New Jersey 2020 SUTA Electronic Filing
New Jersey’s Department of Labor and Workforce Development phased out all types of magnetic media and replaced them with the Employer Report of Wages Paid (WR-30) form. All employers must file their quarterly wage reporting information (Form WR-30) electronically either online via the New Jersey Payroll Taxes and Wage Withholding-Filing, Payment, and Reporting Service or by Secure File Transfer Protocol (SFTP).
The most recent file layout for New Jersey SUTA electronic filing added the Record Terminus Character field in position 160 of both M and B records.
The following tables show the updated record layout for WR-30 electronic submissions.

Updated PHP Version
The Touch Server for this version of the Deltek Vantagepoint mobile application has been upgraded to support PHP 7.4.8.
New Standard Fields in Mobile CRM
Responsibility, Location, and Owner Value fields were added to the Details screen for projects in Mobile CRM.
Defect 1285864: When you ran Labor Cross Charge, the transactions created did not match the period end date. The process produced transaction files that were dated one day before the period end date, instead of the same date.
Defect 1323443: When you ran the labor cross charge process, it failed and you received an error message indicating that there was a duplicate primary key value. This issue occurred when you set the Use Files To Group Transactions option to No in Settings » Accounting » Transactions.
Defect 1314706: On the Revenue Generation form, Choose Date for Planning was renamed to Choose JTD Through Date for Planning. The functionality remains the same.
Defect 1312869: On the Invoice Creation tab in Batch Billing, the entry that you made and saved in the Retain Invoices for Up To field was not saved for the saved options that you specified using the Saved Options field on the tab.
Defect 1326783: In Batch Billing, when you scheduled a final run without billable data in the included projects, the run failed.
Defect 1322703: When you accepted an invoice in Interactive Billing and made changes on the Employee Realization dialog box that opened after you accepted the invoice, the Interactive Billing application would not respond.
Defect 1278559: On the Invoice Accept dialog box in Interactive Billing, the name that displayed in the Invoice Section column in the Project Detail grid for the tax invoice section incorrectly displayed the unit name, instead of the tax name.
Defect 1314273: When you selected a project that included invoices, chose to email attendees by role, and selected the Select Attendees from Project Roles option, the list of project roles did not display one field for each role.
Defect 1322640: When you enabled the Require completed approvals to post transaction files option in Settings » Accounting » Transactions, the Post on Accept check box disappeared from the Billing Session Options dialog box in Interactive Billing.
Defect 1322772: This issue applies if you have enabled Consolidate All Posting and selected a specific phase to post on the Sub-Level Terms tab in Hubs » Projects » Billing Terms. When you tried to accept an invoice in Interactive Billing, the Invoice Accept dialog box and the Invoices grid (in Transaction Center » Transaction Entry » Invoices) displayed the invoice amount as zero.
Defect 1323307: On the Interactive Billing form, when you accepted an invoice and then selected to create a new invoice file on the Invoice File Selection dialog box, the Creator field in the Existing Invoice File grid incorrectly displayed the user name ID code instead of the user name.
Defect 1323295: When you opened a project in Interactive Billing, the Billing Address section on the General tab did not display the billing contact name even when you set the Invoice Addressee field to Name of Billing Contact in Settings » Billing » Invoice Format. When you opened the Billing Session Options dialog box and returned to the Detail View in Interactive Billing, however, the Billing Addressee section on the General tab displayed the correct details, including the billing contact name.
Defect 1330016: This issue occurred on the Labor tab in Interactive Billing when you filtered the grid to display a smaller subset of labor transactions and then used SHIFT + click to select a range of the transactions. Any action that you applied to the range of transactions, such as holding, deleting, and so on, was also incorrectly applied to the transactions that were filtered out of the range.
Defect 1334725: On the Billing Session Options dialog box in Interactive Billing, when you cleared the Project View on Detail Tabs check box, it incorrectly loaded the records for all WBS levels on the detail tabs, instead of loading the first WBS level 1, 2, and 3 combination.
Defect 1316005: This issue occurred when you assigned an invoice number to a project with an invoice approval and unbilled transactions in Interactive Billing. If you downloaded and edited the invoice, saved it as a PDF, and then uploaded and submitted it, the original version was printed in Invoice Approvals instead of the edited version.
Defect 1316792: When you selected the Clear All button or the UnClear All button on the grid toolbar of the Receipts tab or Payments tab, only the grid rows on the first tab were cleared.
Defect 1332461: When you created a cash journal entry and checked the file in the Transaction Center, the net debit amounts did not match the cleared charges amount in Credit Card Reconciliation.
Defect 1321310: When you created a payment run for Employee Payments and then enabled the Employees with Expenses Selected option on the Select Expenses page, you received the following error message: "Error converting date type varchar to numeric."
Defect 1319391: When your role had access rights enabled for <All Types> in the Transaction Types grid on the Accounting tab in Settings » Security » Roles, you were unable to view any transaction in the Payments grid on the Payment Review form.
Defect 1328882: On the Payment Review form, when you clicked Email on the grid toolbar and then clicked Recipients, if your security role did not have full access to all reports, you received a "You do not have rights to Employee Reports" error and you could not email employees.
Defect 1336497: On the Payment Review form, when you clicked Email on the grid toolbar and then clicked Recipients, if your role did not have full access to the Employees hub, you received a "You do not have access to Employee Reports" error message and you could not email employees.
Defect 1299684: When you clicked Search in the Number column drop-down list in the Vendor Balances grid, selected one or more records on the Vendor Name Lookup dialog box, and then clicked Apply, you received the following error message: "The multi-part identifier "VE.Status" could not be bound."
