If you are using Open Plan, the user you created in order to connect to it must have an Open Plan license.
To resolve this issue, do one of the following:
Update the user login ID to a user with an Open Plan license
Assign the user to an Open Plan license in EPMSA
To update the user login ID to connect to Open Plan:
Login to Deltek EPM Security Administrator as a user with SYSADMIN rights.
Click Configuration in the left navigation pane and click System Settings.
In Credentials for PM Compass to connect to Open Plan, enter or edit a username and password that has SYSADMIN rights. Make sure to enter a username with an Open Plan license.
Click Save.
