Prerequisites for Administrators
This topic provides guidance for administrators on granting access, configuring user roles, and ensuring system requirements are met for all Command Center users.
Before users can access the Command Center, administrators must ensure the following configurations are set up.
System Requirements
On-premises Costpoint users must have Costpoint BI 2025.3 or higher installed (with IBM Cognos Analytics 12.0.4 or higher) and the Customer Authentication Provider (CAP) deployed to use the Command Center. Check the BI version on the lower-right corner of the BI Welcome Screen and the Cognos version in
The Command Center is accessible only with the new user interface (UI). Select the Enable New UI by Default checkbox on the Configure System Settings screen to display the new UI for your company. To allow individual users to use the new UI, ensure the following settings on the Manage Users screen are set up:
- Allow user to switch between UI modes: When this checkbox is selected, the user can access the New User Interface setting on the Configure User Preferences screen. This is selected by default.
- New User Interface: Select Yes to enable the new UI for the user. You can also choose Default for Costpoint to sync this setting with the Enable New UI system setting for the company.
General Access
Users can be assigned to multiple roles in the Command Center. To grant users access:
- Click .
- Search for and select the user account.
- On the Module Rights subtask, select the CC module.
- Set Module Rights to Full.

On the Assigned User Groups subtask, assign the user to a CER capability group, which grants them access to Cognos.
Costpoint Essentials Capability Groups:

Assign the user to a user group for Command Center. Take note of the double underscore.

To ensure Project Analyst dashboard tabs display data correctly, you must verify:
- Users are assigned the correct project roles using the Manage Project Roles screen.
- The Project Classification of top-level projects on the Basic Info tab of the Manage Project User Flow screen is set to Direct, Inter-Company, or Inter-Co Multi. This ensures users can view data on the Project Overview and Billing dashboard tabs.
- The Active checkbox is selected for top-level projects on the Basic Info tab of the Manage Project User Flow screen.
