Use this screen to enter proposal information. Proposals define what items need to be costed for an RFP and allow you to summarize estimated costs within a proposal. You must set up a Proposal ID in this screen in order to generate costs throughout Costpoint Materials Estimating. Each proposal can have 999 alphanumeric revisions, each with different end items, PBOMs, and quantity breakpoints. Therefore, you can have multiple proposal rows with the same proposal ID, as long as different revisions are used, and each revision is treated by the system as a separate proposal. Each proposal/revision combination can have an unlimited number of end items (i.e., parts, goods, services, or provisional parts) and PBOMs associated with it, and up to five quantity breakpoints per end item. You can load end items into this screen directly from a price catalog or project CLIN list by selecting the Autoload Catalog or Autoload CLINs pushbuttons, respectively. You can clone proposals, but you must recopy PBOM and component cost information from the Copy Proposal BOM Information screen. You can enter burden rates by cost element in the Burden subtask.
You can also use the Copy Proposal BOM screen to specify another BOM that you want to copy into the Proposal BOM for the proposal end item. You can copy BOMs from manufacturing BOMs, Engineering BOMs, and other Proposal BOMs. Once copied, the PBOM for the end item can be further manipulated in this screen.
You can save a proposal with no end items (i.e., proposal line rows), but no costing can occur until you enter and save at least one valid end item for that particular proposal record.
Use this screen after you have established item, customer, catalog, and organization information. You must create a proposal ID before you can assign a proposal BOM.
Enter, or use Query to select, the ID of the proposal that you are adding to the database. Each proposal ID can have up to 20 alphanumeric characters and up to 999 alphanumeric revisions. The system treats each revision as a separate proposal.
Select the proposal's status from this drop-down box. The system-defined options are:
In Process - This is the default option for a new proposal. This proposal is open, unsubmitted, and can be revised.
Completed - Select this option if the proposal is complete. You can still edit this proposal and add new lines.
Submitted - Select this option if the proposal has been submitted.
Closed Awarded - Select this option if the proposal has been accepted by the customer and is therefore closed.
Closed Lost - Select this option if the proposal was not accepted by the customer, and is therefore closed.
Closed Not Submitted - Select this option if the proposal was not submitted to the customer and is closed.
Enter the name for this proposal. The name should describe the Proposal ID and revision so that it is easily located in the database when other users access this proposal record.
Enter, or use Lookup to select, the ID of the organization that is responsible for this proposal. You can enter organization information in the Organizations menu in Costpoint General Ledger.
Enter, or use Lookup to select, the customer ID for this proposal. You can maintain customer information, including address codes, in the Maintain Customer screen in Costpoint Accounts Receivable or Costpoint Sales Order Entry. After you enter a valid customer ID, the Name field will populate with the customer's name, and you and enter, or use Lookup to select, the address code that is used for the customer. You can manually enter a customer name if the customer does not yet exist in Costpoint.
Enter, or use Lookup to select, the employee ID of the manager responsible for the proposal. You can maintain employee IDs and related information in Costpoint Employee.
Select up to five (5) quantity breakpoints from this drop-down box for this proposal. Entering quantity breakpoint values allows you to cost items for different ordered quantities. When you increase or decrease the number of quantity breakpoints in this drop-down box, the system will warn you that changing the number of proposal quantity breakpoints will also affect the number of end item quantity breakpoints as well. If you select OK when this warning appears, the Proposal Qty Break field(s) for the end item in the table window will adjust to the number that appears in this drop-down box.
Enter the date on which the request for proposal was sent by the customer/prospect. This field will default with the system date if you leave it blank and save the proposal record.
Enter the date on which the customer requires the proposal.
Enter the date on which the proposal was started. This field will default with the system date if you leave it blank and save the proposal record.
Enter the date on which the proposal was, will be, or should be completed.
This field displays the most recent date and time on which the proposal was recalculated. If you add or delete end item lines in the table window and try to save the updated information for this proposal, the system will ask if you would like to have the proposal costs automatically recalculated.
Select this checkbox and then save the proposal record to prevent further changes from being made to the Proposal BOM record in any of the screens in the Proposal Bills of Material menu; you can still view information in these screens. If this checkbox is unselected and the record is saved, changes can be made to the PBOM record.
