We need to store the state of how the job syncs its other currency values. This state is mostly considered when applying charge bands. NONE - When rates are changed, the other rate is not recalculated. BASE_TO_OTHER - When the base rate is changed, recalculate the destination based on the stored Job Currency Exchange Rate. OTHER_TO_BASE - When the other rate is changed, recalculate the base value from the stored Job Currency Exchange Rate.
