These release notes address all of the modules associated with Deltek Vantagepoint 2.0, some of which your firm may not use. Skip the sections that do not apply to your implementation of Deltek Vantagepoint.
Federal Taxes 2020: Social Security Wage Base
The Old-Age, Survivors, and Disability Insurance (OASDI) taxable wage base increases from $132,900 to $137,700 in 2020. The maximum 2020 OASDI portion of the Federal Insurance Contributions Act tax payable by each employee is $8,537.40 or 6.2% of the wage base, up from $8,239.80. Employers match the employee amount with an equal contribution. The Medicare or Hospital Insurance tax rate remains 1.45% and is applicable to all wages paid during the year. An additional 0.9% in Medicare taxes applies to individuals with annual earned income of more than $200,000, and $250,000 for married couples filing jointly.
Federal Taxes 2020: Federal Withholding Tables
The Internal Revenue Service (IRS) released Percentage Method Tables for Automated Payroll Systems that will appear in Publication 15-T, Federal Income Tax Withholding Methods (for use in 2020). Vantagepoint has not yet started using the new Form W-4. Vantagepoint is using the Standard Withholding Rate Schedules if the Form W-4 is from 2019 or earlier, or if the Form W-4 is from 2020 or later and the box in Step 2 of Form W-4 is not selected.
Hawaii 2019 SUTA Electronic Filing
The Hawaii Unemployment Insurance Express/Quarterly Wage Reporting System (HUI Express/QWRS) program is being phased out and replaced by the New Employer Web Application. As a result, the Contribution Record Layout using a fixed-length format for HUI Express Online Filing will no longer be valid. A CSV (comma separated values) file format will now be used for the New Employer Web Application.

Iowa 2020 Tax Update
These are the updates for Iowa taxes:
The annual tax bracket thresholds have been adjusted.
The standard deduction increases as follows:
From $1,690 to $1,880 for employees who claim one or zero allowances
From $4,160 to $4,630 for employees who claim more than one allowance

Ohio 2020 Tax Update

Kentucky 2020 Tax Update
The standard deduction amount increases from $2,590 to $2,650.
Pennsylvania 2020 SUTA Electronic Filing: File Naming Convention
Effective January 1, 2020, the file upload file naming format of ICESA (.ICS) for the Original Wage Reporting will change.
Original Wage report prior to January 1, 2020: FILEUPLOAD_UC2A_EAN.ICS (for example, FILEUPLOAD_UC2A_1234567.ICS)
Original Wage and Tax report January 1, 2020 or after: FILEUPLOAD_UC2-2A_EAN.ICS (for example, FILEUPLOAD_UC2-2A_1234567.ICS)
The Employer Account Number (EAN) should have no hyphen, no R or M indicators, and no check digits.

North Carolina 2019 SUTA Electronic Filing
The E record of the ICESA file format has been updated to include the Federal Employer Identification Number (FEIN) in locations 6-14. Previously, the FEIN was not specified. The RE record of the EFW2 file format has also been updated to include the FEIN, in locations 8-16. Previously, the FEIN was not specified for this record, either. For both FEIN fields, "Applied For" will not be accepted as an entry.

California 2020 Tax Update
Updates to California taxes for 2020 include the following:
The annual standard deduction increases from $4,401 to $4,537.
The annual exemption allowance increases from $129.80 to $134.20.
The low income exemption table has been updated for all filing statuses.
The withholding tax rate table has been updated for all filing statuses.
New York State 2020 Tax Update

North Carolina 2020 Tax Update
Updates to North Carolina taxes for 2020 include the following:
The standard deduction amount increases from $10,000 to $10,750 for employees that are Single, Married, or Surviving Spouse.
The standard deduction amount increases from $15,000 to $16,125 for employees that are Head of Household.

The Exports utility now has data packs and data export definitions specifically designed for integrating Vantagepoint with Xero accounting software. Use the Xero data packs to create your own data export definitions for Xero integration. Use a provided Xero data export definition as a starting point to suit your specific needs for the Xero integration. Deltek recommends that you copy a Xero data export definition to create a new one, and then modify the new one as needed. It is also recommended that you work with Deltek Consulting or a Deltek Partner to get the most out of this integration.
Xero Data Packs
When you create a new data export definition in the Exports utility in Utilities » Imports & Exports » Exports, the Select Columns dialog box now has the following additions for Xero:
The Data Pack Category field has XERO in the drop-down list.
When you select XERO in the Data Pack Category field, the following Xero data packs are displayed in the drop-down list in the Data Pack field on the dialog box:

