Welcome to the Deltek Vantagepoint 3.0.4 Release Notes, which describe the new features and enhancements introduced in this release.
These release notes address all of the modules associated with Deltek Vantagepoint 3.0, some of which your firm may not use. Skip the sections that do not apply to your implementation of Deltek Vantagepoint.
Families First Coronavirus Response Act: Wages Paid as a Result of the EPSLA and EFMLEA Not Subject to the Employer Portion of Social Security Taxes
The Families First Coronavirus Response Act (H.R. 6201) was signed into law on March 18, 2020. This law responds to the COVID-19 outbreak by providing paid sick leave, tax credits, and free COVID-19 testing; expanding food assistance and unemployment benefits; and increasing Medicaid funding. Part of this law is the creation of the Emergency Paid Sick Leave Act (EPSLA) for coronavirus-related needs and the Emergency Family and Medical Leave Expansion Act (EFMLEA) that includes a paid leave component for employees caring for children whose schools or child care facilities were closed because of the outbreak.
Any wages paid as a result of the EPSLA and EFMLEA are not subject to the employer portion of Social Security taxes (stated in Section 7005, Special Rule Related to Tax on Employers, of the law).
To address this requirement, the following updates have been made to the following application and reports in Vantagepoint:
Payroll Payments: A new check box, Suppress Employer FICA for this run, has been added to the New Payment Run page of the Payroll Payments form. If you select this check box, Vantagepoint will not calculate the employer Federal Insurance Contributions Act (FICA) amount for any employee(s) selected in the respective run. This check box is enabled only when Run Type is set to Regular or Adjustments and Process Type is set to Manual Select.
Payroll Journal: If applicable, “(Employer FICA Suppressed)” is appended to the value in the Run Type field on the header of this report to indicate if the Suppress Employer FICA for this run check box is selected for the respective Regular or Adjustments payroll run. This is applicable for both the draft and final forms of the report.
Form 941 Worksheet: The FICA portion of the Summary section has been updated to break out the employee calculations from the employer calculations. This now looks similar to the following:

Administrator privileges to call custom stored procedures are no longer required. You must enforce the desired security when you build a stored procedure.
You can now import bank transactions with numeric values that contain spaces. During the import process, Vantagepoint removes the spaces so that you can import the transactions into a bank reconciliation record.
Hubs: Data Export
When exporting 100 records or fewer from a list grid to a comma-separated values (.CSV) file, Vantagepoint completes the export on-the-fly and no longer uses the process server. This applies to data export for the Projects, Employees, Activities, Contacts, Firms, and user-defined hubs.
If you have implemented integration with Ajera, the maximum number of contacts on the Contacts tab of the Firms form that you could sync to Ajera in previous Vantagepoint versions was 5, due to a restriction in Ajera. In Vantagepoint 3.0.4 and later versions, there is no longer any limit on the number of firm contacts that you can sync.
In addition, the number of contacts on the Team tab of the Projects form that you can sync to Ajera has been increased from 5 to 20.
These changes enable you to take advantage of the corresponding changes now available in Ajera, version 9.4.
Updated Application Icons
The Deltek Vantagepoint mobile application icons for iOS and Android have been updated.
Vantagepoint refers to the Approvers grid in Settings » Accounting » Transactions to determine the approver. When you submit an imported transaction file for approval and the Creator field is set to Import Module, Vantagepoint now uses the submitter of the record, the person identified in the Employees to Approve For field, to determine the corresponding approver, listed in the Employee field. Previously, only the system approver was able to approve imported transactions.
Defect 1275336: This issue occurred when you set Use Files to Group Transactions to No in Settings » Accounting » Transactions and then ran Revenue Generation for all projects with the Post transaction immediately after calculation check box cleared. When you selected Transaction Center » Transaction Entry » Journal Entries, no records were displayed in the grid for posting.
Defect 1277447: Revenue Generation calculations that contained a planning component were incorrect at the project level when you selected Enable Overall Revenue Limit on the Accounting tab of the Projects form in Hubs » Projects » Project.
Defect 1227132: When you scheduled a batch of invoices to process and you selected only some of the projects from a saved search to process, all of the projects from the original saved search were processed.
