Welcome to the Deltek Vantagepoint 4.5.6 Release Notes, which describe the new features and enhancements introduced in this release.
These release notes address all of the modules associated with Deltek Vantagepoint 4.5, some of which your firm may not use. Skip the sections that do not apply to your implementation of Deltek Vantagepoint.
Microsoft SQL Server 2019
If you are running Microsoft SQL Server 2019, Vantagepoint 4.5.6 requires the latest SQL Server 2019 CU15. If you don’t have CU15 installed when you upgrade to Vantagepoint 4.5.6, you will receive a message letting you know that it is required and setup will exit. Install SQL Server 2019 CU15 and then install Vantagepoint 4.5.6.

Arkansas 2022 Tax Updates
The Arkansas withholding formula, effective January 1, 2022, has been released and includes the following updates:
The highest tax rate decreases from 5.9% to 5.5%.
The number of tax brackets used has increased.
The supplemental withholding rate decreases from 5.9% to 5.5%.
The value of a state allowance remains at $29. The value of a standard deduction remains at $2,200.

Louisiana 2022 Tax Updates
Louisiana's withholding methods have been updated effective January 1, 2022, by an emergency rule. Income tax rates have decreased to comply with a state constitutional amendment and legislation, which set the maximum permissible income tax rate for individuals at 4.75%.
H.B. 278, filed early 2021, decreased income tax rates starting January 1, 2022, to comply with the amendment. The bill also allows possible further income tax rate reductions effective January 1 of each year starting in 2025 and continuing through 2035, if specified state revenue goals are met.
In the withholding formulas, the tax rates used decreased compared to the previous formulas, and now range from 0.75% to 1.85%. The value of a state allowance remains at 44,500. The dependency credit remains at $1,000.
Maryland 2022 Tax Updates
Updates include the following:
Tax rates for Washington county decrease from 3.20% to 3.00%.
Tax rates for Saint Mary's county decrease from 3.17% to 3.10%.

Minnesota 2022 Tax Updates
Here are the updates for Minnesota:
The value of a state allowance increases from $4,350 to $4,450.
The formula's tax brackets have been adjusted, while tax rates continue to range from 5.35% to 9.85%.
A new withholding certificate for pension and annuity payments has been released. H.F. 9 requires withholding from pensions and annuity payments made to Minnesota residents starting with payments made in 2022, unless the recipient opts out. Previously, the state did not require withholding from pensions and annuities unless the recipient requested it. The new Form W-4MNP (Minnesota Withholding Certificate for Pension or Annuity Payments) is used for withholding from pensions and annuities and also allows recipients to opt out of withholding.
A 2022 version of Form W-4MN (Minnesota Withholding Allowance/Exemption Certificate) has been released.

Mississippi 2022 Tax Updates
In Mississippi’s 2022 withholding formula, the number of tax brackets decreased from four to three, with rates of zero, 4%, and 5%. The standard deductions used in the formula, on the other hand, were unchanged from 2021 and remain at $2,300, $3,400, or $4,600, depending on the filing status.

Ohio SUTA Electronic Filing Updates: Revised ICESA File Format
The ICESA file format has been updated for the new tax system SOURCE (State of Ohio Unemployment Resource for Claimants and Employers).
You can find the new ICESA file format (JFS 20233) for the SOURCE tax system through this link: www.odjfs.state.oh.us/forms/num/JFS20233.

Oregon 2022 Tax Updates
Updates for Oregon include the following:
The value of a state allowance increases from $213 to $219.
The state standard deductions increase from $4,700 to $4,840 for married employees and for single employees who claim at least three allowances, and from $2,350 to $2,420 for single employees with fewer than three allowances.
The maximum amount of federal withholding that can be subtracted from wages increases from $7,050 to $7,250.

Important Update on Tableau Server
Tableau announced the end of maintenance for Tableau Server v2020.3.0 and other older versions due to security issues. Vantagepoint is now compatible with Tableau Server v2021.2.0. To avoid potential technical issues with Vantagepoint, update your Tableau Server.

