Welcome to the Deltek Vantagepoint 5.5.6 Release Notes, which describe the new features and enhancements introduced in this release.
These release notes address all of the modules associated with Deltek Vantagepoint 5.5, some of which your firm may not use. Skip the sections that do not apply to your implementation of Deltek Vantagepoint.
Illinois 2023 Tax Update
The value of the state allowance will be $2,625, up from $2,425 last year.

Maryland 2023 Tax Updates
The updates for Maryland are:
Anne Arundel County uses a tax rate of 2.7% for taxable income of up to $50,000 and a tax rate of 2.81% for taxable income of more than $50,000.
Frederick County uses a tax rate of 2.96% when an employee earns up to $50,000 and has a filing status of single, married filing separately, or dependent. The county uses a 2.75% rate when an employee earns up to $100,000 and has a filing status of married filing jointly, head of household, or qualifying widow/widower with a dependent child.

Michigan 2023 Tax Update
The value of the state allowance will be $5,400, up from $5,000 last year.

North Dakota 2023 Tax Updates
The updates for North Dakota are:
The percentage method‘s tax brackets have been adjusted for Forms W-4 before 2020 and Forms W-4 for 2020 and after.
The tax rates continue to range from 0% to 2.9%.
The supplemental tax rate also remains at 1.84%.

West Virginia 2023 SUTA Electronic Filing
The updates for the Quarterly Unemployment Insurance Wage Report are:
If the SOC Code is not available, Employee Job Title must be reported in the Code S Employee Record, positions 221-250.
The SOC Code must be reported in the Code S Employee Record, positions 251-256.
The County must be reported in the Code S Employee Record, positions 257-271.

Upgrade Touch Server to PHP 8.1.14
The Touch Server for this version of the Vantagepoint mobile application has been upgraded to support PHP 8.1.14.
These Connect enhancements were added this month and apply to all previous versions of Vantagepoint that support Connect (you do not need to update Vantagepoint to this MR to get these updates).

