Use Agent Type 105 - Task Booking. Try Update Resource Capacity Booking if More Hours are Needed to check all open bookings where Hours not Booked is set. This agent then performs automatic bookings to try to get the hours booked. If you run this agent on a regular basis, it creates bookings as needed.