Billing Client Field Changes
Vantagepoint allows you to change the billing client for a project in the Billing Client field in either the Projects hub (on the Accounting tab) or in Billing Terms (in the Summary pane). However, you can’t change the client in this field when the client has any of the following items: outstanding pre-invoices, an outstanding retainer balance, an outstanding retainer amount, or a draft invoice still going through the approval process.
For these scenarios in previous Vantagepoint versions, you were allowed to change the billing client. However, when you tried to save the change, you were prevented from saving, and you received an error message letting you know why.
In Vantagepoint 4.5.6, the Billing Client field is now read-only for these scenarios. Click the info bubble beside the field for more information about what is preventing you from changing the billing client.

Expose General Ledger API Endpoints for PSA Module
General ledger API endpoints for the Vantagepoint PSA module are now available. These new API endpoints honor existing validations and restrictions, as well as security requirements at the application level.

Defect 1042000: The number of hours in the Current Balance field on the Hours Adjustment form and the Accured Time report did not equate to zero even if the values in the YTD Earned and YTD Taken fields were almost equal. This issue occurred if you edited the Hours Adjustment record and entered values with three decimal places. When you saved the record, Vantagepoint rounded the values to two decimal places.
Defect 1596334: When you used the Electronic Filing 1099-MISC or Electronic Filing 1099-NEC other action on the Form 1099 Processing form, the Wisconsin state ID was missing from the file.
Defect 1571638: The date on which you ran the Intercompany Billing process was incorrectly assigned to the Intercompany Billing journal entry transactions. The date specified in the Transaction Date field on the Posting Information tab in Intercompany Billing should have been used instead.
Defect 1580153: An AP voucher file created from Intercompany Billing was missing the reverse charge tax on the markup portion of the entry.
Defect 1516326: If you turned off the Revenue Generation feature in Settings » Accounting » Revenue after you had turned it on and processed revenue using revenue categories, all previous unbilled service, unbilled revenue, and fee invoice billed amounts from Revenue Generation processing were retained. They should have been removed.
Defect 1500431: When you selected Run on the Revenue Generation form in Accounting » Revenue Generation or the Refresh Billing Extensions form in Utilities » Updates » Refresh Billing Extensions, you received the following error message: "at least one project has no billing terms." A project that was not approved for use in processing was incorrectly included in the project search.
Defect 1550703: When you retrieved metadata using the GET Project Metadata API endpoint, you received incorrect data in the TotalDirectFees, TotalDirectFeesBilling, and TotalDIrectFeesFunc fields. The captions returned for the fields were incorrect.
Defect 1579167: This issue occurred when you used the POST method to add a new record to a hub with custom fields where none are checkboxes, or numeric, or have a default value set. If the payload that you sent did not include any custom fields, you received this error message: "Error parsing XML returned from Web Service."
Defect 1585846: When you used the filter option to search for receipts and payments using amounts and you entered a whole number, a decimal point and two zeros were automatically added to the field. For example, if you entered 222, after a few seconds the search parameter autofilled as 222.00.
This issue occurred in applications in which you were able to filter search results based on amounts, including (but not limited to) the following:

