Time Center Billing Rate did not Display in Labor Distribution

Defect 2038494: Exported time entries from Payroll System > Time Center did not display the billing rate when viewed in Labor Distribution.

Time Center Double Pay Type had 1.5 Multiplier

Defect 2040625: Exported Double Time entries from Payroll System > Time Center displayed a multiplier of 1.5 instead of 2.0.
