These release notes address all of the modules associated with DPS 1.1.18, some of which your firm may not use. Skip the sections that do not apply to your implementation of DPS.
W-2 Form Updates for 2018
New Box 12 Codes GG and HH have been added to the W-2 Form to include equity grants in the report. The Tax Cuts and Jobs Act added section 83(i) for qualified equity grants. The law also added new Form W-2 reporting requirements for these grants.
Employers with employees who have qualified equity grants must report two amounts:
The amount includible in gross income under section 83(i) for an event that occurs in the calendar year in box 12, using code GG.
The aggregate amount of income that employees elect to defer under section 83(i) as of the close of the calendar year, in box 12, using code HH.
Federal Tax Table Update 2019 - Social Security Limit
The Old-Age, Survivors, and Disability Insurance (OASDI) taxable wage base increases from $128,400 to $132,900 in 2019.
The maximum 2019 OASDI portion of the Federal Insurance Contributions Act tax payable by each employee is $8,239.80, or 6.2% of the wage base, up from $7,960.80. Employers match the employee amount with an equal contribution. The Medicare or Hospital Insurance tax rate remains at 1.45% and is applicable to all wages paid during the year.
An additional 0.9% in Medicare taxes applies to individuals with earned income of more than $200,000, and $250,000 for married couples filing jointly.

Arizona 2018 SUTA Electronic Filing
You can now generate a quarterly electronic file for Arizona in Deltek for Professional Services. AZ has been added to the State lookup on the Quarterly Processing screen. After you select AZ in Search, click Edit to open the Quarterly Processing Editor and enter information for the employee for whom you are generating a work file.

California 2019 Tax Update
Updates to California taxes for 2019 include the following:
The annual standard deduction increases from $4,236 to $4,401.
The low income exemption table has been updated for all filing statuses.
The withholding tax rate table has been updated for all filing statuses.
The annual exemption allowance for one increases from $125.40 to $129.80.
Georgia 2019 Tax Update
These are the updates for Georgia for 2019:
The standard deduction amount increases for the following statuses:
Married Filing Joint Return: from $3,000 to $6,000
Single or Head of Household: from $2,300 to $4,600
Married Filing Separate Return: from $1,500 to $3,000
The highest tax rate in the percentage table decreases from 6% to 5.75%.
The tax rate on supplemental payments of more than $15,000 decreases from 6% to 5.75%.

Indiana 2019 SUTA Electronic Filing
Indiana will require electronic unemployment tax and wage filing as part of an update to the state unemployment filing portal. Form UC-1 (Quarterly Contribution Report) will merge with Form UC-5 (Quarterly Wage Report) into one quarterly report that is to be filed electronically.
The file format that will be required for the upcoming enhancement to the Employer Self Service portal can be one of the following:
CSV (new file format)
ICESA (new data fields added)

Screen Changes
You can now generate a quarterly electronic file for Indiana in Deltek for Professional Services. IN has been added to the State lookup on the Quarterly Processing screen. After you select IN in Search, click Edit to open the Quarterly Processing Editor and enter the information for the employee for whom you are generating a work file.
Iowa 2019 Tax Update
Here are the updates for Iowa for 2019:
The annual withholding table has been updated.
The standard deduction increases for the following:
Employees who claim one or zero allowances: from $1,650 to $1,690
Employees who claim more than one allowance: from $4,060 to $4,160

Maine 2019 Tax Update
These are the updates for Maine for 2019:
The withholding tables for Single and Married have been updated.
The phase-out of standard deduction has been factored in the Percentage Method Calculation.
Missouri 2018 W-Electronic Filing
The W-2 file specifications for Missouri have been updated for 2018:
The RE and RS records should now follow the same record layout as SSA Publication No. 42-007 EFW2 Tax Year 2018.
The RV record has been updated.
The RF record has been added.

EFW2 Formatting Reminders
The following are the EFW2 reminders for Nevada:
Submitting EFW2 files requires the same formatting standards as filing with the Social Security Administration (SSA).
Correct all errors in Test before submitting the file for upload.
When entering account numbers, delete any decimal and also delete the dash and final digit. For example, 0123456.00-9 should be entered as 012345600.
Do not use punctuation in employee names. For example, do not use periods (.) and apostrophes (‘).
Hyphenated last names are acceptable. For example, Smith-Jones.
Do not use decimals in reporting wages.
The RA submitter record must be properly formatted.

New York State 2019 Tax Update
Here are the updates for New York for 2019:
The annual withholding tax tables for Married and Single have been updated.
The amount of the adjustment for the difference between federal and New York State withholding allowances increases from $3,050 to $3,150.

North Carolina 2019 Tax Update
Here are the 2019 tax updates for North Carolina:
The standard deduction amount increases for the following statuses:
Single, Married, or Surviving Spouse: from $8,750 to $10,000
Head of Household: from $14,000 to $15,000
The flat withholding rate decreases from 5.599% to 5.35%.
The flat supplemental withholding rate decreases from 5.599% to 5.35%.