Defect 1236776: When you voided an invoice on the Invoice History tab in Interactive Billing and you created a new transaction file for the void, you received the following error: "Conversion from string to date is not valid." The billing transactions were added back to the Interactive Billing form and the invoice was removed from the Invoice History tab, but the voided transaction file was not created. This occurred if the invoice's project had invoice approvals enabled and had prior invoices.
Defect 1270699: This issue occurred when you have fee-based billing terms defined at WBS level 1 for a project, but no billing terms defined at lower levels of the WBS. In Interactive Billing, when you opened WBS level 2 or 3 and selected the Fees tab, you should have received the following message: "Fee billing terms are not defined."
Defect 1276156: This issue applies if you have Require Transaction Dates to be Within the Active Accounting Period set to Yes in Settings » Accounting » Transactions. In Interactive Billing, you were able to select an invoice transaction file created in a prior period when you accepted an invoice in the active period.
Defect 1277473: When Invoice Approvals were enabled for a project, the Invoice Amount column in Interactive Billing was blank unless the invoice was already approved or submitted for approval.
Defect 1278593: In Interactive Billing, you were unable to approve an invoice if the invoice approvals feature was enabled in Billing Terms for the invoice's project using the Search and Replace utility in Utilities » Updates » Search and Replace.
Defect 1279947: On the Fees tab in Interactive Billing, the Fee field should have been disabled and not editable when the following applied: On the Fees tab in Billing Terms for a project, the Fee Method option was set to Cumulative Unit or Fee or Current Unit or Fee and the Fee Basis option was set to Unit Based or Percent of Construction.
Defect 1283082: This issue applies if you use tax codes with a zero rate. This is common in European countries. A credit memo for a billing invoice that has a tax code with a zero rate should have displayed that tax code and calculation, as the original invoice did.
Defect 1270598: When you changed invoice approvers for a project, the changes did not take effect unless you deleted the billing terms and set them up again.
Defect 1279926: In Interactive Billing and Invoice Approvals, the approver who was specified for the default invoice approval process was not able to approve a draft invoice when the following applied:
In Settings » Billings » Options:
You set Use Invoice Approvals to Yes.
You selected an approval process other than Default in the Default Invoice Approval Process field.
In Billing Terms for a project, Invoice Approvals are Enabled and the Approval Process field is blank.
Defect 1270145: Even if the values in the Calculated Balance and Closing Balance fields were the same, you received an error message: "Bank reconciliation does not tie out."
Defect 1263756: Vendor Payment remittances were incorrectly printing on two pages instead of one, after remittances were emailed to recipients and a recipient printed the remittance from the email attachment. This occurred when the user record for the email recipient had the Page Size field set to A4 in the Default Printing Settings section of the Users form in Settings » Security » Users.
Defect 1267281: If your role did not have access to Settings » General Ledger » Options, you received an access error when you attempted to access General Ledger » General Ledger Budget.
Defect 1279143: When you exported a List View from a hub, the description fields in the exported file were blank for field types that contained both a Code and a Description.
Defect 1278628: After upgrading from Vision to Vantagepoint 3.0.x, if your security role did not provide full menu rights, when you clicked + New Activity you received error messages and could not add an activity.
Defect 1260580: When you added and saved a new touchpoint in the Contacts hub, the Save button was active but the save action did not work and the touchpoint was not saved.
Defect 1275100: If a user's security role is set up with record access to contact records that is based on the value of a user-defined field, that user received a server error when they tried to add contacts to the grid on the Team tab of the Projects form, when they tried to view contact information in List View in the Contacts hub, and when they searched for contacts.
Defect 1278564: When you created or edited a new contact in the Contacts hub and then added a firm with an address to that contact, the firm address displayed. When you navigated away from the record and then opened it again, however, the firm address did not display.
Defect 1268916: When you set Allow Job Cost Rates To Be Salaries to No in Settings » Accounting » Labor Options, the Cost Type field on the Accounting tab of the Employees hub was still visible and editable.
Defect 1269411: Although you were still able to create an employee record, an asterisk displayed on the Time & Expense tab, even if the tab did not contain required fields.
Defect 125210: In the Firm Summary Pane of the Firms form, the value in the Number field was removed when you added any address information in the Addresses grid of the Overview tab. This occurred if:
Autonumbering was enabled for the Firms hub (Settings » Workflow » Numbering).
