Welcome to the Deltek Costpoint 2026.3.3 Release Notes, which describe the new features, enhancements, and software corrections introduced in this release.
These release notes address all of the modules associated with Deltek Costpoint 2026.3.3, some of which your firm may not use. Skip the sections that do not apply to your implementation of Deltek Costpoint.

Access to Cumulative Bundles for On-Premises Customers
Beginning with Costpoint 2026.3.1 (released August 19, 2026), on-premises customers can install Cumulative Bundles after installing the corresponding Quarterly Release. Cumulative bundles include validated defect repairs and regulatory updates identified through release validation and customer testing.
Install software in the following order:
Install the applicable quarterly release (for example, Costpoint 2026.3 Quarterly Release).
Install the corresponding cumulative bundle available for that quarterly release (for example, cp82_bundle_2026.3.1_001.zip and Cumulative_Bundle 2026_3_1_001 SYSSQL_Common_Web Files.zip).
Customers who have already installed a quarterly release can download and apply the latest cumulative bundle from DSM. Installing a cumulative bundle after the quarterly release provides a broader set of validated defect repairs and regulatory updates in a single deployment package, helping reduce avoidable support issues and improve the overall upgrade experience.
The cumulative bundle includes a version check to verify that the required quarterly release is installed before the bundle can be applied. Review the installation instructions included with the download and perform a system backup before starting the installation.
Note: When deploying application patches included in the cumulative bundle, specify the reapply=yes parameter to ensure repaired files overwrite previously installed files.
On-premises customers should refer to the Costpoint Deploying Cumulative Bundles document for detailed installation and deployment procedures.

2026 EFW2 and EFW2C File Layout Updates
Costpoint now supports the 2026 EFW2 and EFW2C file layouts for electronic W-2 and W-2c reporting. The updated output includes the new Employer Signature PIN, Treasury Tipped Occupation Codes, and Box 12 reporting fields required by the 2026 layouts.
The updated layouts also separate the reporting of uncollected Social Security or RRTA tax on tips and uncollected Medicare tax on tips. They add reporting fields for Box 12 codes J, K, L, P, TA, TP, and TT.

Create Federal W-2 File (PRPW2F)
The Create Federal W-2 File screen adds the following new field:

Employer Signature PIN
Enter the 10-character PIN that the Social Security Administration provides annually, or leave the field blank. If you enter a value, it must contain exactly 10 alphanumeric characters and cannot include spaces.
The Create Federal W-2 File screen now creates EFW2 and EFW2C output files that comply with the 2026 file layouts. The 2026 EFW2 file includes the following updates:
The RE record includes the Employer Signature PIN.
The RW record includes primary and secondary Treasury Tipped Occupation Codes.
The RO and RU records report Box 12 codes A and B separately for uncollected Social Security or RRTA tax on tips and uncollected Medicare tax on tips.
The RO and RU records include money fields for Box 12 codes J, K, L, and P.
The RO and RU records include money fields for the new Box 12 codes TA, TP, and TT.
The combined Box 12 codes A and B fields remain valid through tax year 2025.
The 2026 EFW2C file includes the following updates:
The RCE record includes the Employer Signature PIN.
The RCW record includes originally reported and corrected primary and secondary Treasury Tipped Occupation Codes.
The RCO and RCU records report originally reported and corrected amounts separately for Box 12 codes A and B.
The RCO and RCU records include originally reported and corrected money fields for Box 12 codes J, K, L, and P.
The RCO and RCU records include originally reported and corrected money fields for the new Box 12 codes TA, TP, and TT.
The combined Box 12 codes A and B fields remain valid through tax year 2025.
Maine Revised 2026 Tax Withholding Updates
Costpoint includes revised Maine tax withholding values effective January 1, 2026. The updates are:
The standard deduction amounts used in the Maine withholding calculation increased from $12,450 to $12,850 for single employees and from $27,750 to $28,550 for married employees.
A 2% income tax surcharge was added to the portion of an employee's annualized income exceeding $1,000,000 for single employees or $1,500,000 for married employees.

To support the updated Maine withholding requirements, this release updates the following screens:

Maryland Paid Family and Medical Leave Reporting
The Create Quarterly Family and Medical Leave File application now supports Maryland Paid Family and Medical Leave reporting. Maryland requires employers to submit quarterly paid family leave information, and Maryland employers will be required to electronically submit quarterly wage and hour reports to the FAMLI Division starting in April 2027, including employers that participate in a private plan.
You can use this enhancement to generate a Maryland quarterly wage and hour reporting file for employees with Maryland Paid Family and Medical Leave information.
Note: Before you generate the Maryland file, employers must set up two local taxes for:
Employer contribution
Employee contribution
Create Quarterly Family and Medical Leave File (LDPPFML)
When you select MD (Maryland) in the State field, the following occurs:
The application uses the Maryland file layout.
The application enables the Is this the final return? checkbox.
The application disables and clears the Employer FAMLI ID, Settlement Date and Time, Total Payment Amount and Weeks Worked fields.
The application selects employees who have a Maryland local tax where the state is MD and the local tax type is Family Leave Insurance. It includes employees with a Maryland PFML amount withheld by a local tax.
The application excludes contractors and includes part-time and temporary employees.
Maryland QWHR File
The process now creates a Maryland QWHR file layout for quarterly wage and hour reporting. The file includes the following reporting information:
Reporting period quarter and reporting period year
Employer name and federal EIN
Total employee headcount
Employee first name, employee last name, and SSN or ITIN
Employee gross wages and employee wages subject to FAMLI contributions
Employee FICA withholding status, employee amount withheld, and employee hours worked
Job title, SOC code, final report indicator, zero wages indicator, amendment reason, and other description
Report Layout
The report now includes Maryland reporting details for the selected quarter. The report prints the following columns:

SSN
Subject to FICA
Hours Worked
Gross Wages
Subject Wages
Amount Withheld
Nebraska 2027 Tax Table Updates
Nebraska updated the state withholding values effective January 1, 2027:
The annual state allowance increased from $2,440 to $2,510.
The tax brackets have been adjusted and have a tax rate range of zero to 4.03%, instead of the previous range of zero to 4.60%.

To support the updated Nebraska withholding requirements, this release adds January 1, 2027, records for the Nebraska state tax tables and updates the following screens:

Manage State Tax Withholding Adjustments (PRMSTAC)
Manage State Tax Tables (PRMSTT)
Local Tax Calculations Based on State Gross or Taxable Wages
Costpoint adds State Gross Wages and State Taxable Wages as calculation methods for local tax withholding. These methods calculate local taxes using wages for the state specified for the local tax.
The enhancement supports local tax calculations for employees who have earnings in multiple states. It also updates payroll processing, recalculation processes, and the Local Withholding Report to use state-specific wage amounts when either new calculation method applies.
Manage Local Taxes (PRMLTI)
The Manage Local Taxes screen now includes the following options in the Tax Based On field:

State Gross Wages
Select this option to compute local tax withholding using the employee’s state gross wages for the specified local tax state.
State Taxable Wages
Select this option to compute local tax withholding using the employee’s state taxable wages for the specified local tax state.
Compute Payroll (PRPCPR)
The Compute Payroll process now calculates local tax withholding based on state gross wages or state taxable wages.
When the Tax Based On field is set to State Gross Wages, the process uses the employee’s pay period state gross wages for the state assigned to the local tax. When the field is set to State Taxable Wages, the process uses the employee’s pay period state taxable wages for that state.
The process annualizes the resulting pay period taxable amount based on the employee’s pay frequency before applying the applicable local tax calculation.
Manage Payroll Records (PRMPTF)
When you select Recalculate, the Manage Payroll Records screen now recalculates local taxes based on state gross wages or state taxable wages.
The application uses the employee’s pay period wage amount for the state assigned to the local tax.
Manage Employee Earnings History (PRMERF)
When you select Recalculate, the Manage Employee Earnings History screen now recalculates local taxes based on state gross wages or state taxable wages.
The application uses the employee’s earnings history wage amount for the state assigned to the local tax.
Print Local Withholding Report (PRRLCWH)
The Print Local Withholding Report process now uses state-specific wage amounts to determine the Gross Amount and Subject Amount when a local tax is based on State Gross Wages or State Taxable Wages.
For these calculation methods, the report uses the gross wages and locality-exempt pay type and deduction amounts for the state assigned to the local tax. The report layout does not change.
Framework
Defect 2863192: In Manage Standard Text, when you clicked URLs containing hyphens in Standard Text codes from Costpoint-generated PDFs, the links failed to open and displayed a 404 error.
Defect 2866818: The scheduled Update Project Status Report Tables job failed to write ACTION_END_DT to W_APP_STATUS_INFO on completion, requiring manual intervention after every run of the job.

Defect 2833766: When you exported data to an Excel file, you encountered formatting issues for both Excel (Data View) and Excel (Report View) output types.

Defect 2845457: When you added a reference subcontract ID in the PO header, the PO line period of performance line (start/end) was deleted.
Sales Order Entry >> Print Sales Order Pick Lists
Defect 2850058: When you selected Print Serial/Lot on the Print Sales Order Pick Lists screen and Sales Orders in Configure Inventory Settings, not all sales order lines printed on the pick list.
Labor >> Export Data to Deltek Time and Expense
Defect 2865768: When you attempted to run the Export Data to Deltek Time and Expense process, the process failed with an error that stated: "Cannot invoke "String.toUpperCase()" because "this.sEmplId" is null."
Labor >> Import Timesheets from Deltek Time and Expense
Defect 2743957: When you uploaded a timesheet to update an existing non-posted timesheet that has a no value (NULL) in the Outcome field, the timesheet was not analyzed for auto-posting. Dela Analysis and Auto-Post fields remained blank.
Defect 2872142: The application calculated labor costs incorrectly when:
The timesheet was auto-adjusted.
The timesheet included a mix of positive and negative hours.
The timesheet's last line had negative hours.