Defect 1314392: Activities were not visible to users who had appropriate access rights to activities. This occurred if the security role was set up to view only their own employee records.
Defect 1331209: When you created and saved an activity and then created a follow-up activity, you (the original user) were not added as the owner of the follow-up activity.
Defect 1308942: If a contact was not qualified, you could not add that contact to a team even though the Enable Lead Qualification option was set to No in Settings » CRM.
Defect 1314406: When you assigned read-only access rights to the Equipment hub, you could still edit the fields on the Additional Books tab. In addition, there was no Save option, but if you entered values and then navigated off the page, a prompt to save changes displayed and any updates to the tab were saved.
Defect 1314403: When you used the Screen Designer to set the Location column to Secured or Hidden for the Contacts grid on the Contacts tab, the Addresses grid on the Firms Overview tab did not display.
Defect 1318836: When you created a new contact record on the Contacts tab of the Firms form (you selected Name and then clicked + New Contact), the contact's Client Location that you selected and saved on the Contacts dialog box was not retained when you returned to the Contacts grid. Instead, the <default> value was selected.
Defect 1328873: When you saved changes on the Firm Hierarchy dialog box, you received the following error message: "Please provide a Alpha ID for table Company Please provide a Market for table Company."
Defect 1332003: When you selected a vendor type firm and clicked the pencil icon to edit the Banking Information field on the Vendor tab, no Country field was displayed on the Banking Information dialog box. After you selected a value in the State/Province field and clicked Save, the country was locked and you could not select a state or province from a different country.
Defect 1291631: This issue occurred on the Voucher Options dialog box, which you displayed by clicking the Voucher Options icon at the end of a grid row on the Voucher Review form. In the Voucher Line Items grid on the Voucher Options dialog box, you could not delete values in the Project, Phase, or Task columns.
Defect 1314381: When you used the List View in the Projects hub, the filter did not work when you loaded records from a shared search.
Defect 1314656: If you tried to use filtering in list view for the Projects hub, Vantagepoint only applied the filters at the project level (WBS1). It did not look for the filter values at the phase (WBS2) or task (WBS3) levels. As a result, some rows that should have been displayed in the filtered view may have been incorrectly excluded.
Defect 1318702: When you did not have access rights to Contract Management, fields related to the application still displayed on the Edit Project Structure form (which you display by clicking Edit on the Project Structure dialog box).
Defect 1315837: The rate table number, instead of the rate table name, was displayed in the Rate Table fields on the Rates tab of the Billing Terms form. This issue occurred for any rate tables listed after the first 50 rate tables in the drop-down list of the Rate Table fields.
Defect 1326773: When you added a row entry for a subproject in the Fee Billing Phases grid on the Fees tab of the Billing Terms form, you received the following error message: "The billing terms cannot be saved because there is an invalid phase or task to post within the Billing Phases grid."
Defect 1326777: When you selected a tax code in the Taxes grid on the More Calculations tab of the Billing Terms form, the list of available options in the Tax Code drop-down list were from the active company instead of the project's associated company.
Defect 1312814: If you entered credit memos for taxes billed on client invoices for a project, the amount displayed in the Billed field above the Aged Accounts Receivable graph on the Invoices form in the Projects hub was incorrect. It included the billed taxes but did not also include the credit memo amounts for those taxes. (The data in the grid on that form, and the invoice details that are viewable from that grid, handled the credit memos correctly.)
Defect 1325365: This issue occurred if you associated the project with a billing group in Billing » Billing Groups. In the Invoices grid, when you tried to preview an invoice of a project, you received the following error message: "Only invoices created through interactive or batch billing can be previewed."
Defect 1315556: When you clicked anywhere on the Team tab of the Projects form, Vantagepoint rounded all values in the Hours column of the Team Members grid to the nearest whole hour, and the decimal point and decimal places no longer displayed. If you left the Projects hub and then returned to the Team tab, the correct values were again displayed in the Hours column.
Defect 1318705: This issue occurred when you configured a workflow to prevent new phases and tasks from being added to a project when a user defined check box is selected. The workflow was not able to prevent the addition of new phases for a project when you set the Create Phase option to From Project Template on the New Phase form.
Defect 1319285: When you cleared the Allow Creation of Linked Promotional Projects option on the Record Access tab in Settings » Security » Roles, it prevented workflows from executing when you created promotional projects in the Projects hub.
Defect 1319740: This issue occurred when you defined Biller as a required field for the Projects hub on the Screen Designer form (Other Actions » Design). On the Edit Project Structure form, even when you added a lower-level work breakdown structure element (such as a phase or task) to a project that had an overhead charge type, the Biller field became enabled and displayed as a required field.
Defect 1321254: On the New Phase form, when you created a phase from a project, you were unable to search for a project with a dormant status in the Project field.
Defect 1322148: When you entered a unit table on the Accounting tab in the Projects hub and saved the form, you received an error message: "A Unit Table does not exist."
Defect 1322634: This issue applies if you have a CRM-only database. In the Projects hub, when you changed a project's stage to Won, you received the following error message: “Please provide a CLAddress for table PR.“
Defect 1323429: When you exported data from the Projects hub List View, the values that you added for the Project Milestone field in Settings » Labels and Lists » Lists did not display in the comma-separated values (CSV) file.
Defect 1328744: When you displayed the Projects form in List View, filtered records in one or more columns, and then scrolled to the end of the grid, the scroll bar disappeared and you were unable to view all the records.