The Allow Override of Auto Numbering check box was selected for the Firms hub on the Numbering form (Settings » Workflow » Numbering).
Your role (or the role of the user that added the address) did not have access rights to edit the firm number on the Roles form (Settings » Security » Roles).
Defect 1273339: On the Contacts tab in the Firms hub, you could not filter on the Title field when there were multiple contacts associated with the firm.
Defect 1279221: When an address included Washington as the value in the State field, that value changed to Western Australia when you clicked in the field.
Defect 1277341: When you scrolled through marketing campaign records, Vantagepoint displayed incorrect values in the Actual Revenue and Potential Revenue fields for each record.
Defect 1271560: When you made any change to a project, you received the error message: "Please provide a Contract Start for table Projects". This occurred when you upgraded from older versions of Vantagepoint and you worked on migrated projects that had old Screen Designer information, when system milestones were individual date fields in the Dates & Costs tab. This caused discrepancies because the milestones now display as rows in the Milestones grid.
Defect 1281445: The project query has been updated to conditionally exclude the Create and Modified user fields to improve performance for project search and for applications that do not display these fields.
Defect 1244349: If you set the Project Manager field to Required in the Projects hub and then updated the Project Manager field on the Billing Terms form, you were not able to save the update and you received this error message: "Please Provide a Project Manager for table BT."
Defect 1270726: When you clicked Edit on the Contract Management form and entered a value containing decimal places in the Exchange Rate field on the Compensation tab, the value was rounded to whole numbers when you clicked Save.
Defect 1271340: When you attempted to enter values on the Contract Details grid on the Contract tab, the Project WBS levels collapsed after each entry and you had to continuously re-expand the levels in order to enter the values.
Defect 1262887: When you displayed an invoice on the Draft Invoice Approvals form in the Projects hub, the dates in the Bill Through Date, Bill Through Period, and Period Start/End Date fields on the Billing Session Options dialog box did not match the dates previously set using the Billing Session Options dialog box in Interactive Billing when you submitted the invoice.
Defect 1280281: When you opened a submitted invoice in Draft Invoice Approvals, the Prior Billed-To-Date field in the Draft Invoice Details grid did not display any values when previous invoices existed.
Defect 1230687: You could preview an intercompany billing invoice from the Invoices on File tab of the Intercompany Billing form in the desktop application, but you received an error if you tried to preview the same invoice from the Invoices form in the Projects hub in the browser application.
Defect 1271576: On the Labor tab of the Plan form, the displayed labor hour values of employees were incorrect. These values were higher than the correct labor hour values on the Resource View form in Resource Management » Resource View.
Defect 1277487: If your security role had limited rights to rate tables, when you selected Other Actions » Plan Settings in Hubs » Projects » Plan, you received the following error message: "The multi-part identifier "CFGBillingRateTableCode.Code" or "RateTable.Tablename" etc. could not be bound."
Defect 1280448: The value in the ETC Cost/Billing field was incorrect on the Expenses and Consultants tabs of the Plan form. The ETC Planned Cost/Billing fields were also incorrect in the Expenses and Consultants rows on the Project Review form, in Hubs » Projects » Project Review.
Defect 1174052: When the bar graph on the Invoices tab of the Projects form in the Projects hub included a bar that was very small, the bar's value did not display when you hovered your cursor over the bar.
Defect 1213882: In some cases, the info bubbles that display when you click the firm name in the Primary Client field or the Billing Client field on the Projects form did not display the correct address. If the firm has an address designated as Primary, the info bubble should always display that address, regardless of the firm address selected for that specific project. If the firm has no address designated as Primary, the info bubble should not display an address.
Defect 1218992: When the Charge Type field on the Projects form was locked for your role (as configured in Screen Designer), and you tried to create a linked promotional project, a regular project was created instead.
Defect 1229511: When you tried to copy a project with a large number of task records (WBS level 3), you received an error message.
Defect 1254207: You received an error message when you attempted to save a new project created by either of these methods:
You clicked + New Project and selected either Promotional or Overhead from the Charge Type field.
You opened an existing project and selected Other Actions » Copy Project.
