Welcome to the Deltek Vantagepoint 7.1.3 Release Notes, which describe the new features and enhancements introduced in this release.
These release notes address all of the modules associated with Deltek Vantagepoint 7.1, some of which your firm may not use. Skip the sections that do not apply to your implementation.
Alabama 2024 Overtime Exemption Updates
The update for Alabama is effective October 1, 2024.
In 2023, Alabama passed a law exempting overtime compensation from state income taxes from January 1, 2024 to June 30, 2025. The exemption applies to overtime compensation paid during this period to employees paid on an hourly basis for work performed in excess of 40 hours in a week.
Starting October 1, 2024, the exemption will apply to any overtime compensation provided in accordance with the FLSA, under HB 407. This change will remain in effect until the exemption expires on June 30, 2025. HB 407 also amends employer reporting requirements to conform with the exemption modification.

Arkansas 2024 Tax Updates
The updates for Arkansas are effective immediately:
The highest rate decreases to 3.9% and the tax brackets have been adjusted.
The supplemental withholding rate decreases to 3.9%.
Kansas 2024 Tax Updates
The updates for Kansas are effective immediately:
The tax brackets have been updated from four tax brackets of 0%, 3.1%, 5.25%, and 5.7% to three tax brackets of 0%, 5.2%, and 5.58%.
The withholding allowances expanded to four filing status options: (S) Single, (M) Married filing jointly, (1) Married filing separately, and (H) Head of Household.
The withholding allowance amounts will now depend on the employee’s filing status:
Married filing jointly: $18,320
Married filing separately: $9,160
Single: $9,160
Head of Household: $9,160
An additional allowance of $2,320 annually can be claimed by all statuses for each dependent.

Nevada 2024 SUTA Electronic Filing Updates
The update for Nevada is for the Nevada State Wage Record (RS32WAGE). The out-of-state information will now be reported in the RS record, position 360-373. This change applies beginning in Q2.

Defect 2154838: When you selected to transfer expenses that had attached receipts, you received the following error message on the Billing Expense Transfer dialog box: "There is no row at position 2."
Defect 2221857: Invoices that you printed in Interactive Billing did not correctly display Chinese characters in the invoice footer.
Defect 2248781: This issue applies if you use the Timesheet Due alert. Users with past-due timesheets did not receive a Timesheet Due email alert and notification. In Utilities » Process Server » Queue Manager, the following termination error message displayed in the AlertQueue queue for the failed timesheet due alert: “Module: System.Text.StringBuilder. Message: "Index zero-based must be greater than or equal to zero and less than the size of the argument list.”
Defect 2162132: When you only had read-only access rights for both the Firms hub and the Projects hub, the Smart Summary button was disabled for both hubs.
Defect 2225877: When Contract Management fields were marked as required in Screen Designer and you added a contract, you received an error message about the required fields before you entered information for the new contract.
Defect 2207240: When you attempted to add new resources to project plans after upgrading to 7.0, the process was slow.
Defect 2212013: When you created a new project using a project template, the project creation process took a long time to complete.
Defect 2222774: This error occurred when you had licenses for the Accounting and Resource Planning modules but not the CRM module. On the Projects form, when you set Other Actions to Add Task, the New Task dialog box displayed and then immediately disappeared.
Defect 2216607: When you selected Show Estimate-At-Completion in Settings » Project » Budget, the EAC Budgeted Multiplier key performance indicator under Project Review did not calculate correctly.
Defect 2222410: This issue affects iOS devices set to New Zealand time zones. When you captured a receipt in Mobile Time & Expense, the auto-populated date in the matched field was a day off from the actual date on the receipt.
Defect 2225123: When you set a drop-down, user-defined field in Timesheets with a default value of 11 or more options, the correct value did not populate in the field in Mobile Time & Expense.
Defect 2216610: When you turned on the Only Include Needed Columns in Query feature, the Percent Complete Reported Bill, Won/Lost Date, Proposal Manager, and Supervisor columns in the Project Earnings report were blank.
Defect 2225304: The Project Earnings report failed to run when you selected the following options:
In Settings > Accounting > Overhead Allocation, you set the Scope option to Companywide and set the Method option to Prorata.
Defect 2227334: The Project Forecast report did not display data when the following conditions were met:
On the Options tab of the Project Forecast form, you set the Fee Allocation option to Use Allocation Method of Project.
On the Estimated Fee tab of the Contract Management form, you set the Allocation Method optoin to Use Revenue Forecasts for the project.
On the Labor tab of the Plan form, you set up labor codes under the project.
Defect 2227338: When you used advanced search filters in the Project Forecast report to include records with an inactive or dormant status at the project level, the allocated forecast amounts did not display in the generated report.
Defect 2239570: When you tried to preview a Labor Resource Forecast Favorite report in Vantagepoint using the Include Budgeted Employees search option and that report was originally created in Vision, you received this error message: 'Invalid query parameter' or 'Server Error in '/DELTEK/Reporting' Application.'
Defect 2240425: When collation setup was different in Vantagepoint and SQL Server, the Aged Unbilled Revenue report failed to run and you received the following error message: "Query execution failed for dataset 'ReportDataset'. ---> System.Data.SqlClient.SqlException: Cannot resolve the collation conflict between "Latin1_General_CI_AS" and "SQL_Latin1_General_CP1_CI_AS" in the equal to operation."
Defect 2245457: When you scheduled to run the Project Earnings or Project Summary reports, selected Project Planning Budget as the source of budget data, and set the reports to be sent to multiple contacts, Vantagepoint only sent an email message to the first contact selected on the Email Report dialog box.
Defect 2221912: When you set the Use Time Approvals option to No in Settings » Time » Time Approvals, or enabled the Automatically Approve Submitted Timesheet with Zero Hours option in a timesheet approval workflow, you were able to submit timesheets with zero hours and no projects.
Defect 2189525: User defined fields with the Firm datatype were not available when you tried to access thos fields in Analysis Cubes after a Full Refresh was completed.
Defect 2214201: When you moved the MktCampaign.Goals field from the Summary Pane to the Overview tab of the Marketing Campaigns form and then updated the settings of the MktCampaign.WBS1 field in Screen Designer, you received this error message: "MktCampaigns|x|MktCampaign.WBS1 already exists and cannot be added."
Defect 2225642: On the Change Number tab of the Phases form, when you entered a new phase name for a phase in the New Phase field in the grid and clicked Run, you received the following error message: "Getting error INSERT failed because the following SET options have incorrect settings 'ANSI_WARNINGS'."