The request header of dvp-applicationld=”Activity” was added. Before this change, when a custom drop-down field was created and you tried to search for a specific value within that drop-down list, you received a "Nothing was found within Deltek Vantagepoint" error even when a matching value existed.
The Type field is no longer editable when you save or edit an email message using the Connect Add-in.
Defect 1854263: When you ran the Labor Cross Charge process, it took a long time to complete.
Defect 1835551: This issue applies for the UK VAT Return in the Tax File Generation application. On the HMRC Interface tab of the Tax File Generation form, the amounts in the following fields in the grid were incorrect: VAT Reclaimed Current Period, Total VAT Due, and Net VAT Due. However, Box 4 in the generated UK VAT Report (VAT Reclaimed Current Period) was correct.
Defect 1870003: This issue applies if you use Secure File Transfer Protocol (SFTP) to export and save invoices to an application server (you set the Export Report as Files option to Allow Reports to be Uploaded via SFTP on the Options tab in Settings » General » Options).
In Batch Billing, when you selected the Upload Report via SFTP checkbox and set the Save File As option to Adobe PDF on the Billing Session Options dialog box, draft and final invoices were not saved to the SFTP application server. This issue occurred if you did not include one of the following items with an invoice: unbilled detail report, invoice summary, or supporting document.
Defect 1874604: When you ran a batch of final invoices in Batch Billing, the process failed. In Queue Manager in the Process Server utility, you saw the following error message: "Message: You do not have access."
This issue occurred when all of the following applied:
On the Options form in Billing Settings, you set the Use Markup on Draft Invoices option to Yes.
A project used invoice approvals.
The draft invoices that were approved had no annotations or markups.
Your security role gave you access to some menu items, but not all menu items.
Defect 1859284: You encountered a loading error when you updated the value of the Invoice Description field of a subproject in a billing group. This issue occurred when you set the Separate Terms option to No for the billing group to which the subproject belongs.
Defect 1891552: The following issues that occurred on the Interactive Billing form have been fixed:
Interactive Billing would not open. The page would freeze with a “Please Wait” and then an Out of Memory error or you would see a spinner.
In some cases, you received “An error has occurred” message when you opened the Project Structure dialog box and selected a promotional project that was linked to a project. You also received this message when you searched for promotional projects in the Projects hub and then you opened Interactive Billing.
When you opened the Fees tab at the WBS2 or WBS3 levels for a project and those levels had fee billing terms defined, existing fee data did not display on the tab. You received a “Fee Billing Terms are not defined” message.
Defect 1854545: When you created a vendor payment run and posted the payments in the run, the calculation of the gains and losses in the posting log was incorrect. When you checked the vouchers associated with the vendor payment run, the total amount on the Vouchers to Pay dialog box reflected only the tax amount and did not include the net amount. This issue occurred when the transaction currency on the AP voucher record was different from the company's functional currency.
Defect 1861323: On the Vendor Payments form, you experienced a significant delay in creating a new payment run when you set the Process Type option to Automatic and set the Payments to Include option to Printed Payments Only.
Defect 1758399: When you added a new attendee to your activity, the new attendee was not visible in the Attendees list after you saved the activity. When you tried to re-add the attendee, you received this error message: "Record (number) already exists and cannot be added."
Defect 1585604: This issue occurred when you modified a contact's phone number on the Contact Information dialog box, selected a phone format other than the default, and then saved the record. When you refreshed the page, the phone number used the default phone format defined in Settings » General » Options.
Defect 1722412: On the Overview tab, for the Available To option, you were able to clear CRM Users and Accounting Users, even though both groups are considered essential for all roles.
Defect 1822036: If an employee belonged to more than one company, the value in the Current Balance field on the Employee Card did not match the value in the Current Balance field on the Request New Absence dialog box.
Defect 1654910: When you deleted a firm record, the record was not completely removed from the database. This issue occurred in any Vantagepoint hub where the user-defined firm type and field were listed in a custom grid.
Defect 1721156: When you copied an existing firm record, you did not receive a duplicate record notification message even if you did not change the name of the record.
Defect 1849752: This issue occurred if you configured the Record Level View field for the Contacts hub with "Firm Name" as a criterion. (The Record Level View field is located in the Application Record Access grid of the Record Access tab in Settings » Security » Roles). When you tried to display a hub record from the Firms hub or the Activities hub, you received this error message: "The multi-part identifier "clendor.clientID" could not be bound."
Defect 1850402: When you deleted a scheduled billing from the Fee Schedule grid on the Billing Terms form, the Save button was not displayed.
Defect 1871063: After you upgraded to Vantagepoint 5.5.5, you were unable to see draft invoices in Hubs » Projects » Draft Invoice Approvals unless your security role gave you access to Billing » Interactive Billing. Access to Interactive Billing should not have been required.
Defect 1874986: In Draft Invoice Approvals, an annotation that you applied to an invoice did not get added to the invoice. Instead, it was incorrectly added to other invoices that you opened after applying the annotation to the original invoice.
Defect 1823938: This issue occurred on the Plan form when you checked out a plan and then added assignments to the Consultants and Expenses tabs. When you changed the selections on the Plan Settings dialog box and then clicked Save, the consultant and expense assignments disappeared from the tabs.
Defect 1626833: When you added job-to-date (JTD) hours to a team member's timesheet and navigated to Hub » Projects » Project to verify the changes, the team member's status on the Team tab of the Projects form was not updated from Proposed to Active.
Defect 1849562: On the Team tab, team members that you had deleted were restored when you uploaded a Project Labor file in Utilities » Desktop Import, in the desktop application. This issue occurred even when you set the Update Project Team When Posting Labor option to No in Settings » Accounting » Transactions.
Defect 1849744: When you selected Other Actions » SQL Where Clause on the New Project Templates Search dialog box while creating a new project, you received this error message: "Invalid table PRTEMPLATE."
Defect 1851008: Contract-related fields that should not have been accessible for Vantagepoint CRM or CRM Plus databases were available for selection in the search fields in Hubs » Projects » Project.
Defect 1749926: The Total Labor row of the EAC Budgeted Cost/Billing column on the Project Review form was incorrectly blank. This issue occurred when you cleared the Show Estimate-at-Completion checkbox in Settings » Project » Budget and did the following:
Searched for a project with job-to-date (JTD) labor costs.
Added labor values in the Labor Budget grid in Hubs » Projects » Budget.
Navigated to Hubs » Projects » Project Review for the original project or for any project that had JTD costs.
Defect 1854599: When you added a new project and entered a location, you were unable to search for and add a custom county in the County field.
Defect 1815275: When you added a new project to a timesheet line, you received this error message: "There was no response from the server. Need to refresh application."
Defect 1864879: When you first entered a project on an existing timesheet, the default unit table did not display. This issue occurred if you did not have access to the project and the project had only one work breakdown structure level (WBS1).
Defect 1717845: This issue applies if you had a large number of records on the Approval Center form. When you turned off the Show Completed Approvals toggle immediately after turning it on, Vantagepoint continued to display completed approval records on the form.
Defect 1588263: This issue occurred for the following columns in the Employee dashpart base:

