Welcome to the Deltek Vantagepoint 3.0.1 Release Notes, which describe the new features and enhancements introduced in this release.

These release notes address all of the modules associated with Deltek Vantagepoint 3.0, some of which your firm may not use. Skip the sections that do not apply to your implementation of Deltek Vantagepoint.


Important Notes


Known Issue with Previewing Reports and a Shared Databases.enc Path

Due to security changes implemented in Vantagepoint 3.0, you will not be able to preview reports if you use a Shared Databases.enc path. For this reason, you will not be able to use a Shared Databases.enc path with Vantagepoint 3.0 until further notice.

To avoid using a Shared Databases.enc path in 3.0, please complete the instructions below for new Vantagepoint 3.0 installations and upgrades from an earlier version of Vantagepoint to 3.0.

Review the release notes for each future Vantagepoint 3.0.x release to identify when this issue has been resolved and what actions are necessary to restore or implement a Shared Databases.enc path.

New 3.0 Installations

For new installations of Vantagepoint 3.0, when you are prompted to create (or use) a Shared Databases.enc path, select No.

Upgrades to Vantagepoint 3.0 from an Earlier Vantagepoint Version

If you are upgrading to Vantagepoint 3.0 from an earlier version and are using a Shared Databases.enc path, you need to make the following changes: 

  1. Open Notepad on each Vantagepoint server and dedicated process server using Run as Administrator.

  2. Edit the <drive>:\Program Files\Deltek\Vantagepoint\Web\web.config file:

  1. Locate the following line in the <appSettings> section, which should be line 24 when word wrap is not turned on: <add key="DatabasesEncDirectory" value="<”(path to databases.enc)" />

  2. Comment out this line by adding <!-- to the beginning of the line and --> to the end of the line. Example: <!-- <add key="DatabasesEncDirectory" value="(path to databases.enc)" />-->

  1. Copy the Databases.enc file in the shared location to the <drive>:\Program Files\Deltek\Vantagepoint folder on all existing Vantagepoint web and dedicated process servers.

  2. Use the Weblink utility on the primary Vantagepoint web server when making any changes to Databases.enc.

  3. If you make changes to Databases.enc using the Weblink utility, you need to complete the following after each change:

  1. Copy the updated databases.enc file to each Vantagepoint web and dedicated process server.

  2. Restart IIS and the Deltek Vantagepoint Process Server 3.0 service.

 

 


Regulatory Enhancements


Federal


Federal Taxes 2020: Social Security Wage Base

The Old-Age, Survivors, and Disability Insurance (OASDI) taxable wage base increases from $132,900 to $137,700 in 2020. The maximum 2020 OASDI portion of the Federal Insurance Contributions Act tax payable by each employee is $8,537.40 or 6.2% of the wage base, up from $8,239.80. Employers match the employee amount with an equal contribution. The Medicare or Hospital Insurance tax rate remains 1.45% and is applicable to all wages paid during the year. An additional 0.9% in Medicare taxes applies to individuals with annual earned income of more than $200,000, and $250,000 for married couples filing jointly.


Federal Taxes 2020: Federal Withholding Tables

The Internal Revenue Service (IRS) released Percentage Method Tables for Automated Payroll Systems that will appear in Publication 15-T, Federal Income Tax Withholding Methods (for use in 2020). Vantagepoint has not yet started using the new Form W-4. Vantagepoint is using the Standard Withholding Rate Schedules if the Form W-4 is from 2019 or earlier, or if the Form W-4 is from 2020 or later and the box in Step 2 of Form W-4 is not selected.

Enhancements


API: Expose the User API


The User API is now available to allow API consumers to get User record information, which a specific Vantagepoint user created or modified, by exposing the following fields:

 

If an existing custom integration leverages a query that searches by users, and uses the “=” operator, you must update it to use this new API in order to work correctly.


Exports Utility: New Data Packs and Data Export Definitions


The Exports utility (Utilities » Imports & Exports » Exports) has new data packs and data export definitions specifically designed for integrating Vantagepoint with the following accounting software:

Use the new data export definition as a starting point to suit your specific needs for the integration with any of the three software products. Deltek recommends that you copy a data export definition to create a new one, and then modify the new one as needed. It is also recommended that you work with Deltek Consulting or a Deltek Partner to get the most out of this integration.

