Alabama 2019 Tax Update
The thresholds for determining the value of an employee's standard deduction have increased. For more information, see https://revenue.alabama.gov/wp-content/uploads/2019/01/whbooklet_0119.pdf.
Colorado 2019 Tax Update
These are the updates for Colorado for 2019:
The tax bracket thresholds for the percentage method have increased.
The value of an allowance has increased from $4,050 to $4,200.
Maryland 2019 Tax Update
The tax rate in Caroline County increases from 2.80% to 3.20%. For more information, see the following:
Michigan 2019 Tax Update
The personal exemption amount increases from $4,050 to $4,400.
A bill (S.B. 748) increased the state's personal exemption amount to $4,050 in 2018. The same bill will increase the amount to $4,750 in 2020 and to $4,900 in 2021, after which it is to be adjusted for inflation.

Minnesota 2019 Tax Update
The value of an allowance increases from $4,150 to $4,250, according to the revised formula, which is effective as of January 1, 2019. The formula was otherwise unchanged from its previous revision, released December 14, 2018. For more information, see https://www.revenue.state.mn.us/Forms_and_Instructions/wh_tables_19.pdf.
Mississippi 2019 SUTA Electronic Filing
Effective January 1, 2019, the Mississippi Department of Employment Security will require electronic filing of all state unemployment quarterly tax reports and payments. This requirement applies to all tax and wage reports. For more information, see https://www.mdes.ms.gov/media/10474/wagereport.pdf.
Montana 2019 SUTA Electronic Filing
Montana employers with at least 20 employees reported in any one quarter of the previous calendar year must file quarterly unemployment insurance (UI) reports electronically using a method approved by the Unemployment Insurance Division.
The requirement starts with wage reports filed for the first quarter of 2019. Montana did not previously require electronic unemployment report filing. Once required to file electronically, all subsequent reports must be filed electronically.

New Jersey 2019 Tax Update
The highest withholding rate, applying to incomes exceeding $5 million a year, decreases from 15.6% to 11.8%. For more information, see https://www.state.nj.us/treasury/taxation/pdf/current/njwt.pdf.
Oregon 2019 SUTA Electronic Filing
These are the SUTA updates for Oregon:
The Federal Employer Identification Number (FEIN) and Business Identification Number (BIN) are now required in the RE record.
The Address fields in the RS record have been removed.
Defect 1010265: When you edited existing notes through Billing Terms in the desktop application and used hard returns to mark the ends of lines, the formatting was ignored and the note displayed as one continuous line. However, the note displayed as it should have, with hard returns in place, when you saved or clicked away from the Notes field.
Defect 1053345: This defect applies if you require transaction dates to be within the active accounting period for transaction date validation. (This setting is on the General tab in Settings » Accouting » Company in the desktop application in DPS 1.1.x.) In AP Invoice Approvals, you received a validation error that informed you that the AP voucher date was not in the current accounting period. The validation was incorrectly checking the voucher date and end date against the current period instead of the active period.
Note: In Vantagepoint 2.0.1:
AP Invoice Approvals is now located located in the Transaction Center, in the browser application.
The Require Transactions Dates to be Within the Active Accounting Period setting is now in Settings » Accounting » Transactions, in the browser application.
Defect 1054753: When a client had multiple addresses, you could assign only one as the payment address and only one as the billing address. If using Firm Import or an API to import client information into Vantagepoint, more than one address was being assigned for primary billing and payment.
Defect 974341: When you created an employee record, if you entered employee information and then uploaded an image, the image was not saved when the new record was saved.
Defect 974829: If you entered information on the Add Touchpoint dialog box and clicked Add More Activity Information, some of the information that you entered for the touchpoint did not display on the Activity dialog box and had to be entered again.
Defect 1038569: After adding an Org Type user-defined field to the Activities hub, filtering on and selecting a value in this column in the List View resulted in an error.
Defect #1061764: In the Employees hub, when you changed the location of a column on any grid, the new column order was not preserved from one session to the next, nor was it preserved if you left the Employees hub to work in another application and then returned to the Employees hub.