When you configured the properties of these columns in the Dashpart Designer, the options available on the Properties dialog box were for the decimal currency type instead of the decimal numeric type.
Defect 1724679: Activities for which a user was not an attendee were incorrectly displayed in the My Activities system dashpart.
Defect 1851995: This issue occurred for dashparts with the Project dashpart base that included the Lost To column, and for project records with the vendor firm type. The Lost To column did not display values even when the affected project records had a value in the Lost To field on the Stage dialog box, in the Projects hub.
Defect 1853465: This issue occurred when you displayed a dashboard that contains a dashpart with the Employee dashpart base. If you configured the dashpart with a period-based date range but did not specify an end period, you received this error message: "Specified argument was out of the range of valid values. Parameter name: 1."
Defect 1863163: This issue occurred in dashparts with the project dashpart base, when those dashparts were configured with a presentation currency. For project records with a project currency that differed from the billing currency, incorrect amounts were displayed in the following columns:

Defect 1872845: When you used the Saved Searches list to display all in-progress records on the Expense Report form, you received the following error message: "Subquery returned more than 1 Value. This is not permitted when subquery follow =, !=, <, <=, >, >= when the subquery is used as an expression."
Defect 1497413: When you ran the Purchase Order Cost Distribution Detail report in the browser application, Vantagepoint did not use the settings defined in Settings » Purchasing & Inventory » Company » Item Categories tab in the desktop application. As a result, the report displayed incorrect accounts.
Defect 1838979: On a generated Contract Management report, the contract notes appeared closer to the project number than the contract number. This issue occurred when you grouped the report data by Project Number, Contract Type, and Contract Number.
Defect 1849512: The Project Earnings report displayed inflated values in the ETC Hours, EAC Hours, EAC Amount, and ETC Amount columns. This issue occurred when you did the following:
On the Columns & Groups tab, you added ETC Hours, EAC Hours, ETC Amount, and EAC Amount columns to the report.
On the Options tab, in the Report Records with Activity in the Following Area of the Activity Basis section, you selected the Project, Phase, and Task checkboxes.
Defect 1849852: This issue occurred when you scheduled the Time Analysis report to run through the process server and set Time Frame Options to Include Year-to-Date. When the report was run, month-to-date data was displayed instead of year-to-date data.
Defect 1851015: The Email Address field from the Address grid on the Overview tab of the Firms form was not available for selection when you set the Grid Type option for the Firm List report.
Defect 1852641: This issue occurred in a report when you ran an advanced search with On Any Level as the operator and paired that operator with a user-defined project field. When you ran the report, you received an error message and the report was not generated.
Defect 1854608: For the Project Earnings report, this issue occurred if you did not add the Phase Number grouping option to the Grouping and Sorting section of the Columns and Groups tab. When you ran the report, incorrect values were displayed in the ETC Hours column.
Defect 1853895: When you tried to approve a timesheet that an employee left open, the timesheet was posted. However, since the timesheet was left open, it was still available for reassignment to another approver. This issue meant that the timesheet status could be changed back to In Progress or Approved status, making it possible for the same timesheet to be selected for posting a second time.
Defect 1862055: When you approved a delegated timesheet with a large number of records in the database, a delay occurred before you received the "Timesheet successfully approved" message.
Defect 1857785: When you added the Project Details application as a favorite, it did not display in the Navigation pane when you filtered to show your favorites. This issue occurred when your role only had access to projects in the Projects hub.
Defect 1859673: When you enabled the Windows Authentication option on the login screen and then logged in, maintenance notifications were not displayed in Vantagepoint.
Defect 1850932: When you ran a Bonus payroll run, hourly employees were not included in the payroll run. This issue occurred even when you selected a specific hourly employee or when hourly employees were part of the organization that you selected.
Defect 1858638: The Project View and Resource View reports now use the Alternate Reporting Database when you select one is in the Weblink utility.