Reverse Charge Taxes for Intercompany AP Vouchers


You can now apply a reverse charge tax to an intercompany AP voucher. This tax may be necessary when the following apply:

Deltek recommends that you consult your tax advisor for the particular situations in which you may need to apply a reverse charge tax to an intercompany AP voucher.

To specify a reverse charge tax code to use for intercompany AP vouchers:

  1. In Settings » Accounting » Intercompany Billing in the desktop application, click the Subledger Terms tab.

  2. In the Invoice section, leave any Tax Code field blank if it corresponds with an AP voucher reverse charge tax code that you enter in the Tax Code fields in the Voucher section on this tab. A "corresponding" tax code means that if, for example, you enter a reverse charge tax code in the second Tax Code field in the Voucher section, you must leave the second Tax Code field in the Invoice section blank.

  3. In the Voucher section, enter up to three reverse charge tax codes in the Tax Code fields for intercompany AP vouchers.

The corresponding Tax Code fields in the Invoice section on the Subledger Terms tab are now disabled.

On the Options tab in Settings » Cash Management » Tax Codes, for a reverse charge tax:

When you use a reverse charge tax code on an intercompany AP Voucher, the following apply:

The tax amount on the intercompany AP voucher is "reverse charged" to the owner of the AP voucher (the company who owns the project).

The Touch Server for this version of the Deltek Vantagepoint mobile application has been upgraded to support PHP 7.3.13.


Software Issues Resolved


Billing


Defect 1231643: The font styles that you specified for invoice text in the following locations were not correctly applied when you finalized invoices in Interactive Billing and Batch Billing:

Defect 1078273: On the Invoice Creation tab in Batch Billing, an existing saved option that you entered using Saved Options was overwritten and no longer available when you created another saved option.


Billing >> Interactive Billing


Defect 851309: On the Interactive Billing form, when you clicked Other Actions » Download for Editing and then opened the invoice in Microsoft Word, the section totals in the invoice were not aligned correctly.


Defect 1225523: In Interactive Billing, you received a "Field Key does not exist" error when you tried to update the percent complete for a fee-based invoice.


Cash Management >> Bank Reconciliation


Defect 1215357: If the database date format differed from the default Vantagepoint date format, when you selected Other Actions » Create Transaction Entries and then clicked Create on the Create Bank Transaction Entries form, no entries were created.


Defect 1231203: On th Summary tab of the Bank Reconciliation form, the amount in the Payments field was not updated when a voided transaction was part of a larger EFT payment.


Defect 1231382: On the Import tab, when you imported a transaction record without a reference number and you tried to match the imported record to an existing record, an error occurred when you tried to save the selected (matched) record.


Cash Management >> Payment Review


Defect 1228502: On the Payment Review form, when you clicked the hyperlink in the Payment Number column in the Payments grid, the AP Payment Processing Posting Log did not display as it should have when your role had the appropriate security to access it.


Defect 1231246: In Payment Review, when you voided a payment in a prior period, it incorrectly posted to the current period.


Cash Management >> Vendor Payments


Defect 1212771: Vouchers that you selected for an automatic vendor payment run were no longer selected when you converted the run to a manual payment run.


Defect 1228508: If you have a vendor whose multiple vouchers net to 0 (zero), the vouchers did not display in the Vendor Balances grid on the Vendor Payments form. This prevented you from selecting those vouchers to process (“pay”) to clear them from the AP ledger. Now, you can see these vouchers in the Vendor Balances grid and select them for processing if you turn off the Vendors with Vouchers Selected setting on the Vendor Balances grid toolbar.


Hubs >> Employees


Defect 845396: When the ADP fields were hidden for individual employee records, the ADP fields did not display in any employee records until the Employees hub was reloaded.


Defect 1231121: In the Employees hub, the Bonus field in the Other Pay section of the Payroll tab did not display. In addition, the Other Pay fields had incorrect labels.


Defect 1232046: In the External Payroll Information section of the Accounting tab, there were instances in which you could not edit the Paychex Employee Number and Paychex Rate Number fields.


Hubs >> Firms


Defect 1118913: The filter fields on the Associations tab in the Firms hub were not filtering correctly.


Defect 1162035: Changes that were made in the Screen Designer for firm labels displayed on the Firm Type dialog box or when you edited a firm record in the Firms hub. The changes did not display in the Firm Summary pane or when you displayed the record in presentation mode.


