Log Transaction Page of the Project Audit Wizard

Use this page to update the project log directly with four types of transactions: Negotiated Changes, New Unpriced Work, Allocated Management Reserve, and New Over Target Baseline.

You can enter the amount of funds to be transferred between accounts for each transaction.

Note: This page displays only if you select the Adjust the log and Transaction Change options on the Log Operation page.

Transaction Group Box

Use this group box to select the transaction type and specify the related fields to update your project's log.

Note: The Amount and CLIN fields always display regardless of the selected transaction type. Additional fields display for each transaction type.
Field Description
Transaction Type Use this field to select your transaction type. Your options are:
  • New Unpriced Work: Select this option to indicate funding for new work that is authorized but not yet priced.

    You can update the balance of Authorized Unpriced Work by entering an Amount in the New Unpriced Work transaction type.

    Authorized Unpriced Work is budget that has not yet been allocated as time phased (distributed) budget on the project.

  • Allocated Management Reserve: Select this option to transfer funds from the Management Reserve account to the Undistributed Budget account.

    You must transfer funds from the Management Reserve account to the Undistributed Budget account before you can distribute budget. You can distribute budget only from the Undistributed Budget account.

  • Negotiated Changes: Select this option to update the Negotiated Cost or Authorized Unpriced Work.
  • New Over Target Baseline: Select this option to allocate Over Target Base (OTB) amount to the Management Reserve and Undistributed Budget accounts.
Amount Use this field to enter the amount of the transaction.
Note: This field displays OTB Amount if you select New Over Target Baseline Dates in the Transaction Type field.
CLIN Click this field to display the Lookup dialog box and select a CLIN code field from the list of codes in the assigned CLIN code file.
Note: This field does not display if the selected project is a master project.

This field is disabled if the CLIN Code field for the selected project is not configured. For more information, see Fields Tab of the Project Properties Dialog Box.

Additional Fields

This section describes the additional fields that display for each transaction type.

Transaction Type Description
New Unpriced Work The following field displays if you select New Unpriced Work in the Transaction Type field:
  • Credit To: Use this field to select where you want to credit the amount you entered. Your options are:
    • Management Reserve: Select this option to credit or debit the Management Reserve account with the value you entered in the Amount field.
    • Undistributed Budget: Select this option to credit or debit the Undistributed Budget account with the value you entered in the Amount field.
Negotiated Changes The following fields display if you select Negotiated Changes in the Transaction Type field:
  • Amount from AUW: Use this field to enter the amount to transfer from the Authorized Unpriced Work (AUW) account. This amount cannot be greater than the current balance in the AUW account. You can enter a positive or negative amount or zero.
  • Credit To: Use this field to select where you want to credit the amount you entered. Select one of the following options from the drop-down list:
    • Management Reserve: Select this option to credit or debit the Management Reserve account with the value you entered in the Amount field.
    • Undistributed Budget: Select this option to credit or debit the Undistributed Budget account with the value you entered in the Amount field.
  • Adjust Contract Fee: Use these fields to adjust the fee amount or percentage on the contract. You can enter a positive, negative, or zero amount.
    • Fee %: Use this field to enter a percentage to automatically calculate the percentage in the Fee Amount field.
    • Amount: Use this field to enter the exact amount for the contract fee. Entering a value in this field does not calculate the Fee % .
New Over Target Baseline The following fields display if you select New Over Target Baseline in the Transaction Type field:
  • OTB Allocated to MR: Use this field to enter the OTB amount allocated to the Management Reserve account.
  • OTB Allocated to UB: Use this field to enter the OTB amount allocated to the Undistributed Budget account.
The following fields in the Account Fields group box are populated as follows:
  • The Total OTB field is calculated by taking the running total of the OTB transactions. This field is only reduced if there is a negative OTB transaction.
  • The Distributed OTB field is populated with the sum of the budget classes with Include in Budget selected and Obtain budget from set to Over Target Baseline.
  • The Undistributed OTB field is populated with the difference between the Total OTB and the OTB Management Reserve. Specifically, this field is calculated as follows: UB OTB = Total OTB - OTB MR.
  • The OTB Management Reserve field is calculated by taking the running total of the OTB Allocated to Management Reserve transactions. This field is only reduced if there is a negative OTB transaction in the OTB Allocated to MR field.

Account Fields Group Box

This group box displays the fields that are updated as you populate the Amount field, as well as the additional fields for each transaction type.

  • Negotiated Cost
  • Authorized Unpriced Work
  • Management Reserve
  • Contract Budget Base
  • Distributed Budget
  • Contract Ceiling
  • Undistributed Budget
Note: The Distributed Budget and Undistributed Budget values change if you enter a resource assignment using the OTB class. For more information about the fields, see Budget tab of the Project Properties Dialog Box.
Over Target Baseline
  • Total OTB
  • Distributed OTB
  • Undistributed OTB
  • OTB Management Reserve
While updating and computing the OTB-related fields, certain transaction fields are impacted, while others remain unaffected.
  • Negotiated Cost: This field is not impacted by an OTB transaction.
  • Contract Budget Base: This field is not impacted by an OTB transaction.
  • Distributed Budget: This field is directly impacted by the Distributed OTB amount. For example, if OTB resources are allocated to a work package that totals $100,000, Distributed Budget will increase by $100,000.
  • Undistributed Budget: This field is directly impacted by the Undistributed OTB amount. For example, if an OTB transaction is made where OTB Allocated to UB totals $50,000, Undistributed Budget will increase by $50,000.
  • Management Reserve: This field is directly impacted by the OTB Management Reserve amount. For example, if an OTB transaction is made where OTB Allocated to MR totals $30,000, Management Reserve will increase by $30,000.
  • Fee Amount: This field is not impacted by an OTB transaction.
Note: Any changes made to these fields are also reflected in their corresponding fields on the Budget tab of the Project Properties dialog box and are captured in Audit reports upon generation.
