Units from Pending Request for Changes (RFCs) Error

Defect 1901647: When you saved an RFC without approval (Job Costing > Job Maintenance > Enter/Edit RFC), the Est column on the Enter Units Complete as of Date window (Job Costing System > Enter Units Complete) included the pending RFC quantities. The pending RFC quantities should have been excluded from the Est column.