Defect 1577743: On the New Billing Labor Category Search dialog box, if the Organization (company) that was assigned to the table was the same as the Home Company applied to your search criteria, you received the following error message: "The multi-part identifier "EM.HomeCompany" could not be bound."
Defect 1703331: You encountered a performance issue and no search results were displayed when you did the following:
When specifying criteria for an advanced search, you copied and pasted hundreds of project numbers in the Add Value field and separated those values by semi-colons.
You specified values that did not match any records in Vantagepoint.
Defect 1855663: Search results included project records that did not match the search criteria that you specified. This issue occurred when you ran a project search using two checkbox fields with "Not Checked" as a search criterion.
Defect 1849357: On the Liability Accounts tab of the Accounts Payable form, you were able to edit liability codes in the Liability Codes grid even when those codes were in use on outstanding vouchers.
Defect 1846578: This issue occurred with user-defined fields in the Projects hub. Even when you selected the Available for Analysis Cubes option on the Field Settings dialog box in Screen Designer, the user-defined fields were not available in the Measures list on the Calculated Measures dialog box.
Defect 1854602: This issue occurred when you upgraded to Vantagepoint 5.5. When you refreshed your workbook in Microsoft Excel, the refreshed data in the workbook became incomplete and calculations in the workbook that used the missing data displayed incorrect values or no values.
Defect 1871178: This issue occurred for project records without a primary contact or billing contact.
Analysis Cubes was unable to access the General Ledger-related amounts for affected projects.
Defect 1859575: In Screen Designer for the Projects hub, the columns in the Competition grid on the Teams tab lost their Screen Designer settings on the Field Security Rights dialog box. The Secured/Hidden/Displayed values and Locked/Unlocked values that you had set to Displayed and Unlocked were changed to Secured and Locked.
Defect 1841771: This issue occurred in the Reports functional area on the Access Rights tab of the Roles form, for reports that do not have access to all columns. Selected columns for the report were not displayed under the Selected Columns list on the Grid Settings dialog box, which displays when you click Set Column Access for the corresponding report in the Reports for this Role grid.
Defect 1851728: When you navigated from Settings » Security » Roles to Settings » Security » Users before the Roles form had finished loading, the Users form did not display properly.
Defect 1744908: When you entered vendor names in the search field of the AP Invoice Approvals form, Vantagepoint did not return results. Instead, you had to use approval IDs as search parameters to find AP invoice records.
Defect 1864508: On the Timesheet tab of the Time and Expense Posting form, Vantagepoint prefilled the Period Ending field with the wrong value. This issue occurred when, on the General Tab of the My Preferences dialog box, you set the Date Format option to d/M/yyyy.
Defect 1866767: This issue occurred when you used the Import Utility on the desktop application to import project record data that included the phase or task level. The imported data incorrectly auto-populated the related Project-Client records at phase or task level,
Defect 1860963: This issue occurred when you, on the Definition Setup form, created criteria for the timesheet data to be added to an export file. On the Filter dialog box, the Value 1 field did not accept "0" or a number with decimal places as valid values for the OvtHrs column.
Defect 1819949: When you configured the Vantagepoint Connect application on the Connect Administration form, a Please Wait message displayed indefinitely and the application was not provisioned.
Defect 1841509: Billing invoice payments made in QuickBooks were not added to Vantagepoint during synchronization if the invoices were accepted in Vantagepoint before the Key Format utility for Projects was run.
Defect 1870953: When you clicked the Run or Schedule actions on the Change Number tab of the Projects form, Vantagepoint did not process the key conversion. This issue occurred when, in the Hubs to Sync to PIM section in Utilities » Integrations » PIM, you selected the Projects checkbox and the project charge type checkboxes to enable the syncing of projects between Vantagepoint and PIM.
Defect 1869181: When you logged in to Vantagepoint, you received the following error message: "Index was outside the bounds of the array." This issue occurred only in some cases, when you had a large amount of activity on your server.
Issue 1840281: Removed access to previously deprecated/unused API calls.