Ohio 2018 SUTA Electronic Filing
You can now generate a quarterly electronic file for Ohio in Deltek for Professional Services. OH has been added to the State lookup on the Quarterly Processing screen. After you select OH in Search, click Edit to open the Quarterly Processing Editor and enter the information for the employee for whom you are generating a work file.
The electronic file for Ohio follows the ICESA format. For more information, refer to http://www.odjfs.state.oh.us/forms/num/JFS07150/pdf/.
Oregon 2018 W-2 Electronic Filing
The new statewide transit tax took effect on July 1, 2018. If your business had employees who performed work in Oregon, or had Oregon resident employees who performed work outside of Oregon in the second half of the year, you must report statewide transit tax information. That information should be reported on your RS record in character positions 348-369 and the RV record in character positions 40-69. These fields should be formatted like every other dollar-value field in the file.
RS record information:
Positions 348-358: Taxable wages for the statewide transit tax. Deductions that can be applied to wages for income tax withholding generally cannot be applied to wages subject to the transit tax.
Positions 359-369: Amount withheld for the statewide transit tax
RV record information:
Positions 40-54: Total amount of taxable wages for the transit tax
Positions 55-69: Total amount of statewide transit tax withheld

Pennsylvania 2018 W-2 Electronic Filing
Pennsylvania’s W-2 file specifications for the EFW2 Format have been updated for 2018:
The RW, RO, RT, and RU records must be removed from the PA file.
The RV record is now required.
The Individual Taxpayer Identification Number (ITIN) will be accepted in the RS record for individuals who do not have a Social Security Number (SSN).
Foreign addresses will be accepted.