Defect 1192043: When two firm records that were imported from Vision had the same firm number in Vantagepoint (in the Firm Number field), you could not make changes and save these records. If you tried to do so, you received an error message.



Defect 1203288: In the Addresses grid on the Overview tab of the Firms form, if you resized the column width of more than one column, the column widths reverted to their default widths.


Defect 1232554: When you merged a vendor type firm with a client type firm on the Combine Records tab of Utilities » Key Conversions » Firms, the values for the following fields on the Vendor tab of the Firms form were not transferred to the merged firm record:

Then, in the Addresses grid on the Overview tab, the setting for the firm address' Payment option was not transferred and became cleared (unchecked). This caused a blank Payment Address field on the Vendor tab.


Hubs >> Projects >> Contract Management


Defect 1228473: In some cases, when you changed a contract number on the Contract tab of the Contract Management form in the Projects hub and then tried to save, you received a "Column:FeeDirLab does not exist" error.


Hubs >> Projects >> Draft Invoice Approvals


Defect 1125493: In the Projects hub, when you changed the key employee in a role that approved billing invoices for the project (for example the project manager role), the newly assigned employee was unable to approve billing invoices in Draft Invoice Approvals. The Approval button was not available.


Hubs >> Projects >> Plan


Defect 1228465: This issue occurred when you created an e-mail alert for plans in Settings » Resource Planning » Alerts and the alert had the plan name in the email Subject field. When you created and tried to save a new plan in the Projects hub, the save action locked and never finished. The email alert was never sent.


Defect 1236808: When users performed actions that required Vantagepoint to retrieve a project with a large amount of plan data, CPU usage on the database server increased significantly, degrading performance in a number of areas of the product.


Hubs >> Projects >> Project


Defect 1217777: In the Project hubs, the auto-generated number for the project number did not follow the auto-numbering configuration that included the use of characters in the auto-number expression. This occurred because characters are not valid for project numbers. (The auto-numbering expression for projects was incorrectly configured with a character on the Expression Configuration dialog box of the Setting » Workflow » Numbering.)


Defect 1225478: If the Country field for the primary client on the Overview tab was left blank, the project record did not save even when the field was not required.


Defect 1229225: When you used the List View in the Projects hub, the Bill By Default field was blank until you clicked the field.


Defect 1232559: When you entered a value in the Task to Adjust field on the Accounting tab of the Projects form, and then you accessed the Project Structure dialog box and closed it, the value in the Task to Adjust field was changed to a task that was not available in the project’s phase.


Defect 1232963: In the Project hubs, a timeout error occurred when a project was created. This occurred if auto-numbering was incorrectly configured to exceed the key format length for projects. You set up project auto-numbering in Settings » Workflow » Numbering.


Defect 1232973: If you belonged to a role with project record access restrictions and tried to create a project by using a template, you received an error message.


Installation


Defect 1229684: When you ran a Project, Planning, or Accounts Receivable report and then selected a project record in the Projects hub, the project did not load until the report was generated.

Defect 1228527: When you modified the column labels in Settings » Labels & Lists » Labels and then selected either a timesheet line or an expense line in the Approval Center, the updated custom labels for the phase and task number columns were not displayed.


My Stuff >> Expense Report


Defect 757349: When you copied an expense report from iAccess, the current mileage rate was not used. The current mileage rate was instead taken from the copied expense report.


Defect 1228509: In the Total Tax Amount column, when you changed a copied expense line's Tax Code field to the GST_0 code (to have a zero tax amount), and then you saved and generated the report, the generated report had a tax amount of 1.00.


My Stuff >> Reporting


Defect 1119895: You could not modify and save a new favorite Resource Utilization by Organization report from an existing report of the same type.


Defect 1184188: On the Employee List report, if you selected a user-defined field from a user-defined grid in the Grouping and Sorting section on the Columns and Groups tab, you received an error message when you generated the report.


Defect 1207844: When you downloaded the Fee Remaining report to Excel, Vantagepoint duplicated the project's first phase above the Total Project line item.


Defect 12311553: When you generated either the Labor Resource Actuals or Labor Resource Forecast report, the Final Totals section was not displayed.


Defect 1225426: When you selected Sort By » Employee on the Options tab of the Project Detail report and then generated the report, the output was sorted by labor code.