On the Definitions tab, you see that the category for Xero data export definitions is XERO.
Defect 1206693: In Form 1099 Processing, the following issues occurred:
In the Preview 1099 window (Other Actions » Print » Print 1099), when you clicked the printer icon to preview the report, the Print dialog box was not completely readable and you could not click Print or Cancel.
When you generated a work file to overwrite a previously generated work file, and then you clicked Print on the Form 1099 Verification dialog box (Other Actions » Verify Payment), the Form 1099 Verification Report window displayed but the actual report was not displayed.
Defect 1217812: The settings that you selected on the Billing Session Options dialog box did not override the default settings specified in the Invoice Addressee field in Settings » Billing » Invoice Format. (In other words, the billing contact name did not appear on the invoice or on the Interactive Billing page, even if you specified it in session options, until you refreshed the application.)
Defect 1228075: This issue occurred in Interactive Billing when you used the Advanced Search options in the Project field on the billing transfer dialog box to transfer any type of transaction. You were unable to enter a phase or task (WBS level 2 or 3) on the dialog box for the project that you were transferring the labor to. The Phase and Task fields were blank and locked. This incorrectly allowed transactions to be transferred to the project level when they should have been transferred to a lower level of the WBS.
Defect 1200030: In the Payments grid on the Payments tab of the Bank Reconciliation form, payment transactions that you selected as Cleared all become unchecked (deselected) when you clicked any column heading to sort the payment records. This also occurred when you scrolled to the bottom of the list.
Defect 1213778: In the Credit Card Transaction Summary grid on the Summary tab of the Credit Card Reconciliation form, the Functional Currency Cleared Charges column header always showed (USD). Vantagepoint should display the correct functional currency column header, which follows the currency of the company to which the credit card belongs.
Defect 1219950: When you opened a credit card reconciliation statement, the Cleared Charges column on the Summary tab did not display the correct functional currency code for the company to which the credit card belonged.
Defect 1218988: When you opened an employee record and clicked Other Actions » Design » Accounting on the Actions bar, the Paychex Code Regular, Paychex Code Overtime, and Paychex Code Overtime - 2 fields were not available in the External Payroll Information section.
Defect 1219535: On the Employees form, a lag sometimes occurred when you cycled through employee records or when auto-save was triggered after you updated a field.
Defect 1202093: The description in the info bubble and online help for the Calculated % Complete Cost/Billing field on the Labor tab was incorrect. The actual calculation is:
JTC (cost or billing) / EAC (cost or billing)
Defect 1209856: If you did not have access rights to the Accounting module and you copied and saved a project, the Approved for Use in Processing option on the Accounting tab was automatically selected and you could not clear it.
Defect 1211373: On the Accounting tab of the Projects form, when you deleted the value in the Multiplier or Amount field, and then visited another area in Vantagepoint, the value would still be in the field when you returned to the project record.
Defect 1213735: When you clicked the Project Structure icon and tried to add a phase to the main project, Vantagepoint took a while to process the request. If the project had a large number of phases, you could also receive this error: "deltek.com is not responding due to a long-running script."
Defect 1216490: You received a validation error when you entered a value for a user-defined validation field. This error occurred if:
You created a user-initiated workflow.
You entered a condition for when the validation will take place and this condition contains a user-defined field.
Defect 1220530: When you exported all projects to Excel, some field values that were displayed in List View were missing on the Excel spreadsheet, starting on page 2 or rows 51 and higher. For example, some of the Stage field values that were displayed in List View appeared blank after page 1 of the Excel spreadsheet.
Defect 1221301: While creating a new project from a project template, you received an "Invalid Columns Name" error. This defect occurred if:
You created a user-defined field.
In Settings » Workflow » Numbering, you set up Auto Numbering for projects.
On the Expression Configuration dialog box, you used the user-defined field as the value for the Item field in the Project Auto Number Format grid.
Defect 1222944: When you created a new project and entered details for custom fields, the details did not get saved in the new project.
Defect 1216893: The Absence Request Schedule in My Stuff » Absence Approvals » View Absence Requests was applying the employee’s timesheet administration level record access instead of using the employee’s role security and employee record level access.
Defect 1202106: Even though you created custom fields in Settings » General » Screen Designer » Employees, when you selected + Manage Columns on the Time Analysis report, no custom fields were listed on the Select Columns dialog box.
Defect 1217688: When you viewed the CRM Project Summary report before downloading the report, the project name and number were displayed on the first page. However, when you downloaded the report, the project name and number were moved to the second page.
Defect 1217766: When you set the Date Format option in My Preferences to d/m/yyyy and set the Time Analysis report options to Include Current with the Date Range set to exceed 12 days, running the report resulted in multiple errors.
Defect 1219590: The Invoice Transaction Detail report printed the incorrect billing category. When you used the Display Transactions Based on Billing Category option to select the expenses billing category, the report printed the consultant billing category (and vice versa).