Defect 1416489: This issue occurred when your security role had limited access to Interactive Billing, Batch Billing, or Draft Invoice Approval. When you tried to open the Email Invoice dialog box, you received this error message: "You do not have Access."
Defect 1551419: This issue occurred when a project had the Fee Method option set to Percent Complete by Phase, as Percent of Fee on the Fees tab in Billing Terms. When you changed the amount in the Fee to Date field in the Fee Billing Phases grid on the Fees tab, the Percent Complete field in the grid was not automatically updated as it should have been. Likewise, when you changed the percentage in the Percent Complete field in the Fee Billing Phases grid, the amount in the Fee to Date field in the grid was not automatically updated.
Defect 1523403: This issue occurred when the billing phase number that you entered on the Fees tab of the Billing Terms form exceeded 4 characters. When you tried to print an invoice in Interactive Billing, you received an "arithmetic overflow" error message.
Defect 1574851: On the Invoice Accept dialog box in Interactive Billing, when you added rows to the Project Detail grid, edited amounts in the Amount field in the rows, and clicked Accept, you received the following error message: "GL account is inactive, cannot insert the value Null into column 'WBS3 'table."
Defect 1577053: When you opened a bank reconciliation record in Cash Management » Bank Reconciliation, you were not able to edit the amounts in the Bank Entries section. This issue occurred if you defined bank entry types (interest revenue, bank fees, and so on) on the Bank Reconciliation tab of the Banks form in Settings » Cash Management » Banks.
Defect 1562111: When you tried to open the Credit Card Review application, the form did not display.
Defect 1534659: When you processed and posted a wire payment for a vendor, the value of the Bank Amount field was rounded incorrectly. This resulted to a discrepancy between the following:
The value of the Payment Amount in the Vendor Payment log (in Transaction Center » Posting Review) or in Cash Management » Payment Review.
The value of the Amount field in the Payments tab of the Bank Reconciliation form.
Defect 1583450: When you paid a vendor using a check in Cash Management » Vendor Payments, Vantagepoint automatically assigned a reference number to the record. This issue occurred if you did the following:
You set up autonumbering for the bank code associated with paying vendors in Settings » Accounting » Transactions.
In the Transaction Auto Number Options section, you set the Payments to Autonumber option to Electronic Payments.
Defect 1484305: The period 0 option was missing from the Range of Periods list on the Consolidations form.
Defect 1586036: Activities belonging to other employees displayed on the My Activities list. The only activities that should have displayed were those for which you were designated as an attendee.
Defect 1422401: When a security role was assigned read-only access rights to a user-defined grid, members of that role could not filter the grid results.
Defect 1575814: When you printed the AR Comments report, the timestamp in the Comment Date column was incorrectly converted twice from the local time to UTC/GMT. This issue also occurred when you displayed the AR Comments report from My Stuff » Reporting.
Defect 1527975: When you created a new contact record from the Contacts tab in the Firms hub, the job title that you entered in the Title field did not save and display in the Firm Contacts grid.
Defect 1565241: When the Approved for Use in Processing caption on the Vendor tab in the Firm's hub was changed in the Screen Designer, the Company Name in the caption was not updated when changing companies.
Defect 1568411: When you changed the caption or alternate caption for the Socioeconomic fields in the Screen Designer for the Firms hub and saved, you received this error message: "Record Firms|X|Clendor.AlaskaNative already exists and cannot be added."
Defect 1572972: In the Vouchers grid, when you clicked the Approval ID hyperlink, you received an error message saying that the record was not found or that you do not have access to it. This issue occurred when your role did not have access to the Purchasing application.
This issue also occurred in Cash Management » Vendor Review.
Defect 1590032: On the Responses tab in the Marketing Campaigns hub, no visual indicator displayed to indicate that processing was taking place when you added a large number of records in the Responses grid.