Defect 1225470: You could not run Project reports if they included calculated fields that were set to Perform Calculation On » Each Row on the Query. In addition, if any calculated fields included user-defined fields, the calculated fields did not display any amounts unless the user-defined field was also included as a column on the report. 


Defect 1228602: On the Options tab of the Income Statement report, previous and future general ledger budget options were not available. Only the present general budget option was included in the budgets list.


Defect 1229140: The date columns in both the Employee List and Employee Labor Detail reports did not apply the date format specified in the Date Format field on the General tab of My Preferences.


Defect 1229701: When you selected Under-Utilized and Under-Scheduled in the Include Team Members section on the Options tab of the Resource Utilization by Organization report and then generated the report, it incorrecntly included all records.


Defect 1231194: When you included the JTD Effective Multiplier column in the Project Earnings report, the value in the generated report did not include overhead in its calculation and was incorrect.


Defect 1231256: On the Columns & Groups tab of the Contract Management report, the project level of the Phase Number group option was set to Project instead of Phase.


Defect 1231355: On the Columns & Groups tab of the Project List report, when you classified a user-defined grouping (for example, Task Responsibility) as a Task project level, followed by other groupings classified as Project, Phase and Task project levels, you received an error message when you tried to view the report.


Defect 1231572 and 1225475: When you opened an Employee List report and tried clicking any of the reporting action buttons on the reporting menu, none of the buttons worked if the database you used did not have Accounting or Time & Expense modules activated.


Defect 1231656: When you generated an Employee List report, the report only contained the names of active employees. Terminated employees were not included.


Defect 1232510: When you created a new user defined field (for example, Pay Class) on the Vendor tab of Hubs » Firms, the data from the new user defined field was not shown in the Vendor Data Export report.


Defect 1232517: On the AR Statement report, when you added an image file, ran the report, and then saved the report as a favorite, the image was not saved in the Margins and Images section of the Options tab.


Defect 1232980: The Labor Detail report usedincorrect employee ID numbers and transaction detail during the period of 3/31/19 to 4/6/19.


Defect 1233012: Sometimes, if you clicked on a drill down value on the Project Summary report, Vantagepoint returned a system processing error when one or both of the following were true:


My Stuff >> Timesheet


Defect 1223510: This issue occured when you set Start/End Time Entry to By Day in Settings » Time » Options and the active company was not the same as the timesheet company. When you selected Other Actions » Print » Start/End Timesheet and previewed the report, it did not show the start and end times entered on the timesheet.


Defect 1232624: When you created a new user defined field (for example, Province of Employment) with a list of values in Hubs » Employees, and used it as a new custom search option in My Stuff » Timesheet, the list of values was not available.


Resource Management


Defect 1226896: An employee with no project assignment showed hours assigned in Resources » All Resources view in Resource Management » Reporting when a generic resource had the same ID as the employee.


Screen Designer


Defect 1055450: When you used Screen Designer to hide child fields that make up compound fields, the child fields still displayed in list view in hubs. An example of a child field is the City field that is part of the Location field in the Projects hub.


Defect 1219543: Two issues related to Screen Designer and the Projects hub were fixed:

Defect 1232588: In the Debit and Credit Distribution by Organization grid of the Posting Accounts form, all tasks from all phases of the project were available for selection in the Task field, even after you selected a phase in the Phase field. The tasks available to you in the Task field should have been filtered (limited to only tasks for the phase that you selected).

Defect 1231251: In the Transaction Center Approvers grid, some approvers were listed by employee number instead of by employee name.

Defect 1167868: The Account ID and API Key fields were required in the XE.com Settings section in Settings » Currency » Options, even when XE.com was not in use.


Settings >> General Ledger


Defect 1217039: If in Settings » General Ledger » Chart of Accounts you tried to change an account's status to Dormant, the wrong error message displayed and did not explain why the account could not be changed to dormant.


Defect 1225500: You could not add a dormant account to an account group table in Settings » General Ledger » Account Group Tables


Settings >> Resource Planning >> Resource Settings


Defect 1231561: When you set the minimum threshold for utilization or scheduled hours on the Resource Settings form (Settings » Resource Planning » Resource Settings) higher than the default maximum threshold value (105 percent), that minimum threshold was saved correctly. However, Vantagepoint incorrectly showed the minimum threshold as 105 percent the next time that you displayed the form. A similar problem occurred if you set the maximum threshold lower than the default minimum threshold (95 percent). In that case, the maximum threshold was shown as 95 percent the next time that you displayed the form.