Defect 1044531: Users with security roles that do not have access to the labor cost rate tables received the following error when accessing the Employees hub: "You do not have access." However, they could still click OK and access the Employees hub. They should have been able to access the Employees hub without getting the error.
Defect 1059508: Sometimes, an email address that was copied and pasted into the Memo field for a firm record caused an issue after saving. When the firm record was selected again, the record did not open. Instead, a random tab opened that displayed only the email address.
Defect #1061751: In the Firms hub, when you changed the location of a column on any grid, the new column order was not preserved from one session to the next, nor was it preserved if you left the Firms hub to work in another application and then returned to the Firms hub.
Defect 930629: After saving, you could not delete the value in the Firm Number field from the Summary pane in the Firms hub.
Defect 1029059: If you selected a labor category rate table for billing in Estimates mode in the Opportunities hub and that table included rates with effective dates, the Labor tab did not display a billing rate or a planned billing amount for those generic resources. In Vantagepoint 2.0.1, a rate and amount are now correctly calculated and displayed based on the applicable rate with the most recent effective date.
Note: In Vantagepoint, Estimates has been relocated. It is now a separate form in the Projects hub (Hubs » Projects » Estimates).
Defect 794607: When you opened the Notes dialog box to enter or view notes for a grid row on the Expenses tab or Consultants tab of the Projects form in Plan mode, a portion of the dialog box was not displayed.
Note: In Vantagepoint, you now view and update project plans on a separate Plan form in the Projects hub (Hubs » Projects » Plan), not on the Projects form.
Defect 1053889: In some cases, the estimate-to-complete (ETC) amounts displayed in the summary pane did not match the corresponding ETC amounts shown on the Labor Resource Forecast report.
Defect 1034728: This defect applies if you created a tax code for the Oregon statewide transit tax and used the tax code when processing employee payroll payments. The Oregon statewide transit tax amounts displayed correctly in Employee Review for employees, but the amounts did not appear in the electronic tax file that you generated for the Oregon 2018 W-2 electronic filing in Form W-2 Processing.
In Vantagepoint 2.0.1, a new Transit Tax Withholding Code field was added to the Form W-2 Electronic Filing Reporting dialog box in Payroll » Form W-2 Processing. The field displays when you select OR (Oregon) in the Electronic Filing Type field on the dialog box. The drop-down list in the Transit Tax Withholding Code field includes State, Local, and Other type withholding codes. In this field, select the withholding code to use to calculate the Oregon statewide transit tax.
Defect 1043392: There were various performance issues with logging in, searching and saving timesheets, and navigating from the Hubs to Timesheets or Expense Reports.
Defect 961804: The Deltek DPS product name did not display correctly in the subject for emails that were sent to you when you clicked the Forgot your password or User iD? link on the DPS Login screen.
Defect #1011745: In the Approval Center, users with approver role access experienced slow load times when they selected either Expense Lines or Timesheets from the Approval Center drop-down list.
Defect 725458: When you added a new line to an expense report and hovered over the Date field, the Calendar opened before you clicked in the field.
Defect 918581: You received an "Invalid Length parameter passed to the RIGHT functions" error when approving timesheets in the Approval Center.
Defect 1030468: This problem occured when you selected a saved search from the Search menu and then selected Custom to do a different search. After you selected a record from your new unsaved custom search, the search reverted to the saved search that you originally selected, and you could not select another record from your unsaved custom search.
Defect 1065325: Timesheets and expense reports loaded slowly from the Approval Center.
Defect 1009797: The Summarized Timesheet report columns were not wide enough to support 2-digit negative hours ( for example, -10 ).
Defect 1038108: When a unit table was selected for a project in the Projects hub, it did not auto-populate the Unit Table field of the timesheets grid.
Defect 869254: When you resized the columns on the left side of the timesheet grid and then opened another menu item and returned to the timesheet, the left side grid returned to the original size and your changes were lost.