Defect 2687314: When you printed the Timesheet Information by Employee Report, performance issues occurred.

Defect 2861684: When you selected or cleared the Amended checkbox, the selected records displayed were incorrect. When you cleared the Amended checkbox, the application included employees who have an adjustment record. When you selected the Amended checkbox, the application included employees who have an original record.

Defect 2851793: When you entered an 8-digit Reporting ID/UI Account Number for South Carolina, the screen incorrectly enforced a 6-digit limit validation.

Defect 2802718: When you cloned a payroll year to a year earlier than 2026 with a value in the Treasury Tipped Occupation Code fields, no error message displayed.
Payroll >> Recompute Taxable Wages
Defect 2712802: When the timesheet cycle and pay cycle were biweekly, overtime calculations excluded some timesheet lines and incorrectly recast overtime by calculating it only on FLSA overtime pay types.
Defect 2736299: When you executed the process, it failed with a SQL Server primary key violation while attempting to write records to the EMPL_EARN_OT_PREM table. The process generated a duplicate placeholder key (TS_LN_KEY = 99999999) multiple times within a single transaction, causing an INSERT collision and a full rollback.
Defect 2791304: When you corrected an employee's SUTA State on the Manage Employee Taxes screen and ran the Recompute Taxable Wages process, no records were returned if both the SUTA Taxable and Accrual and SUTA checkboxes were selected.

Defect 2866765: When you created a new business budget from EAC or project budget, Costpoint displayed an error.

Defect 2858588: When you accessed the Revenue Integration application, it responded slowly.

Defect 2726587: When you updated hours in the first record for a vendor employee with pending charges due to different rates, actuals were incorrectly reposted to the second record, causing revenue duplication.
Defect 2863204: When you recalculated or added distributed revenue, the valid Revenue Adjustment values on the actual months were removed.
Resource Planning
Defect 2847187: When you updated a Working version of a budget owned by someone else in BPIR, you were unable to take ownership directly.
Cost and Revenue Processing >> Compute Revenue
Defect 2845476: When you used an account for cost fee overrides that was not a detail account, Costpoint incorrectly backed out the ITD fee when no cost existed in the current fiscal year for an ITDCPFC project.
For Pick and Choose deployment: If you choose not to apply this hotfix, as a workaround, you can set the cost fee overrides at the detail level of the account instead of the summary level, or use revenue adjustments.

Defect 2861749: When you generated an import log report after importing multiple import types, the report included only the import charge table and did not include other import types.
Defect 2876797: When you imported a CSV file using ADPIMPORT on Linux, the import failed if the file name was not in lowercase.
Defect 2878377: When you imported a charge with Workforce, the employee restriction setting was incorrectly set to No.
Expense >> Expense Report
Defect 2860287: When you opened the UDT01 lookup for an expense charge allocation, the records took up to one minute to display.
Defect 2860618: When you revised and resubmitted an expense report, the Explanation field in the Revision dialog box did not allow up to 1,000 characters.

Defect 2852064: When you changed the Wizard Type from Other to Transportation for a generic file import, the Merchant field was cleared automatically.

Defect 2796198: When you submitted an expense report in Dela, the Yes, I certify button did not display and the expense report could not be submitted successfully.
Defect 2835456: When you used Scan Receipt to upload a travel itinerary, all itinerary expenses were added as a single expense line instead of being separated by expense type.

Defect 2750569: You encountered an error when you mass approved signed timesheets, preventing some timesheets from being exported to Manage Timesheets.

Defect 2845546: When you signed a timesheet, notification messages included the employee’s preferred name even when the Use Preferred First Name when Available checkbox was not selected.

Defect 2796106: When you approved or rejected a timesheet from a Microsoft Teams approval notification, the "The following field is required: END_DT" and "Action is unavailable" errors displayed.
Defect 2861803: When you asked Dela to approve all timesheets waiting on you or for your direct reports, Dela continued presenting individual timesheet approval prompts instead of displaying a list of pending approvals.

Defect 2839106: When you removed a required UDT03 value and marked the timesheet line for deletion, the revision audit was displayed instead of a UDT03 required error.
Defect 2853498: After you saved your start and stop time, the Hours field remained editable and allowed you to enter a different value than the calculated time.
There are no security enhancements or security issues addressed in this release.
