WA CARES Checkboxes Remain Disabled even when WA PFAML could appear Enabled

Defect 1956234: When you reopened the Advanced tab of an Employee Name window (Payroll System > Maintenance Programs > Employee Maintenance) with WA PFAML enabled and the WA CARES checkboxes cleared beforehand, the WA CARES checkboxes could appear disabled.