Defect 1319314: If you used the History Loading utility (Utilities » History Loading » Labor and Expense) to enter historical labor cost amounts, the Project Review form in the browser application incorrectly excluded those amounts from job-to-date cost amounts for direct labor. However, the Project Review report in the browser application and the Project Review form in the desktop application did include the historical amounts.
Defect 1314782: When you created a user defined grid that included a drop-down list for which the Limit Entry to Values List check box was not selected, you were unable to filter that drop-down list.
Defect 1315817: When you accessed the Approval Center, performance was affected as all related applications were loaded, rather than just the applications that should have been loaded. The same performance issue occurred when you opened the Approval Center drop-down list.
Defect 1315820: All posted records were included under each action listed in the My Action Required drop-down list. All posted records should only be available if the selected action is None.
Defect 1322694: When a timesheet approver used the Approval Center, timesheets with the In Review status were included in the total count of timesheets in the Approval Center field drop-down list and were displayed in the Timesheets grid when you filtered by employee.
Defect 1326796: After you approved the submitted timesheet lines, some of the approved timesheet lines were not removed from the grid on the Approval Center form.
Defect 1322160: When you set Require Comments for Timesheets to No on the Accounting tab in the Projects hub and set Require Comments to Required for timesheets in Settings » Time » Options, comments were still required when you added a timesheet entry via the Calendar.
Defect 1302563: Some project milestones were not displayed in the Upcoming Milestones system dashpart when you selected the Project Manager search filter option.
Defect 1314762: The original system labels were displayed in dashboards instead of the custom labels that you configured in Settings » Labels and Lists » Labels.
Defect 1323509: The Won/Lost Notes column in predefined dashparts displayed font formatting code instead of the note text.
Defect 1331193: When a dashpart had a large number of records based on a search query, you were not able to scroll down to display all records returned by that search query. This occurred when you configured the properties of amount-related columns with both of the following settings on the Properties dialog box:
You disabled the Display Grand Totals option.
You enabled the Display Subtotals option.
As a workaround, take one of the following actions on the Properties dialog box of the amount-related columns:
Enable the Display Grand Totals option.
Disable the Display Grand Totals and Display Subtotals options.
Defect 1331195: When you configured a dashpart with the project dashpart base to display billed, profit, and revenue data for each project, the displayed values for the profit and revenue related columns were many times more than the correct value. This issue occurred for project plans with more than three WBS levels.
Defect 1331198: This issue applies if your database does not use multiple companies. When you viewed the Billing Review predefined dashpart, the dashpart did not display the expense amounts for the Unbilled Expense and Unbilled Consultant columns.
Defect 1320422: When an employee payment record did not have a specified payment date, the expense report record displayed 12/31/1969 as the payment date. However, the paid status was not reflected in other reports.
Defect 1290617: This issue occurred when you changed a label for a custom column in Settings » Labels and Lists » Labels. If you then selected the edited custom column on the Select Columns dialog box (which you access from the Columns & Groups tab in the Reporting application) and ran the report, the previous column label appeared on the report instead of the label that you specified.
Defect 1310893: The values for the following columns were not displayed on the Project Forecast report:

Promo. Project JTD Labor

In the Detail Options section, you selected one or more billing statuses for the Select By Billing Status option.
In the Report Activity Options section, for the Report Records With Activity in the Following Area option, you cleared the Project, Phase, and Task check boxes to show only projects with current activity.
Defect 1316253: If you had SQL Server 2014 installed, when you tried to download a report as either a Microsoft Excel file or Microsoft Word file, you were unable to save it as a specific file type. Instead, you had to specify that you were saving All Files and then change the file extension to.xlsx or .doc.

(rs ErrorExecutingCommand). For more information about this error, navigate to the report server on the local server machine, or enable remote error."
Defect 1317502: If you deleted all of the default groups on the Columns & Groups tab for the Contract Management report and then added one group back, you received a SQL Reporting Error message when you tried to generate the report.
Defect 1318042: When you generated the Cash Receipts report with a date range specified on the Options tab of the report, the report window displayed an error message instead of the report. This occurred if:
You used Vantagepoint with Google Chrome.
You set the Date Format field to dd/MM/yyyy on the My Preferences dialog box.
Defect 1318373: This issue occurred on the Account List report when you clicked +Manage Columns on the Columns & Groups tab and then used the Select Columns dialog box to add both the Account Group - Detailed Group Name column and the Account Group - Group Table column. When you ran the Account List report, the list of items for the Detail Group Name and Group Table were transposed. As a result, you could not sort the report by number.
Defect 1318423: On the Options tab of the Labor Resource Forecast report, when you set the Scale option to Weekly and ran the report, the column showed correctly. If you later reopened the report options, the Scale option reverted to the default scale of Monthly. However, when you printed the report, the Weekly period column and its associated weekly period data displayed on the report.