Defect 1220655: On the CRM Project Summary report, the principal-in-charge was displayed in the Project Manager column, while the project manager was displayed in the Principal-In-Charge column.
Defect 1223036: On the Project Forecast report, the monthly forecast of the direct labor was not displayed when:
On the Options tab of the Project Forecast form, in the Calculation Options section, you set the Calculate Awarded Forecast By field to Labor.
The Estimated Fee field was blank for awarded projects on the Projects form (Hubs » Projects » Project).
Defect 1223478: Only active employees were displayed on the Labor Detail report, even when filters to display inactive or terminated employees were applied in the Employee field on the Options tab of the Labor Detail form.
Defect 1226389: User-defined field names did not appear correctly on the Labor Resource Planned and Actuals report when you selected the following on the Columns and Groups tab for the report:
In the Columns section, you added a user-defined field to the report.
In the Grouping and Sorting section, you selected the user-defined field for grouping the report contents.
Defect 1132454: When you clicked the Open Record link from a timesheet rejection notification or email message, you were unable to open the link and you received an error message.
Defect 1193528: In My Stuff » Timesheet, when you added a project and time to a missing timesheet and then submitted and saved the timesheet, the status of the timesheet displayed as Awaiting Submit.
Defect 1215261: When you used the Chrome browser to open a timesheet, the Total fields were not displayed correctly.
Defect 1220501: When you opened the Notification Center and clicked Dismiss All, all the notification items remained in the list.
Defect 1203810: When you inserted images in a proposal and then saved and exited the proposal, the images were resized the next time that you opened the proposal.
Defect 1213746: When you opened a template and added an image, you were not able to resize the image manually or through the Edit Image Properties section.
Defect 1228093: This issue applies for standard fields and tabs provided with Vantagepoint, not for user-defined fields and tabs. When you changed a standard field name or tab name (caption) in Screen Designer and saved, the name reverted to the Vantagepoint default name if you also did the following: After you saved the new name for the field or tab, you opened Screen Designer again and made and saved other changes to the same field or tab, such as changing its security, or adding a tooltip for it.
Defect 1220560: When you tried to search for Primary State records and also filtered the search criteria, Vantagepoint incorrectly searched by State:Country (MA:US) instead of Country:State (US:MA). As a result, no records were returned.
Defect 1217027: In Settings » Accounting » Time Analysis, as you entered rows in the Time Analysis grid, you could not save without entering a project number or range.
Defect 1203192: When you made changes to a linked project in the Projects hub and a project workflow was enabled, the project workflow was not able to complete the workflow actions. This occurred even when the project workflow was configured to perform actions based on changes made to linked projects.
Defect 1218951: A user initiated workflow that was configured to create a linked promotional project instead created a regular project. This occurred when the Charge Type field on the Project form of the Projects hub was locked for the role of the user that started the workflow process. (You establish locked fields by role in the Screen Designer.)
Defect 1215479: If you created a firm and project for a new lead contact and then tapped Done on the Qualify Contact screen, nothing would happen and the lead qualification would not proceed.
Defect 1214463: If you entered a value for an amount in a new expense sheet line and tapped Done, the displayed amount in the added expense line and related areas of the expense report would be incorrect. This issue only happened if you set your device to a language other than English.
Defect 1214536: If you entered a value in the Quantity field of a unit in a timesheet, the mobile application did not follow the decimal setup of the selected language on your device. As a result, the value displayed in the Quantity field was incorrect. This issue only happened if you set your device to a language other than English.
Defect 1216295: When you created a new AP invoice approval and you selected a project that did not have any associated phase (WBS2) or task (WBS3) in the Project field of the Project Detail grid, and then you clicked Submit, the Phase and Task fields incorrectly populated with the project name (WBS1).
Defect 1216320: When you created a voucher from a purchase order through AP Invoice Approvals, you were unable to select an existing run from the Select Existing Run drop-down list on the Create Voucher from Purchase Orders dialog box.
Defect 1218485: When you tried to add a project detail row in the Project Detail grid of an invoice approval record, you were unable to search for an account using the account number. You were required to provide the account name or had to use the New Accounts Search dialog box to select an account.
Defect 1214915: On the Account Balances form in History Loading, when you clicked + Add Accounts and selected an account in the Account Name field, it displayed only the account number in the Account Name field. The form should have displayed both the account number and account name.
Defect 1222711: When you tried to post an AP Voucher batch file containing multiple master records to QuickBooks, an error occurred during the integration and the batch file was not ported to QuickBooks.
Defect 1222718: When you selected multiple AP Voucher batch files to post at the same time, the batch files were not ported to QuickBooks because only one entry, with the wrong batch key, was created for integration.
Defect 1222995: When you ran Refresh Billing Extensions, it changed the billing rate for overtime even if there were no changes made to a project's billing terms.