Defect 1066733: When generating North Dakota W-2 electornic file in the desktop application, RS record fields 203 - 213, 214 - 22, 309 - 319, and 320 -330 were not populated with zeros. This resulted to an error when you tried to upload the file to the state's online portal, the Taxpayer Access Point (TAP).
Defect 1056692: This issue applied if you used an approval workflow for purchase order change orders. When you deleted a purchase order change order, the change order was not removed from the Approvals Review grid in Accounting » Approvals Review.
Defect 1058127: The Expense Group column in the Employee List report incorrectly displayed the expense group code instead of the expense group description.
Defect 1025813: When using the Internet Explorer browser to view a report with multiple drilldowns, you were not able to drill down to the second level and see subsequent report details.
Defect 1059482: The Invoice Number column on the Expense Detail report was blank for billed expenses.
Defect 1046219: The Summary report for a user-defined hub was not correctly sorting grid data by date columns when you specified that a date column in the grid be used as a sorting column for the grid.
Note: In Vantagepoint 2.0.1, these reports are in My Stuff » Reporting in the browser application.
Defect 965936: This issue applied when you had billing terms (Fee Terms) set up at the project level and you also defined sub-level terms (No fee billing at the sub level). When you ran the Fee Remaining report, it was blank and did not show the fee amount.
Defect 1025233: If you sorted the Contract Management report by contract status, the non-numeric data columns (for example, Request Date, Approved Date, Period) should have been blank on the Contract Status rows, but instead contained the same data that displayed on one of the detail rows below. (The amount columns on the Contract Status rows correctly contained the rolled-up totals for the status.)
Defect 978217: Even though a user's role did not have rights to Settings » Security » Users, the role should still have been able to create a search in the Activities hub using the Create User or Modify User fields. Instead, a search performed on these fields resulted in an error.
Defect 1054223: When creating a new search for records in the Firms hub, the Vendor Number field was not available as a search criterion.
Defect 1063699: Email alerts for the invoice approval process were sent with the DeltekAdmin_ prefix even though the Add DeltekAdmin_ prefix to the Default Sender Email Address option was not selected on the Communications form (Settings » General » Communication).
Defect 1065203: When setting up autonumbering for projects, you could not create an expression that used the primary client's firm ID because that field was not available on the Expression Configuration dialog box. (For example, you could not set autonumbering up to use the first five characters of the firm ID as a prefix for project numbers.)
Defect 1052468: When the PSA module was enabled, the following incorrect behavior occurred:
Under Settings » Organization in the desktop application, the General menu item was hidden and the Consolidated Reports menu item was not hidden.
You received an "Invalid Default Organization" error when you posted transactions in the Transaction Center.
Defect 1057765: This defect applies if you have a security role that has access rights (set up on on the Access Rights tab on the Roles form) to favorite reports and there are favorite reports with the same name--one is a global report and the other is non-global. When you copied the existing security role to create a new role, you received an error when you saved the new role. The favorite report that was a global favorite was correctly copied to the new security role, but the non-global favorite report was not.
Note: In Vantagepoing 2.0.1, Security » Roles has been moved to the browser application.
Defect 1064733: If autonumbering for new firms was set up to use an expression that used a value from another field in the same firm record, the import failed when you tried to import firms in the browser application. The import log file indicated the following: "Record not imported. Object reference not set to an instance of an object." For example, the import would fail if autonumbering used an expression to add the first character of the firm name as a prefix for the sequential firm number.
Defect 1041533: If you used the Data Import utility in the desktop application to import employee direct deposit information that included a bank account number with more than 17 characters, the account number was shortened to 17 characters.
Defect 1063809: When a vendor firm (a firm record with a vendor firm type) was selected in the Existing Firm Name field was merged with a client firm (a firm record with a client firm type) in the New Firm Name field, all the payment history from the two firm records was lost in the merged firm record.
This occurred if the vendor firm in the Existing Firm Name field selected the Approved for use in processing option in the Vendor tab in the Firms form Hubs » Firms, while the client firm in the New Firm Name field did not have the Approved for use in processing option selected.