Defect 1589148: This issue occurred on the Fees tab of the Billing Terms form when you set the Fee Method option to Percent Complete by Phase, as Fixed Amount and also selected the Allocate Billed Revenue on Fee Invoices Based on Category option for your project. When you selected a phase in the Fee Billing Phases grid, the line item did not properly display in the Billing Phase Category grid and you were unable to enter fee information.
Defect 1589584: This issue occurred on the Fees tab of the Billing Terms form when your project had fee billing phases. In the Fee Billing Phases grid, when you clicked the Enable Posting By Billing Phase option and then tried to save your entries, you received an error message about entering data in the blank row that was automatically added at the bottom of the grid.
Defect 1577692: Contract Management became unresponsive after you updated a contract and enabled or disabled the Show Contract Totals option under the Contract Details grid on the Contract tab.
Defect 1596324: In Planning, the Project Number listed in the plan's header did not match the Project Number that was listed in the project's details on the Labor tab.
Defect 1519168: When you created a new project and typed characters in the County field on the Projects form, Vantagepoint did not automatically populate the field with the closest record match from the drop-down list.
Defect 1578874: This issue occurred when you selected Active from the project search and switched to List view. If you then set up the Filter control with the Status column set to Active and ran the filter or exported the list, the results included projects that were not active but which did contain active phases or tasks.
Defect 1583222: This error occurred when you did the following:
On the Record Access tab of Security » Roles, you enabled the Allowed Charge Types for New Projects option for all Regular projects for the Administrator role.
On the Accounting tab of Screen Designer » Projects, you locked the Charge Type option for the administrator and user role.
You logged in with the administrator role, created a new project, and set the Charge Type option to Regular.
For the new project, you clicked the Project Structure icon, selected a project type, and clicked Use Template on the Project Structure dialog box.
You added some levels to the project and clicked Save.
When a user logged in and opened the project, on the Accounting tab of the Projects form, the Charge Type was incorrectly changed from Regular to a different type.
Defect 1584879: When you created a new task in the Projects hub, a "please wait" spinning wheel displayed and the project never opened.
Defect 1590761: When you selected the Enable Overall Revenue Limit option on the Accounting tab of the Projects hub, you received this error message: "Please provide a RevUpsetCategoryToAdjust for table PR."
Defect 1584891: This issue occurred in user-defined hubs. When working in list view, you could delete multiple records twice, but you were not able to delete multiple records a third time. (You could delete a third batch of records successfully if you refreshed the browser.)
Defect 1580219: Even after several simultaneous invalid login attempts, the SIEM database setting only captured and logged one invalid attempt instead of all attempts.
Defect 1572178: When you logged in to the Mobile T&E application, the name displayed in the User ID field of Settings was not the name of the current user. The issue occurred when you entered a different username on the Windows Authentication page instead of the same username that you entered on the Log In screen of Mobile T&E.
Defect 1527917: When you clicked My Stuff » Approval Center, the application took a long time to open.
Defect 1580138: This issue applies for Absence Requests, Timesheets, Expense Lines, and Expense Reports approval types. On the Approval Center form, you were unable to move an approval assignment from one employee to another if the employee currently assigned to the approval step had a Terminated or Inactive status in the Employees hub. On the Approval Center form, when you clicked Reassign and then selected Move Assignment on the Change Assignment On Current Step dialog box, the employee currently assigned to the approval step was not listed in the drop-down list in the From field.
Defect 1578232: This issue occurred for roles with no access to labor cost/rate amounts. In dashparts with the employee dashpart base, the value in the Target Ratio column incorrectly displayed zero, instead of the target ratio value. (The Target Ratio column is not associated with labor cost/rate amounts and should not have been affected by the role access setting.)

