


Defect 1412411: When you ran Material Requirements Planning, rescheduled the due date, implemented it, and clicked Save, the due date did not change.

Defect 1406714: When you ran Material Requirements Planning (MRP) and reviewed MRP Action Messages, submessages were not found and MRP bought original parts instead of using substitutes in stock. This defect affected MSS database users.

Defect 1400873: When you created a requisition, QC Insp Reqd, Srce Insp Reqd, and Cert Conf Reqd were set to None instead of No.

Defect 1397911: When you cloned parts, the parts inherited the item billings selling description from their cloned part instead of the selling description from the new part.


Purchasing >> Import Purchase Orders


Defect 1404714: When you loaded a file for a service line without a ship ID, you encountered a validation error.


People


Benefits >> Create 1094-C and 1095-C Electronic File


Defect 1411946: You encountered an AIRSH100 XML file schema validation failure for tax year 2020. This issue may be caused by out of sequence elements. This affects Costpoint users who electronically file ACA reporting.


Employee >> Import Employee Data


Defect 1382095: When you ran the import process, you received a critical system error, and then Costpoint logged you out. This issue occurred instead of you just receiving the error on the error log.

 

As a workaround, fix all the errors found on the report before you proceed with the process.


Defect 1394278: The application imported records with invalid organizations into the EMPL_LAB_INFO table. The application generated an error message on the error report, but it still imported the file into the EMPL_LAB_INFO table.

This issue occurred when the import file contained two sets of data with different effective dates for the same employee. However, one line has an invalid organization, while the other line has the correct organization.

Defect 1391794: The Deltek Time & Expense User check box should be removed from the screen. This change should be included in the fix for defect 1323476, which removed the Use as login ID for Deltek Time & Expense check box from the Manage Users screen.


Employee >> Transfer Talent Management Data


Defect 1400137: The screen should provide the ability to exclude job templates/requisitions that have a status of Filled and/or Rejected when you export data to Deltek Talent Management.


Employee Self Service >> Activate Retirement Changes


Defect 1400882: When you ran the Activate Retirement Changes process, the application did not apply newly added retirement benefit limits to the employee’s retirement benefits.


Employee Self Service >> Benefits Enrollment


Defect 1391984: The current year limit for FSA displayed under the current contribution, which caused confusion for employees. The current year limit should be set to zero if employees do not have a current election.


Payroll >> Create W-2 Table


Defect 1410803: When the application determines that the employee has COVID sick/family leave wages, the application should check if an accrual or expense account exists on the Employee Earnings Timesheet Information (EMPL_EARN_TS_INFO) table. Previously, the application only determined if an expense account existed on the Employee Earnings Timesheet Information table.

 

As a workaround, you can manually enter the data on the Manage W-2s screen and run the Create W-2 Table application again.


Payroll >> Print Payment Advices


Defect 1416852: The payment advices did not display correct year-to-date (YTD) amounts.


Payroll >> Print Quarterly Federal Payroll Tax Report


Defect 1409721: The employer social security taxable amount was calculated incorrectly for correction records where the gross pay was zero and the employee social security taxable amount was negative. As a result, the application reported incorrect Qualified sick and family leave wages. This issue affects you if you enter correction records that have negative social security taxable amounts.


Payroll >> Update Employee Package Deductions


Defect 1382668: The application did not reflect a life event that reduced a deduction to $0. As a workaround, you can manually update the end date for the deduction.


Personnel >> Approve Position Requisitions


Defect 1400157: The label for the requisition status option should be changed from “Disapproved” to “Rejected.”

Organization Budgeting >> Organization Budgets/Outlooks


Defect 1402745: The system was not computing correctly for default accounts under Labor Utilization.


Defect 1408902: Direct Utilization Splits that have the same Org Id and Account ID field values but with a different Program field value were not working as expected.


Project Budgeting >> Project Budget/EAC Mass Utilities


Defect 1401975: The PROJ_EAC_WRK_UPD_BRD and PROJ_BUD_WRK_UPD_BRD routines were still running from the applications even though these are already obsolete.

Billing >> Manage Billing History


Defect 1375628: Costpoint cleared the value in the Item or Schedule Description field when you edited a record with Trans Type set to Schedule and then saved the record. For manually entered new records, the field value was also cleared when you saved the record.


Billing >> Print Unbilled Analysis Report


Defect 1417159: Performance tuning has been been conducted for this application to prevent it from hanging.


Billing >> Reverse Previous Bills


Defect 1402290: When you reversed bills with VAT or IWO bills that have been posted in a prior period (using the same invoice number in the reversal), nothing was created in the tax tables or IWO allocations, and the values were duplicated upon rebill. These types of bills should not have been allowed to be reversed with the same invoice number.

 

Part of the fix is adding a validation to the Assign new invoice ID check box. Costpoint now throws an error message if you attempt to clear this check box in any of the following instances:


Cost and Revenue Processing >> Compute Revenue


Defect 1400600: Inception-to-date (ITD) amounts displayed only at the funding level. ITD amounts should have displayed at both the funding and upper levels.


Defect 1404657: Compute Revenue has been enhanced to support better partitioning by company.

This requires PATCH3828.


Subcontractor Management >> Create Subcontractor Invoices


Defect 1385903: Costpoint did not correctly calculate the subcontractor invoice when you reversed hours that were over the ceiling.


Time & Expense


Configuration >> Import Master Data


Defect 1411883: When using wildcard links, file importation employed direct validation, resulting in the file's failure to upload.


Configuration >> Maintain Charge Tree


Defect 1412253: Clients with charge branch codes that appeared in more than one charge tree could not drill down to lower charge branches because those branches failed to display. They could, however, manually enter charges located on those lower branches.

 

Note: Rebuild lookup data and flags must be run after this fix is installed in order to correct already existing data and address the lookup problem.

Defect 1406880: Though the Allow Employee Deletion option was not selected on the Manage Pay Methods screen, the Hide check box for the Outstanding Expenses subtask in Manage MyDesktop displayed as clear and enabled and, therefore, allowed employees to hide the expense.


Expense >> Manage Batch Expense


Defect 1405968: Upload of VISA files during an upgrade caused a system error, which did not occur when these files were uploaded to the earlier version (TE 9.0.1).


Expense >> Manage Expense Report


Defect 1412379: A submitted expense report included an Attach task for an expense type (Other) where the attachment was not required. This erroneously required task did not display during the Submit and Expense creation phases.