Defect 1265409: When you tried to replace the client in the regular project’s Primary Client field with another client from the list for a linked promotional project, you received an error message: "Cannot insert duplicate key row in object… The statement has been terminated."
Defect 1268159: If a Location field on the Projects form was set as Secured for a security role using Screen Designer, a user who was assigned that security role received the following warning message on the New Project form when creating a new project: "Field Country has been secured for your role." If the user then clicked Continue, this message displayed: "You will lose all unsaved changes if you leave this page." Neither message should have displayed.
Defect 1269428: This issue occurred when the Accounting module was activated but the CRM and Resource Planning modules were not activated. When you created a new project, the Approved for Use in Processing check box was not automatically selected on the Accounting tab of the Projects form.
Defect 1272750: When you selected Other Actions » Design and attempted to use the Tab Security field to allow new roles to access the Accounting tab, you received an error message.
Defect 1274064: On the Numbering form, when you edited the stored procedure setting in the Auto Number Source field for a project and clicked Apply, the arguments on the Stored Procedure Configuration dialog box were removed. This caused an error when you created new projects in Hubs » Projects » Project.
Defect 1279295: When you used the Copy option for a row in the grid on the Edit Project Structure form to copy a work breakdown structure (WBS) element, you received the following error when you clicked Save: "These columns don't currently have unique values." This error only occurred if the following were both true:
The WBS element that you copied had duplicate milestones.
At least one Projects area workflow was set up for the PRMilestone table with Insert/Associate selected as the workflow type.
Defect 1285045: When you tried to save a project that you modified on the Projects form, you received an error message: "Code q does not exist. The value for the Timescale will not be set."
This occurred if the project had the following settings on the Estimated Fee tab of the Contract Management form (Hubs » Projects » Contract Management):
The Allocation Method option was set to Spread Evenly Across Time Scale.
The Time Scale option was set to Quarterly.
Defect 1268168: When you clicked View Absence Request Schedule, the dd/MM/yyyy date format that you selected in My Preferences » Date Format was not applied on the Absence Request Schedule dialog box, which instead used the MM/dd/yyyy date format.
Defect 1263768: After you created and saved an activity in the Activities hub, the calendar did not display the name of the activity and its details when you viewed it in My Stuff » Calendar.
Defect 1265354: When you created a follow-up activity, you were unable to assign an owner to an employee of the activity.
Defect 1269445: If you displayed the Billing Terms Review dashpart in your dashboards, the data for the dashpart did not display for firms with large databases.
Defect 1265110: When you searched for employees using the Custom Search dialog box, the employee names that you selected on the New Employee Search dialog box were not retained after you clicked Apply Selected or Apply All.
Defect 1243726: When a report included a user-defined grid field that also had a currency field, the subtotal/final totals were multiplied by the number of user-defined grid rows even though the project row only displayed once in the report. This resulted in an incorrect total.
Defect 1246083: The hours that displayed on the Project Planning Schedule report did not match the hours that displayed on the Plan form (in Hubs » Projects » Plan) when you set the Show option to Hours.
Defect 1251640: On the Favorite Reports tab of the Reporting form, when you deleted a favorite report that was currently used in a dashboard, you received an error message indicating that the favorite report was used in a dashboard, but the message did not indicate which dashboard.
Defect 1260594: When you opened a saved search, changed a search value, and then ran the report, Vantagepoint Search displayed the previous value instead of the updated value.
Defect 1266305: When you used the Favorites tab to generate a favorite report with the Executive report type, you received the message: "Report is being generated..." and the report window stopped responding. This occurred if you used task or WBS3 search criteria to generate the Executive type favorite report.
Defect 1266818: On the Project Labor Detail report, when you selected the Specific Labor Posting format, no labor postings were displayed in the Time Frame Options grid on the Options tab.
Defect 1268161: When you generated a Project List report, the value of the estimated fee was not converted based on the current rate of the presentation currency.
Defect 1271975: On the Options tab of the Employee Labor Audit report, when you set the Time Frame field to Date Range, entered the required start and end dates, and saved those changes, your received this error message: "The value entered is not a valid date format."
Defect 1275087: When you generated the Accrued Time report, the report did not include the adjusted hours for employees if:
The Include Date Range option was selected in the report options.