Defect 910405: When you ran the Time Analysis report at a semi-monthly job cost frequency, the standard cost was calcuated using 26 periods instead of 24.
Defect 1299939: This issue occurred when you had a limited access security role to User Defined hub reports. When you selected and then ran any User Defined hub report, you could view all the report's records, including the records to which you did not have access.
Defect 1361199: In the Desktop application, the Asset Summary report did not apply the date format that was set on the Format Date/Time dialog box for the report's options.
Defect 1417052: This issue occurred on the Labor Resource Forecast report. A separate line item was displayed for each resource associated with a project instead of a single line item for all resources associated with the project.
Defect 1453445: This issue applies for the Voucher Schedule report. When you updated values forthe Liability Code field and the Aging Dates options, saved your changes, and then ran the report from Reporting » Favorites, the value for the Liability Code field was deleted and the values for the Aging Dates options were reset to their former, previously specified dates.
Defect 1493665: The Labor Detail report exported all rows on the report instead of including only the rows that you specified via the query.
Defect 1497299: When you ran a favorite report that was based on the Office Earnings report, you encountered performance issues and received this error message: "Timeout expired. The timeout period elapsed prior to obtaining a connection from the pool. This may have occurred because all pooled connections were in use and max pool size was reached."
Defect 1500696: When you generated the Project Expense Detail report, a missing document icon displayed for one of the reported AP vouchers.
Defect 1532066: This issue applies if you have a user-defined character field on the Accounts form in Settings » General Ledger » Chart of Accounts. When you added the user-defined field as a column in the Trial Balance and Account Analysis reports, Vantagepoint did not display the corresponding field values in the generated reports.
Defect 1544814: This issue occurred when the Labor Cost Rates/Amounts option for a security role was not set to Full Access on the Accounting tab of the Roles form in Settings » Security » Roles. On project reports, the values displayed for Budget Amount (Planned Cost) were incorrect.
Defect 1546139: This issue occurred when you sorted a user-defined grid by a date type column in Settings » General » Screen Designer. If you included the user-defined grid in the Project List report, the generated report did not sort the information correctly.
Defect 1546430: You experienced slow performance when there was a large amount of data to generate in the Project Earnings report.
Defect 1560952: When the name of the budget that you selected to include in the Profit Planning Monitor report contained an apostrophe, your selection was not saved in the report options.
Defect 1567730: This issue occurred for the AR Aged report. When you grouped the results by Billing Client or Billing Contact, the generated report output included old retainers.
Defect 1568787: This issue occurred on the Resource Utilization by Organization report. When you set the Capacity Calculation option to Excluded from Scheduled and Utilization for a project, the displayed values in employee line items incorrectly included planned hours.
Defect 1570332: This issue occurred on the AR Statement report. When you set the Unit of Measure option to Millimeters in My Preferences » Reporting, the report incorrectly displayed measurements in inches instead of millimeters.
Defect 1572683: This issue applies to the Project List report. When you entered user-defined currency fields in the Calculation field and generated the report, the Final Totals row of the report displayed "#Error."
Defect 1575435: This issue occurred for firms with multiple companies. When you ran the Office Earnings report and drilled down on the value in the Hours column, on the Labor Detail report that was then displayed the value of the Total Hours incorrectly included labor hours from only one company.
This issue occurred if:
An employee who belongs to two companies entered hours on their timesheet for both companies for the same project, and then saved the timesheet.
When defining options for the Office Earnings report, you selected the Include Unposted Timesheet Labor in Labor Calculations option on the Options tab.
The Office Earnings report included the employee record for the employee who belongs to two companies.
Defect 1578254: The Organization lookup for record selection was not included in the Search options in Reporting.
Defect 1582367: When you generated a Trial Balance report, the report displayed incorrect values if you applied account search criteria.
Defect 1584165: When you generated a Project Audit Detail report, you received this error message: "An error has occurred during report processing (rProcessingAborted) Query execution failed for dataset: 'ReportDataset'. (rsError ExecutingCommand)."
Defect 1588558: When you ran the Project Earnings report, negative amounts did not display in the Revenue Multiplier/Amount and (Sum) Revenue Multiplier/Amount columns.
Defect 1589114: When you entered a contract for a project and did not assign a value to the contract, the contract did not display on the Contract Management report.
Defect 1592778: When you used the Advanced Settings to search for project records, the On Project Level option was not available. This issue occurred when you selected the Saved Searches option in Reporting Quick Search on the Reporting tab of My Preferences.
Defect 1568884: This issue applies if you use a multicompany database. On the Floor Check dialog box, the Supervisor field of a timesheet entry was blank if the associated employee and supervisor did not belong to the same home company.
Defect 1575447: When the default labor code that was set for an employee in the Employees hub contained an apostrophe, you were unable to access records in My Stuff » Timesheet.
Defect 1579566: When you snoozed all reminders and changed the interval from the two-minute default to a new value, you received this error message: "The given key was not present in the dictionary."
Defect 1368191: The YTD Hours column on pay stubs displayed values that were only up to six digits. This issue occurred for hourly employees when the Print pay rates for hourly employees check box was selected in Settings » Payroll » General » Checks.
