Welcome to the Deltek Vantagepoint 4.5.1 Release Notes, which describe the new features and enhancements introduced in this release.
These release notes address all of the modules associated with Deltek Vantagepoint 4.5, some of which your firm may not use. Skip the sections that do not apply to your implementation of Deltek Vantagepoint.
Idaho 2021 Tax Update
The Idaho State Tax Commission updated the state's withholding methods to include income tax rate and bracket changes:
The number of income tax brackets has been reduced from seven to five.
Tax rates have been set from 0 to 6.5%, instead of from 0 to 6.925%.
The upper threshold of the zero-percent tax bracket has increased from $12,400 to $12,550 for single employees.
The upper threshold of the zero-percent tax bracket has increased from $24,800 to $25,100 for married employees.
The value of a state allowance has increased from $2,960 to $3,154.
The supplemental withholding rate has decreased from 6.925% to 6.5%.

Kansas 2021 Tax Update
Kansas updated its withholding methods in the state employer’s guide, retroactively effective to January 1, 2021, as indicated in a notice released by the state revenue department: https://www.ksrevenue.org/taxnotices/notice21-22.pdf.

New York State 2021 Tax Update
The withholding methods for New York state were updated effective July 1, 2021, to take into account the changes in New York’s fiscal 2022 budget, according to the state Department of Taxation and Finance.
Effective for payrolls made on or after January 1, 2021:
New income tax brackets for high-income individuals have been added.
The supplemental withholding rate for New York state has increased from 9.62% to 13.78%.

New Field in Banks Settings
The Description of Bank Accounts Connected field was added to the Connections Tab of the Bank Settings form (Settings » Cash Management » Banks). This read-only field displays the bank account names (for example, Plaid Savings, Plaid Checking, and so on) that were selected when the connection between the bank code and Plaid was set up. Bank transactions from these accounts appear in the Import Records grid in Cash Management » Bank Reconciliation when the bank feed is enabled.
Request ID and Session Link ID in Error Messages
When you encounter an error that is related to the bank's connection with Plaid, Vantagepoint now displays additional information in the error message to help with troubleshooting. Deltek recommends that you note these IDs and provide them to Deltek Customer Care when you seek assistance.

Dashboard Filter Option
The Dashboard Options form displays a grid with various options and columns. Select the new Require Filter option to display dashparts only when a dashboard filter has been selected. This can be an available filter or an ad-hoc filter that you added in the search criteria, or when you select specific records to display.
New Predefined Dashboards
The following predefined dashboards were added to the list of predefined dashboards. You can use these predefined dashboards as is, or use them as a baseline for your dashboards.
Project Details: Use this dashboard to display your projects with unposted labor transactions, transferred transactions, invoices entered in the last two weeks, and transactions that are not yet final billed.
Project Planning: Use this dashboard to display your project's compensation value trending for the day, trending against the total compensation value, planned billing and costs, and actual billing and costs.
Accounts Receivable: Use this dashboard to display your project's unpaid invoices, aged unpaid invoices, and receipt transactions for the month.

New Predefined Dashparts
The following predefined dashparts were added to the Dashpart Library. You can use one of these predefined dashparts for its intended purpose or use it as a baseline for creating a dashpart that you need. If you plan to customize these predefined dashparts, it is recommended that you copy the dashpart first and then modify the copy, to maintain an unmodified version of the predefined dashpart for future use.
Project Plan Summary - Billing: Use this dashpart to display how a project is trending against the compensation value as of the current date.
Project Plan Summary - Cost: Use this dashpart to display how your projects are trending against the total compensation value.
Project Planning Review: Use this dashpart to display the projects you manage with planned and actuals for billed and cost.
Unposted Labor Detail: Use this dashpart to display unposted labor transactions of employees in projects where you are a team member.
My Project Transfer Detail: Use this dashpart to display information on transactions that have been transferred to projects that you manage.
Project Detail Entered in the Last Two Weeks: Use this dashpart to display the details that were entered for projects you manage in the past two weeks.
Billing Status Detail: Use this dashpart to display transactions for projects you manage that have not been final billed.
AR Unpaid Detail: Use this dashpart to display invoices that have not been fully paid.
AR Aging: Use this dashpart to display unpaid invoices aged by days outstanding; the invoices are displayed in aging ranges, starting with today's date.

Vantagepoint/Talent Management Technical Integration Information Moved to the Vantagepoint Online Help
The technical integration information previously provided in the Deltek Vantagepoint/Talent Management Integration Guide has been incorporated into the Vantagepoint online help and is located under the topic "Talent Management Integration with Vantagepoint" in the help contents pane. The separate PDF guide will no longer be produced.

In Vantagepoint, you must set up a tax code on the Options tab in Settings » Cash Management » Tax Codes for each output type (Labor Billing, Expense, Billing, and so on) in the Outputs section. These will apply for each section of an invoice. You must also enter a matching tax type in Xero for each of these Vantagepoint tax codes.
The data pack is no longer exporting incorrect amounts and missing tax code data.
Update to Named User Indicators for the Resource Planning and CRM Modules
Previously, users to whom you gave access to one or more of the following applications were counted against your number of available named user licenses for the Resource Planning module, even if they had no other Resource Planning access:
Project Forecast report
Estimated Fee tab of the Contract Management form
Pipeline dashpart
In addition, access to the Estimates form in the Projects hub counted against your number of available named user licenses for the CRM module.
Now these items no longer contain named user indicators. You can give a user access to one or more of them without consuming one of your named user licenses for Resource Planning or CRM, as long as that user does not also have access to any other named user indicators for those modules.
Upgrade Touch Server to PHP 7.4.23
The Touch Server for this version of the Vantagepoint mobile application has been upgraded to support PHP 7.4.23.
Defect 1507597: On the UK VAT Detail report, the gross amount did not correctly equal the net amount when a tax code was configured as a reverse charge tax.
Defect 1502904: When you used an iOS device and DUO Mobile for Multi-factor Authentication (MFA) to log in to the Vantagepoint Mobile application, you received the following error message: "You signed out of your account. It's a good idea to close all browser windows." The initial login process continuously looped, prompting you to log in again.
Defect 1500824: You received an error message when you submitted a bi-monthly timesheet in the period of 16-31, the recorded work days were fewer than 12 days, and in a certain time zone (such as EST) you selected the following options:
In Settings » Time » Options, you set the Check Hours Against Expected option to Error if Under.
In Hubs » Employees » Employee, on the Time & Expense tab, you set the Check Hours Against Expected option to Global.
Defect 1510315: When you clicked ? and then clicked Online Help on certain report options forms, errors occurred:
On the Income Statement form and the State Local Tax Worksheet form, the error message "404 - File or directory not found." was displayed instead of the online help content for the forms.
On the Employee Labor Audit form, the online help content for the Employee Labor Detail report was displayed instead of the online help content for the Employee Labor Audit report.
Defect 1509055: This issue occurred if you set the Enable Start/End Time to Yes in Time Settings. When you entered hours for projects in a timesheet, you received an "Overlapping time for" error message.
Defect 1507473: When you added a new workflow, entered a condition, saved the record, and then clicked the Refresh button, the new condition did not display in the Scheduled Workflow grid. This issue occurred if you selected Expression as the condition option.