The country name Swaziland has been changed to Eswatini. The country abbreviation will remain as SZ.
The communication between client and server was updated with a new encryption method. This new encryption method is applicable when EncryptRequests is on in Web.config.
Defect 1023890: You received the following error when you tried to select a vendor in the Search field on the Create Voucher from PO form: "Subquery returned more than 1 value. This is not permitted when the subquery follows =, !=, <, <...." This occurred if you had entered two or more projects for one line item in a purchase order, and the general ledger accounts that you entered for the voucher had different currencies, which is allowable.
Defect 1045013: When using the List View in the Contacts hub, the Firm Address field displayed Western Australia instead of Washington, even though the Detail View correctly displayed Washington.
Defect 1044397: When a user's Type of Role was not set to Accounting in Role Security, that role could still modify a Client Address that was set as Accounting or Billing in the Contacts hub.
Defect 1040426: When the auto numbering feature was enabled, if a firm record did not have an assigned number and the Firm Type was set to Client, changing the Firm Type to Vendor and marking it as Approved for use in processing resulted in the previous firm’s number being copied into the new firm record. This caused two different firms to have the same firm number.
Defect 1043490: You could edit and save a Firm record using the same value in the Firm Number field that was already used in an existing record.
Defect 1033108: The Payment Address field on the Vendor tab in the Firms hub did not display the associated state.
Defect 1042543: When you selected the Available to CRM Users and Available to Accounting Users options as search fields in a custom search in the Firms hub, an error displayed.
Defect 1043163: You could edit and save a Firm record using the same value in the Firm Number field that was already used in an existing record.
Defect 1044014: While in list view, the left column of the Opportunity form did not line up properly and thus prevented you from clicking the image link of the column that displays the detail view for the opportunity record.
Defect 1046862: In some cases, when you created a new project in the desktop application and then switched to the browser application, selected that project in the Projects hub, and clicked Plan to display the project plan, nothing displayed. This only occurred if you used Internet Explorer as your browser.
Defect 1044002: When you display a project plan on the Labor tab of the Projects hub (Plan mode), or in Project View under Resource Management, the calendar periods portion of the grid should, by default, be positioned so that it displays the calendar period containing the current date. However, depending on the number of calendar periods and where the current period fell within the range of periods, the calendar was not always positioned correctly. In these cases, you were forced to scroll to view the current calendar period.
Defect 1043898: When you ran certain searches while in List View in the Projects hub, in the desktop application, you sometimes received a "System.OutOfMemoryException" error.
Defect 1042556: When you viewed the approval progress for an expense report line in the Approval Center, the History grid on the Expense Reports Progress dialog box did not show the approved or rejected Action date. Instead, the grid only showed the Step Started date and the Due date.
Defect 1045132: When you opened an expense report for an employee linked to a single credit card and then opened an expense report for an employee linked to multiple credit cards, the Credit Card
pane was disabled.
Defect 1024743: When you printed a Summarized Expense Report using a single currency database, the report did not show the Amount column if the right margin was set equal to, or greater than, the default value of .50 inches on the Options Layout tab.
Defect 1043026: When an expense report was in the approval process, you could make changes and save or submit it without completing all the required fields.
Defect 1043048: If you changed a category on an expense report that had an apostrophe in its name, a syntax error occurred.
Defect 1045146: When the Find timesheets drop-down list was open and you clicked the Next or Previous arrow, the selected timesheets did not display.
Defect 1038579: If you entered hours on a timesheet row, saved the timesheet, and then entered hours on another row and clicked off that row, the Project Name field became blank until you refreshed the timesheet.
Defect 1027569: If an employee was not allowed to enter units on their timesheet, you were not able to enter time for the employee if your active company was different from the employee's company for which you were entering time.
Defect 1016825: When you clicked a cell in a submitted timesheet, or in a timesheet for which you did not have editing rights, the hours in the cell incorrectly rounded to the nearest whole hour.
Defect 1046116: When an employee entered a timesheet for another employee and selected the lookup for the Unit Table field, the available unit tables were those owned by the home company of the employee entering the timesheet, rather than the unit tables for the actual employee's company.
Defect 973859: If you entered more sick leave absense hours than were available, the warning "Sick Leave absence hours on this timesheet exceed Current Balance" displayed as an in-line message when it should have displayed in a dialog box.
Defect 1039896: When an employee selected Allow Employee to Change Labor Code in Timesheets on the Time & Expense tab of the Employees hub, and intentionally left blank the third-level default labor code field, an invalid labor code was prefilled in the Labor Code field when the employee later attempted to enter the timesheet.
Defect 1046763: In certain cases, you received repeated Activity Reminder alerts.
Defect 1044011: When running an Opportunity List report with a specific milestone selected, additional milestones displayed in the generated report.
Defect 1043078: In certain cases, the Labor Resource Planned and Actuals report used an incorrect billing rate to calculate planned billing amounts.
Defect 1037345: In some cases, the Project Progress report and the Project Review form incorrectly indicated that a plan had unpublished changes, but in the Projects hub in the browser application, the plan status was Published.
Defect 1037393: If, on the Labor & Expense tab of the Project Progress Options dialog box, you set Labor Detail to Current by Employee or JTD by Employee, and you also selected Consultant Breakout, detail rows for expenses were missing from the report. If you selected any other options in Labor Detail, or you did not select Consultant Breakout, the report correctly included expenses detail rows.
Defect 1037342: The Resource Utilization by Organization report did not display a warning indicator (a yellow triangle with an exclamation point) for plans that had unpublished changes. After you install this release, the indicators will appear on the report at the project detail level if you have selected the project level as one of the sorting/grouping levels for the report.
Defect 952733: If you selected a grouping option on the Column Settings & Selections dialog box in Resource View and/or you selected one or more utilization-related columns to display, scrolling the contents of the Resource View grid was slow.
Defect 1038622: If you selected Inactive and/or Terminated in the Status field in the Resource View search pane, those entries were ignored when you ran the search. (In contrast, filtering by status worked correctly for resource reports that you generated on the Reporting form for Resource Management.)
Defect 1039857: The labels for all user-defined fields in the Activities hub displayed Text Not Translated instead of the correct labels that were assigned in Screen Designer. This occurred after you upgraded to DPS versions 1.1.10 through 1.1.17, if you had changed the labels before the upgrades.
Defect 1021041: The following issue occurred when you created a custom field for any hub (for example, the Firms hub) and the data type for the custom field was any other hub (for example, the Employees hub). Using the Firms and Employees hubs as an example: When you entered an employee in the employee-type custom field in the Firms hub, if you later deleted that employee record in the Employees hub, that employee should have been removed from the employee-type custom field in the Firms hub, but it was not.
Defect 1044982: This issue applied if you have user-defined hubs and you searched for records from a user-defined hub on a lookup in the DPS desktop application. The search results on the lookup dialog box did not display the specific user-defined hub records that were returned in the search as it should have. However, the number of user-defined hub records returned in the search displayed in the Total Rows field on the lookup dialog box.
Defect 1036797: The following issue occurred in Roles Security when you copied a role to create a new role. After you created the new role, if you clicked the Access Rights tab on the Roles form for the new role, selected Favorite Reports in the Functional Area field, and added favorite reports before you saved the new role, you received an error when you tried to add non-global favorite reports to that role.
Defect 1035254: If you tried to install a Touch application through the email URL, clicking the link would launch the application but would not populate the Server URL field automatically. This issue affected all Deltek for Professional Services 1.1.x users who were using the mobile application.
Defect 1043384: When the key conversion utility for enabling phases and tasks was used (Utilities » Key Conversion » Enable Phases/Tasks), the utility created duplicate key values for the phases and tasks. This caused an error when affected projects were viewed in Hubs » Projects Hub » Project Review.