After you select the New Line button on the toolbar, a new line with the next sequential number will automatically be assigned in the table window, and your cursor will default to the End Item field. Use the Line menu to add, insert, delete or undelete lines from the table window. Lines cannot be repeated in this screen.
You can enter an unlimited number of end items for a proposal/revision record; however, you can enter only up to five (5) quantity breakpoints for each proposal end item. You can enter each end item as an active standard part, good, service, or provisional part.
After beginning a new line, you can enter, or use Lookup to select, a part ID, service, or good that has already been established in Costpoint Product Definition. You can also use the Prov Part Lookup pushbutton to select a provisional part ID that has already been established in the Maintain Provisional Parts screen in either Costpoint Materials Estimating or Costpoint Product Definition. The end item revision number and description will default into their respective fields for the selected line. If you manually enter an end item in this field, and it is not recognized by the system, a message will appear asking if you want to add the end item as a provisional part. Select No to return to the main screen or select Yes to open a separate window where you can enter provisional part data "on the fly." The provisional part information that you enter and save will then be accessible in any application in which provisional parts are used.
You can also load an entire product catalog of items or a list of items for a given Project Contract Line Item Number (CLIN) by selecting the Autoload Catalog subtask or Autoload Project CLINs pushbuttons, respectively.
The item type displays in this field, identifying this end item as a "P" (Part), "G" (Good), "S" (Service), or "R" (Provisional Part).
This editable field displays "M" if the end item is a Make part or "B" if it is a Buy part. This required field defaults from the Basic Part Data screen in Costpoint Product Definition for standard parts and the Maintain Provisional Parts screen for provisional parts.
If the end item is a provisional part, this field displays the provisional part type that is associated with it from the Maintain Provisional Parts screen. You can establish provisional part type codes in the Costpoint Product Definition Controls menu and the Materials Estimating Controls menu. This field will be blank if the end item is not a provisional part.
This field displays the inventory unit of measure (i.e., the default unit of measure in which the end item is measured) for the end item from the Basic Part Data screen in Costpoint Product Definition if it is a standard part, or from the Maintain Provisional Parts screen if it is a provisional part.
Enter the quantity breakpoint for the end item line. The number you selected in the Quantity Breakpoints drop-down box determines the number of Proposal Qty Break fields that appear in the table window. The default for new proposal records is one Proposal Qty Break field; however, you can adjust this at any time.
Enter the proposal work breakdown structure ID to which the end item is assigned.
This field displays "Y" (Yes) if the end item exists as a PBOM assembly for the proposal/revision. If "Y" displays in this field, the PBOM Status will display from the Maintain Proposal BOM screen. This field will display "N" (No) if no PBOM assembly exists
If a PBOM exists, this field will display the PBOM status as it appears for the assembly in the Maintain PBOM screen, either as "F" (Firmed) or "U" (Unfirmed).
This field displays the total lead time in days for this part. You can assign total lead time to standard parts in the Planning Part Data screen in Costpoint Product Definition. You can assign total lead time to provisional parts in the Maintain Provisional Parts screen in Costpoint Product Definition and Materials Estimating.
This field displays the yield percentage that you entered for this assembly part in the Assembly Information subtask of the Maintain Proposal BOM screen.
The table window displays one Planned Yield Qty Break column for each corresponding proposal quantity break column (e.g., if there are three proposal quantity break columns, three Planned Yield Quantity Break columns will also display). These fields are non-editable. The system calculates the value in this field as follows: Proposal Quantity Break x Yield = Planned Yield Quantity Break.
Select this pushbutton to open the Proposal Notes subtask, where you can enter notes for the proposal.
Select this pushbutton to enter, modify, or view RFQ defaults and proposal item cost rules for the proposal.
Select this pushbutton to establish and maintain burden rates for each cost element of a proposal record.
Select this pushbutton to load an entire product catalog of items into the main screen table window.
Select this pushbutton to autoload a list of items for a given Project Contract Line Item Number (CLIN) into the main screen table window.
Select this pushbutton to look up a provisional part for the end item/revision field in the main screen table window.