The end date of the date range matched the post date of the adjusted hours.
Defect 1276695: When you added a user-defined column from the Employees hub to the Asset Item Export report, you received an error message when you tried to run the report. The user-defined Employees hub columns have been removed and user-defined columns from the Equipment hub have been added.
Defect 1277407: You could not save changes to a favorite Cash Receipts report if you originally saved the Cash Receipts report only for yourself and you then edited the Cash Receipts report from the Favorites tab of the Reporting form.
Defect 1278658: When you set the Employee Hire Date to Last/Next Month and used it as a search criterion, you received an error message when you tried to run the Employee List report.
Defect 1279205: When you saved a report favorite for Myself and My Role, the Manage Favorite and Delete grid row options did not display.
Defect 1279665: If, on the Options tab for the Project Earnings report, you selected a period range under Time Frame Options and then set the Find Activity in This Time Frame option to Period Range, Vantagepoint ignored the period range when you generated the report and used the current period instead.
Defect 1279667: Lookup-based, custom reports did not return the correct results, because the report path rather than the report name was used to retrieve the custom options. As a result, the custom Lookup options loaded incorrectly.
Defect 1280397: When you clicked Run on the Actions Bar of the Cash Flow Statement or Cash Flow Forecast reporting forms, the reports were not generated and no error message was displayed.
Defect 1280404: This issue applies if you have multiple companies in Vantagepoint. For the AR Aged report, when you opened the report options and clicked + Manage Grouping for the Grouping and Sorting grid on the Columns & Groups tab, Due from Company was missing in the grid on the Select Groupings dialog box.
Defect 1280454: When you ran the Labor Resource Planned and Actuals report for a plan and the Tasks with No Resources Assigned option was selected by default, the Total Planned values of the report were incorrect because another entry on the report displayed the sum of the available planned values.
Defect 1287293: When a saved search was used to select a subset of records on the Office Earnings Report, an error occurred during report processing.
Defect 1259578: This issue occurred when you clicked the pencil icon in the Field Settings column in the User-Defined Field grid of the form in Settings » Time » Options. When you entered new values on the Field Settings dialog box and later changed the sort order of those value entries by clicking ^ next to the Value column, the user-defined drop-down values on the Timesheets screen did not match the new sort order that you specified in Settings. Sorting by the Value column header is now disabled.
Defect 1264932: When you selected the For Myself option when adding a timesheet in My Stuff » Timesheets, no fields displayed on the Add Timesheet dialog box.
Defect 1274070: When you added and applied a new project on the Custom Search dialog box, you received an error message: "Server was unable to process request."
Defect 1275076: In some instances, when you upgraded a database from Vision, Client Name was not included in the list of available columns on the Left Grid Settings dialog box.
Defect 1270681: This issue occurred if you selected the EngIish (International) language when you logged in to Vantagepoint. In the Outlook add-in, the project stage in the Vantagepoint Project History section showed the project stage code instead of the description.
Defect 1282074: The tax liability amount on the Payroll Posting log and the Form 941 Worksheet report did not match.
Defect 1279856: On the Resource View form, when you searched for all active employees and clicked an employee name, you received a "You do not have access." error even though your security role has Read Only rights to the Employee hub.
Defect 1268834: If you ran and saved a search that included a User Defined lookup, when you opened the saved search again, instead of displaying the lookup value selections, Vantagepoint displayed the values as Undefined.
Defect 1269393: The search results were incorrect when you used an advanced search with the following settings:
You set the Project Level option for a search criterion to Phase level.
You set the Display option to All Matches.
Defect 1279841: When a Project Advanced Search contained two expressions, used an OR operator, and one of the expressions included a child grid (for example, employees or contracts), the search results were incorrect.
Defect 1280346: When a new row was added to a report's saved search options, if you navigated away from the search and then back, the newly added rows were removed.
Defect 1289849: The Project Search feature was freezing in the following areas when the multicompany database in use only included one organization level:
Batch billing
Interactive billing
Billing terms
Projects hub
Project reporting
Defect 1267314: In several places in Vantagepoint, such as report selection criteria or Transaction Settings, if you started to enter the selection criteria and then pressed the BACKSPACE button on the keyboard mid-entry, all items were erased.