Settings >> Security >> Roles


Defect 1179080: In some cases, even though your role had access to project plans (Projects Hub » Project » Plan), you were unable to access project plan records. The Overview tab in Role Security settings indicated that the role had project plan access, but it was not listed in the Application Records List on the Records Access tab.


Defect 1230968: The Role Security Settings application could stop functioning when you added or removed options for a role.


Settings >> Workflow >> Approval Workflows


Defect 1215241: On the Workflow tab of the Approvals Configuration form in the desktop application, when you tried to configure the conditions of an approval step on the Conditions dialog box with the VE.Specialty option specified in the Column field, the Value field displayed a text field instead of a drop-down list.


Defect 1231707: In the the desktop application, you should have been able to delete an approval workflow on the Approvals Configuration form if it had not been used yet (no approval records were associated with it).


Settings >> Workflow >> Scheduled Workflows


Defect 1216885: This issued occurred on the Scheduled Workflows form when you added a scheduled project workflow with PRMilestone selected in the Workflow Table field, and you added a condition for it using the Milestone column on the Conditions dialog box. When you added an action for the workflow and you tried to use the Milestone column on the Conditions dialog box to enter a condition for the action, you were required to enter text in the Value field. The field should have displayed a drop-down list of project milestone names for you to choose from.


Touch >> Touch Time and Expense


Defect 1230489: If you were an approver in at least two companies and you had no other access to one of them, the Change Company option on the context menu of the Time Approvals screen would be disabled. As a result, you would not be able to approve a submitted timesheet in the company to which you had no other access.


Transaction Center >> AP Invoice Approvals


Defect 1231347: When you changed the order of the columns on the Select Purchase Orders dialog box in the AP Invoice Approvals application, the order was not retained the next time that you opened the dialog box. To access this dialog box, click the Edit row tool for a row in the grid on the AP Invoice Approvals form and then click the Purchase Order field.


Defect 1235099: This issue occurred when you created a new AP invoice approval in the AP Invoice Approvals application and the following applied:

Result: The voucher was not added to the run that you selected. Instead, it was added to the most current run, which you could see in Transaction Center » Create Voucher from PO in the desktop application.

Defect 1209185: The print preview was not loading when you clicked the printer icon at the end of a payroll journal row in the Posting Logs grid. This occurred when Other Options was set to Show Report Options.

Defect 1182234: When you chose a group from the Employee Group drop-down list and then selected and posted an item from that group, the filter was lost and all groups were displayed, although you were still in the group that you originally selected.


Defect 1224125: On the Timesheet tab, when you selected the Print-Errors Only option, the Transaction List Errors report did not include the list of errors. When you selected the Print option, the Transaction List report also generated the same results.

Defect 1226124: If you imported projects using the Projects import utilitiy in the desktop application and the import fields included one or more Info Center type custom fields, you received a "Project <project number> does not exist" error when you tried to edit information in Vantagepoint for one of the imported projects.


Defect 1229637: This issue occurred when you imported units using the imports utility in the desktop application. If you included the Employee field in the import mapping, you should have been required to also include the EmployeeCompany field in the mapping.


Defect 1234628: When you used the desktop import utility to import a text file that included break times, the default meal time for the record in the Employees hub always displayed as 12:00AM to 12:00AM.

Defect 1235528: When you used the Create Contracts from Fees utility in the desktop application (Utilities » Updates » Create Contracts from Fees) to create contracts for multiple projects at one time based on their compensation amounts, the utility created the contracts correctly at the project level, but it did not create any contract detail when a project had compensation amounts at lower work breakdown structure levels.

Defect: 1221311: The Search and Replace utility was not recognizing decimal column types. As a result, when you added and saved a new custom currency type field for a project in Screen Designer, and then tried to update the new custom currency type field using data from another column in Search and Replace, you received the following error: Error converting data type varchar to numeric.

Known Issues

Utilities » Updates » Refresh Billing Extensions

When you ran Refresh Billing Extensions, it changed the billing rate for overtime. This known issue will be addressed in a future release.