Defect 1583455: When you manually processed a payroll payment, the Net Payment field in the Employee Pay Details grid displayed zero values for some employees. This issue occurred for hourly employees that did not have hours to be paid but who did have amounts entered in the Other Pay fields on the Payroll tab in the Employees hub.
Defect 1581845: This issue occurred when you used the Edit Text dialog box to configure proposal elements to appear in a single line. When these elements were populated with data, the succeeding elements shifted to the next line if the information could not fit on the same line as the first element.
Defect 1531200: On the Resource View form, a previously saved search that you edited and saved was incorrectly saved as a new search with the same name as the original search.
Defect 1585713: This issue occurred when you did the following:
In Settings » Resource Planning » Plan Settings, you set the In Pursuit Projects in Scheduled and Utilization option to Automatically Set Based on Probability and then selected a percentage value in the Probability Greater Than or Equal field.
You navigated to Hubs » Projects » Project, selected a project, and verified that the Capacity Calculation field was set to Excluded.
You navigated to Hubs » Projects » Plan, checked out the project plan, added resources and/or updated plan dates, added ETC (estimate-to-complete) hours, and then saved and published the plan.
You navigated to Resource Management » Resource View and selected the same resources that you updated in step 3.
On the Resource View form, the Utilization % field for the resources incorrectly included the ETC value for the project.
Defect 1575786: When you added a user defined grid, the CreateUser columns and ModUser columns had the varchar data type instead of the nvarchar data type.
Defect 1585602: In Screen Designer » Projects, when you selected the Project Plan Summary field and attempted to change the Field Security setting, you received an error message.
Defect 1578429: In the Find field at the top of any Hub form, the record search was not triggered when you did the following:
On the Hub form, you clicked in the Find field.
On your keyboard, you used Ctrl+V to either paste the value or you typed the search parameter in the Find field.
As a result, you had to then press Enter on your keyboard to start the search.
Description 1582817: This issue occurred when you used the Advanced Search in Reports. If you copied and pasted 20 values or fewer into the search fields, the last value was truncated and you had to add it manually.
Defect 1405996: This issue occurred in the Approvers grid of the Transaction Settings form, when you entered multiple employees for an approver in the Employees To Approve For field. When you clicked the hyperlink in the field, Vantagepoint displayed a spinning wheel and did not load the employee information.
Defect 1533489: This issue occurred when the following applied:
A security role in Settings » Security » Roles had the Allow Selection of Any Contact for Primary, Billing or Team Contact for Projects check box selected on the Record Access tab.
In Screen Designer, the Accounting tab in the Projects hub was hidden for the role.
In Screen Designer, the field security rights for the Billing Client (parent) field on the Accounting tab of the Projects hub was set to Displayed.
The field security rights in Screen Designer for the Limit contacts to selected client child field for the Billing Client parent field on the Accounting tab of the Projects hub was automatically set to Secured, which was incorrect. It should have been set to Displayed to match the Billing Client parent field. This caused orange warning messages about the security rights for the Limit contacts to selected billing client field to display in the Projects hub.
Defect 1594655: In Screen Designer, custom check boxes that you added to a hub or application were no longer displayed with the star symbol that identifies user-defined elements.
Defect 1510518: When you added an existing billing labor code with a new effective date, you received the following error message: "Labor code exists and it will not save."
Defect 1279130: When you selected a salaried employee from the Employee Lookup to be added to a Cost/Pay Labor Rate Table, the wrong rate displayed for that salaried employee. The rate should have been taken from the value in the Cost Rate field specified on the Accounting tab of the Employees hub.
Defect 1571542: This issue occurred when you, as an administrator, changed the value of the Default Qualified Status field in Settings » Security » Users and then logged out of Vantagepoint. When you logged in again, Vantagepoint did not accept your password and you received an "Invalid login attempt" error message.
Defect 1591589: This issue occurred when you added a user-defined field in the Equipment hub and created an AP Voucher transaction record for which you set the Allow Asset Entries option to On. When you posted the record, an Incomplete status displayed for the record on the Posting Review form and you received this error message: "Cannot insert the value NULL into Column."
Defect 1571417: This issue occurred on the Invoice Lookup dialog box when you selected several invoices to include in a cash receipt transaction file. When you used the filter fields to search for more records, Vantagepoint cleared the check boxes of your previously selected invoices.
Defect 1601228: This issue occurred on the Import Utility form of the desktop application. If the hub that you were updating had a large number of user-defined fields, you received an error message because Vantagepoint attempted to validate all user-defined fields, instead of only those included in the import.
Defect 1588839: This issue occurred in the following key conversions:
Tasks (Utilities » Key Conversions » Tasks)
Phases (Utilities » Key Conversions » Phases)
Tasks and phases records were not converted successfully if the task or phase IDs exceeded seven characters. However, when you viewed the associated project record, the affected tasks and phases were listed as converted.
Defect 1589012: This issue occurred when you tried to combine task records with the same task number. If the tasks belonged to different phases under the same project, the following error message displayed on the Combine Records tab: "The same task cannot be set in both Existing Task and New Task columns."
Defect 1496686: This issue occurred for reports with an apostrophe in the name. When you tried to delete a scheduled job for any of the affected reports, you received an error message.
