Enhancements

This section includes enhancements in this release.

Vermont Child Care Contribution (CCC) Payroll Tax Enhancements

The following payroll system enhancements, which will be effective July 1, 2024, were made in line with the new Child Care Contribution (CCC) payroll tax for the state of Vermont. The total tax amount is .44% of Vermont subject wages. Employers are allowed to elect the amount they wish to contribute (>=75%) and deduct the remainder from the Employee. A company-wide Employer/Employee% default can be set in Payroll System > Maintenance Programs > Tax Rate Maintenance > State Tax Table Maintenance. Vermont allows unique contribution limits for individual employees; this can be established in Employee Maintenance.
  • In the 2024 VT Tax Settings window for state tax table maintenance, the following fields are now available on the Main tab:
    • Total CCC Rate
    • CCC Employer Contribution: The CCC Employer Contribution rate in State Tax Table Maintenance will be the company default (VT default). This will serve as the standard Employer contribution unless a rate is entered in Employee Maintenance.
    • CCC Employee Withholding: The CCC Employee Withholding will be calculated based on the CCC Employer Contribution. This will serve as the standard Employer contribution unless a rate is entered through Employee Maintenance.
  • In the Vermont State Tax window for employee maintenance, a CCC Withholding % field is now available.
    Note: You can establish unique Employer and Employee Contribution %'s that differ from State Tax Table Defaults. In Payroll System > Maintenance Programs > Employee Maintenance, on the Taxes tab in the Withholding section Options window for VT, you can specify the desired CCC Withholding for the employee. "(VT Default)" will display by default, and no action is necessary unless you want to establish a unique rate for the employee. Employee withholding cannot exceed 25%.
  • When you generate an Employee Master Report, CCC Withholding % information is now included for employees not using the Vermont State Tax Table Maintenance default rate.
  • In the Tax Override window (Payroll System > Enter Labor Distribution by Employee), a CCC Withheld field now displays when VT is specified in the State field.
  • When you generate a State Taxes Withheld Report for Vermont, a CCC column is now displayed in the report to identify CCC withheld for each employee.
  • For Payroll Service users, the Payroll Expense Report now includes a VT CCC section.
  • You can now generate a Vermont Child Care Contribution Report in Payroll System > Reports > Tax Reporting > Vermont Child Care Contribution Report. The Vermont Child Care Contribution Report contains CCC withheld and employer paid information.
  • When you generate a Form W-2 for state and employee copies, CCC information is now included in Box 14. Also, VT CCC fields are now available for editing in the 2024 W-2 window (Payroll System > Reports > Tax Reporting > Work on W-2s > Edit W-2s).
    Note: If 0 is specified in the Total CCC Rate field and CCC Employer Contribution field for dates starting July 1, 2024, an error dialog box now displays when attempting to print the payroll register. To fix the error, specify your CCC rates in Payroll System.
  • On the State tab of the MTD Maintenance: Period Employee Name window, a CCC Withheld field is now available for Vermont.

91008 Zip Code for Duarte, California

Where applicable in ComputerEase, the 91008 zip code for Duarte, California is now available as an option in the City/St/Zip field.

Normal Fringe Warning Message for Fringe Maintenance

When you click OK with Normal Fringe specified in the Fringe Calculation field on the Main tab of the Fringe Code window, the following warning message now displays: “Normal Fringe” is an accrual paid on behalf of an employee, not directly to an employee. It can affect Taxable Earnings, but is excluded from Gross Payments to the employee. To include a Fringe in Gross Payments, use the “Deduction” Fringe Calculation.

This is an informational message designed to guide users to select the appropriate Fringe calculation based on their needs.

Adjust Prior By Option Removed from Tax Override Window

In the Tax Override window found in Enter Labor Distribution by Employee, the Adjust prior by option in the Operation field is now removed. Should there be any existing Tax Overrides with an Adjust prior by option at the time of conversion, the Tax Overrides will be replaced with the Adjust current by option.

Affidavit Text in Labor Distribution Report by Employee with Signature

When you generate Labor Distribution Report by Employee with Signature, the affidavit text that ComputerEase Field agreed to during signature certification is now included at the top of the report for review of PDF versions of the report.

Company State Field and Company Locality Field Requirements for Payroll Parameters

On the General tab of the Payroll Parameters window (Configure > System Parameters > Payroll Parameters), the Company State field is now a required field while the Company Locality field is now optional.

Columns for Geo Information in Time Center

In the Time Center window (Payroll System > Time Center), you can now have the following columns:
  • Geo Arrival Date
  • Geo Arrival Time
  • Geo Departure Date
  • Geo Departure Time
  • Geo Job Presence

Eugene, Oregon City Option in Jurisdiction Field for Local Tax Table Maintenance

The city of Eugene, Oregon instituted new tax table calculations that may require your attention. If you have the City of Eugene established through Payroll Maintenance > Maintenance Programs > Tax Rate Maintenance > Local Tax Table Maintenance: on the Main tab of the 2024 Local Tax Code window, you can now select City of Eugene in the Jurisdiction field.

Revised North Carolina SUTA Data Export Warning Message

On the Create Magnetic Media dialog box (Payroll System > Reports > Tax Reporting > State Unemployment Report > Create Magnetic Media), the warning message for exporting North Carolina SUTA data is now revised. The message now specifies that the SUTA ID length requires 7-10 digits.

Georgia, Idaho, Ohio, and Utah Withholding Tax Tables and Rates

ComputerEase now uses the 2024 withholding tax tables and rates of the following states:
  • Georgia
  • Idaho
  • Ohio
  • Utah

You can view the withholding tax tables and rates of the state on the 2024 State Code Tax Settings window (Payroll System > Maintenance Programs > Tax Rate Maintenance > State Tax Table Maintenance).