Defect 1322617: When you selected Consolidation Group on the Options tab of the Consolidated Eliminations, Consolidated Income Statement, or Consolidated Profit Planning Monitor reports, no data displayed when you ran the report.
Defect 1323613: When you viewed the options for reports on the Favorites tab in Reporting, previously saved options were not retained.
Defect 1324371: On the Options tab of the Labor Resource Planned and Actual report, when you selected the Employee/Generic Resources option in the For Grouping, Use Organization From list and then ran the report, the sorting options that you selected on the Grouping and Sorting section of the Columns & Groups tab were based on the project organization instead of the employee organization.
Defect 1324374: If you did not associate planned direct expense amounts or direct consultant amounts with a vendor, project reports incorrectly excluded those amounts. The amounts were, however, included correctly on the Plan form in the Projects hub and on the Project Review form in Resource Management.
Defect 1326135: You received an error message when you ran the Project List report if you set the report to sort and group by Marketing Campaign on the Columns & Groups tab.
Defect 1326169: This issue occurred on the AP Voucher Posting Log report when a description for a log file contained a special character (for example, & or #). When you tried to select the Print to View icon in the Supporting Document column, you were unable to open the document and you received the following error message: "401 - Unauthorized: Access is denied due to invalid credentials. You do not have permission to view this directory or page."
Defect 1328024: When you ran the Profit Planning Monitor report, a user-defined field displayed as truncated in the generated report.
Defect 1328250: When you updated and saved your favorite report, the Update Favorite dialog box was not displayed and the changes were not saved.

Query execution failed for dataset 'ReportDataset'. (rsErrorExecutingCommand). For more information about this error, navigate to the report server on the local server machine or enable remote errors." This occurred if you had entered a value greater than 7 in the Field Length field for WBS levels 2 and 3 in Utilities » Key Formats. Now you can enter a maximum value of 7 in the Field Length fields.
Defect 1318817: From the Timesheets form, when you tried to move an assignment for a timesheet approval step on the Change Assignment On Current Step dialog box, you received an error message: "There is no row at position 2."
Defect 1326134: When you configured an employee's timesheet administration rights with Group level access but without editing rights (on the Time & Expense tab in Hubs » Employees), the employee was not able to print a Detailed Timesheet report or a Summarized Timesheet report.
Defect 1332460: This issue applies if your role has record access rights enabled for the Employees hub in Settings » Security » Roles. On the Timesheets form, when you performed a custom search for the Employee field and then selected employee records from the results, Vantagepoint did not apply the records and continued to display the field as blank.
Defect 1298376: When you configured the timesheet due alert on the Timesheet Due alert dialog box with multiple employee groups (but not all employee groups) selected in the Employee Groups field, you could not save the alert.

Defect 1328738: This issue occurred when you displayed the Reassign dialog box from either Project View or Resource View in Resource Management to make a reassignment. When you resized the dialog box to make it larger, the grid displaying the list of resources should have also expanded to show more rows, but it did not.
Defect 1323434: In some cases when an employee has, for a given project, a mix of assignments with an end date earlier than the job-to-date (JTD) date and assignments with an end date later than the JTD date, JTD hours did not roll up correctly to the project level (the top level of the work breakdown structure) when you viewed the employee's assignments in Resource View.
Defect 1325485: When you used the Advanced Search feature in the Projects hub or an Other Address field in the Contacts hub, searching on the state of Washington, Washington DC, or Western Australia resulted in the search value and search results changing to Western Australia.
Defect 1312905: When you attempted to enter zero (0) in the Identification Code Designator (ICD) field on the NACHA File Format tab of the Banks form, you could not save.
Defect 1333743: On the Banks form, when you tried to delete a bank record that you just created, the bank record was not deleted and you received an error message.

Defect 1312995: This issue applies if you have a single-company Vantagepoint database, and you selected the Distribute check box in the Debit and Credit Distribution by Organization grid in Settings » Accounting » Posting Accounts. This resulted in multiple Vantagepoint postings having no organization. This occurred if you had not entered the required WBS-level settings on the Units & Payroll tab in Settings » Organization » Individual in the desktop application. Now, when you try to save settings in Individual Organization Setup without entering required fields, you are prompted to enter the missing information before you can save the settings.