Defect 1279932: The Approvers grid in Settings » Accounting » Transactions » Transaction Center Approvals was cut off and did not display the full list of approvers.
Defect 1277403: This issue applies if you have multiple companies in Vantagepoint. In Settings » Billing » Accounts Receivable, when you entered an AR account in the Cash Receipt Mapping Accounts grid and tried to save it, you received the following error: "Field UIAccount does not exist."
Defect 1266780: In the desktop application, the Fee heading still displayed in the invoice output even if you left the Fee field blank on the Sections tab of the Invoice Template Editor.
Defect 1272054: When you used Vantagepoint to send an email message, you received an error message: "Please re-enter your Email password. Email can be setup in Configuration System Setup. Please see the online help." However, the email message was still sent. This occurred in all Vantagepoint areas from which you can send an email message.
As a workaround, you can manually enter your password again on the Communications settings form in Settings » General » Communications.
Defect 1270146: Divider lines that you added in Screen Designer were removed if you upgraded to Vantagepoint from Vision 7.6 or Vantagepoint 1.1.
Defect 1280331: You received a “Please provide a RequiredFor for tables CFGScreenDesigner” error in the following scenario:
You logged in to Vantagepoint with a security role that has rights only for the Overview tab in the Projects hub and rights to Screen Designer.
In Screen Designer for the Projects hub, you changed the security for the Billing Client field on the Accounting tab for another security role.
Defect 1263874: This issue occurred after you upgraded to Vantagepoint from Vision, if you did not own the Resource Planning module in Vision. If a security role has full access to all menu items (specified on the Overview tab in Settings » Security » Roles), users with that role received a “You do not have access” error message when they selected Hubs » Projects » Plan. Now when they try to open the Plan application, they receive a message that tells them to set the application record access for Project Plans to Full on the Record Access tab in Settings » Security » Roles.
Defect 1265620: On the Access Rights tab of the Roles form, when you selected Application Tabs in the Functional Area, you received an error message indicating that you had no access.
Defect 1268166: When you clicked the pencil icon on the User Defined Field grid to open the Field Settings dialog box and then added multiple values, the scroll bar next to the values list was removed and the Save button was not visible on the dialog box.
Defect 1220490: When you created a user-initiated workflow from the Projects area, the generated workflow email notification message incorrectly displayed the employee number instead of the employee name in the Business Development Lead field.
Defect 1262738: When you created an email reminder alert for an activity, the email that was distributed displayed [WBS1] instead of Project in front of the project name.
Defect 1282137: If the expense approvals feature was enabled and was configured to send an email notification when the approval workflow is complete, the name of the approver and the approval date were missing in the email notification.
Defect 1256925:The workflow email notification message incorrectly showed the employee number and stage number instead of the proposal manager name and stage description.
Defect 1273303: When you created a user-initiated workflow for the Firms hub and added an Email Alert in the Actions grid, the generated email alert fields did not display the correct data.
Description: The page that contained links to download the mobile application in the App Store and populate the Server URL in the downloaded application was not displayed on iPad devices.
Defect 1267250: If you entered a new voucher file name that exceeded 32 characters when creating a new voucher file, you received an error message: "String or binary data would be truncated. The statement has been terminated."
Defect 1268031: When using AP Invoice Approvals with an AP voucher, if you attempted to approve multiple records without refreshing the screen, you received an error message: "The record you are trying to update has been updated by another user."
Defect 1257167: You could not filter on the Post User column in Transaction Center » Posting Review if you did not have access to users in Role Security Settings.
Defect 1176448: When you posted timesheets, you received an error message: "Concurrency Violation: the UpdateCommand affected 0 of the expected (x) records."
In other areas of Vantagepoint, the posting status of the timesheets displayed inconsistently, as Incomplete, Posted, or not posted at all. In Transaction Center » Posting Review, the affected posted timesheets were not visible in the posting logs.
Defect 1271557: When two or more users were logged in on the same machine, or one user was logged in to two different databases, the transaction file creator in Transaction Center » Transaction Entry did not display the correct name in the Creator field.
Defect 1272125: When you created a new transaction file in a prior period, the Create Period field in the grid displayed the current period. This issue occurred when you set the Use Files to Group Transactions option to Yes in Settings » Accounting » Transactions.
