Welcome to the Deltek Vantagepoint 2025.2.3 Release Notes, which describe the new features and enhancements introduced in this release.
These release notes address all of the modules associated with Deltek Vantagepoint 2025.2.3, some of which your firm may not use. Skip the sections that do not apply to your implementation.
Alabama 2025 Overtime Exemption Update
In 2023, Alabama passed a law exempting overtime compensation from state income taxes from Jan. 1, 2024, to June 30, 2025. The exemption applies to overtime compensation paid during the exemption period to employees paid on an hourly basis for work performed in excess of 40 hours in a week. The exemption applies to any overtime compensation provided in accordance with the FLSA, under HB 407. This change will remain in effect until the exemption expires on June 30, 2025. HB 407 also amends employer reporting requirements to conform with the exemption modification.
Georgia 2025 Tax Updates
The updates for Georgia are effective July 1, 2025:
The flat rate decreases from 5.39% to 5.19%.
The supplemental tax rate decreases from 5.39% to 5.19%.
Percentage Method for Employee Withholding:
Use these instructions to calculate employee withholding using the percentage method.
Subtract the applicable standard deduction as indicated in column (1) - (3) of Table E.
If employees claim dependents, subtract from the amount arrived at in (1) the appropriate dependent amount as set out in column (4) of Table E.
Multiply the amount arrived in (2) by 5.19%.
If zero exemption is claimed, subtract the standard deduction only.

Virginia Tax Update
Effective July 1, 2025, the standard deduction in the formula increases from $8,500 to $8,750.

Defect 2413889: This issue applies for dashboards that have Project, Project Detail, or AR Detail dashparts with a SQL Where clause that uses OrgLevel2 or OrgLevel3 from the Organization table on the role's record level View Access for Projects. When you tried to run and display a dashboard with any of those dashparts, you received an error message stating that the column name OrgL2, OrgL3, or both were invalid.
Defect 2418019: When a plan had a WBS3 task and labor code under it, and there were expense, consultant, or unit assignments under the WBS2 phase level, bad data was generated during the upgrade. If Time Phase Data (TPDs) were present under those assignments, the planned data did not upgrade, and an error appeared, although the plan itself was upgraded.
Defect 2420960: When you generated planning data that included expense and consultant planned amounts, project planning and reporting experienced delays.
Defect 2417318: When you added a new phase to an existing project record on the Projects form and saved the changes, an error occurred due to a date data type conversion issue. This happened if you changed the fee allocation method to Use Revenue Forecasts option by using the Search and Replace utility or by using a workflow.
Defect 2411693: This issue applies if you import credit charges in Vantagepoint using the Credit Card Reconciliation application. Matching expense lines and credit card charges did not display on the Matched Credit Card dialog box when the entry in the Merchant Description field for an expense line in an expense report did not exactly match the description for the import charge.
Defect 2411285: This issue applies for the Project Earnings report. The JTD Unbilled Gain/Losses column in the report was blank when the opt-in feature titled Performance Improvements: Project Earnings Report - Only Include Needed Columns in Query was enabled in Settings » General » Opt-In Features.
Defect 2413861: The Project Earnings report did not display the client address when the opt-in feature titled Performance Improvements: Project Earning Report - Only Include Needed Columns in Query was turned on in Settings » General » Opt-In Features.
Defect 2413881: On the Project Earnings report, the Business Development Lead and Marketing Coordinator columns were blank.
Defect 2406484: This issue occurred when you upgraded from Vantagepoint version 7.0 to 2025.1. When you opened an existing proposal template, the Select Projects option was missing in the Text Properties pane. This option has been added to the pane for the first page of the template, as a partial fix.
Defect 2403814: This issue occurred when a source database had a user-defined field with a Comment History field type in the Projects hub. When you tried to import settings into a target database in Transfer Settings, the import failed, and you received the following error message: "There is already an object named <xxxxxx> in the database."
