Deltek Costpoint 8.1.32 Release Notes (Build 8.1.32.5000)

Welcome to the Deltek Costpoint 8.1.32 Release Notes, which describe the new features, enhancements, and software corrections introduced in this release.

These release notes address all of the modules associated with Deltek Costpoint 8.1.32, some of which your firm may not use. Skip the sections that do not apply to your implementation of Deltek Costpoint.

The Build Deployed In and Dependent Files lines for defects and the list of required files included in enhancement descriptions are meant to support the Pick and Choose deployment model. If your company or system supports Pick and Choose, refer to the Downloading and Deploying Pick and Choose Hot Fixes section of these release notes for more information.

If you do not support Pick and Choose, you may ignore the deployed and dependent files listed in this document. Updates are still packaged as cumulative releases for MRs.

Costpoint Business Intelligence 8.1.18+ and Cognos Analytics with Watson

Costpoint BI 8.1.18+ is compatible with Cognos Analytics with Watson 11.2.4 only. If you are leveraging Cognos Analytics 11.1.7, the highest version of Costpoint BI MR that you can apply is Costpoint BI 8.1.17. Note that you can continue to apply the Costpoint MRs beyond 8.1.17, regardless of which Cognos version you are deploying. Costpoint and Costpoint BI MRs are independent of each other.

Update W-4 Information of Iowa Employees for 2024 Filing

Important: This action is required if you have Iowa Employees. 

Iowa revised the IA W-4 (Employee Withholding Allowance Certificate), resulting in a change to the way an employee’s Iowa withholding credit information is determined. Rather than requesting the number of allowances an employee would like to claim, the IA W-4 now requests a dollar amount.

To accommodate the employee setup, updates made in Costpoint MR 8.1.28 included the following:

• A new Credit Amount field was added to the Manage Employee Taxes screen and the Taxes subtask on the Manage Employee Information screen, allowing payroll administrators to enter the Total Allowance amount from Line 6 of the IA W-4.

• A new Credit Amount field was added to the Costpoint Employee Self Service (ESS) State Withholding screen, allowing employees to enter the total allowance amount they would like to claim.

In Costpoint MR 8.1.29, the Iowa state withholding computation was updated so that an employee’s credit amount will be based on the Credit Amount field on the Manage Employee Taxes screen, rather than the Number of Credits field. If your Iowa employees have not already reviewed their Iowa W-4 information you should instruct them to do so before computing payroll. Costpoint Payroll customers with Iowa employees should do the following:

• Costpoint Employee Self Service (ESS) customers:

• Update the Web Address or Notes field on the Configure State Tax Settings screen with a link to the latest IA W-4.

• Instruct your Iowa employees to review their Iowa W-4 Credit Amount on the ESS State Withholding screen and update as needed using the following steps:

1. Go to People » Employee Self Service » Payroll and Benefits » State Withholding.

2. Populate the Credit Amount with the total allowance amount from line 6 of your 2024 IA W-4.

3. Click Save.

• Costpoint customers not using Costpoint ESS:

• Instruct your Iowa employees to file an updated W-4 using the 2024 IA W-4 form.

• Use the completed IA W-4 form to update the employee’s tax setup on the Costpoint Manage Employee Taxes screen or the Taxes subtask on the Manage Employee Information screen.

It is important for Iowa employees to update their IA W-4 information before payroll is computed in Costpoint MR 8.1.29 or a higher version since the Iowa tax withholding computation will be updated in those versions. If you upgrade to one of those versions and an Iowa employee has not yet updated their Iowa W-4 information, their credit amount will be 0.00 and may result in a higher withholding amount than expected.

Update Iowa Setup in ESS Configure State Tax Settings

Iowa updated their marital status options with the release of their 2024 IA W-4 employee withholding allowance certificate. To accommodate the new statuses, Costpoint MR 8.1.29 applied the following:

• Added new HEAD OF HOUSEHOLD filing status

• Changed the description for the SINGLE filing status from "Single" to "Other"

• Changed the description for the MARRIED filing status from "Married" to "Married Filing Jointly"

If your employees use Costpoint Employee Self Service (ESS) to update their state tax information, Deltek recommends you assign the new HEAD OF HOUSEHOLD status to Iowa on the Configure State Tax Settings screen and update the filing status descriptions for the MARRIED (Married Filing Jointly) and SINGLE (Other) filing statuses to be consistent with the 2024 IA W-4.

Downloading and Deploying Pick and Choose Hot Fixes

Note: The Build Deployed In and Dependent Files lines are included in every defect description under the Software Issues Resolved section. These indicate the files that you need to install to apply the fix for the defect. For Regulatory Enhancements and Enhancements, required files are listed towards the end of the feature description. 

Checking if the Hot Fix is Installed

Follow this procedure to see if the hot fix is correctly installed:

1. Open the application that was updated.

2. Click Help » About from the Costpoint global menu. This will display a screen that shows you the latest hot fix files applied to the application that is open.

Checking if the Feature is Installed

Follow this procedure to see if the feature is correctly installed:

1. Click Help » About from the Costpoint global menu.

2. Open the Features subtask and click the feature that was just installed.

3. Open the Libraries subtask. Check the list of libraries and see if they are correct and have been successfully deployed.

4. Open the Patches subtask. Check the list of patches and see if they are correct and have been successfully deployed.

Custom Programs Affected

Sometimes, an update can cause custom programs and reports to stop working as expected. Before applying an update, consider whether you have any custom programs or reports in the application area affected by the update. If so, contact Deltek Support Center at https://deltek.custhelp.com before you install the update.

Accessing Deltek Support Center

If you need assistance installing, implementing, or using Deltek Costpoint, you can access Deltek Support Center through the following:

1. Go to https://deltek.custhelp.com.

2. Enter your Deltek Support Center Username and Password.

3. Click Login.

Note: If you forget your username or password, you can click the Login Help? button on the login screen for help.

Defect 2159100: When you attempted to print checks, a system error occurred.

Defect 2159330: When you selected vouchers for payment, a system error occurred.

Defect 2115348: When you selected the Print Finance Charges Report checkbox and clicked Print/Compute Customer Finance Charges on the Default Action drop-down list, you encountered an error.

Defect 2155928: When you attempted to change the Cobra password in the logs, the following error displayed: "Column SAML_OTHER_SP_ENTITY_ID not found in row set." This issue impacted Costpoint Integration users.

Defect 2136386: When you refreshed the View Help About screen, the application name incorrectly updated to the last opened application.

For Pick and Choose deployment: If you choose not to apply this hotfix, as a workaround, you can close and re-open the View Help About screen. 

Defect 2131457: When users approved Purchase Requisitions via the workflow email link, ghost sessions remained.

Defect 2142314: You encountered a "no data found" error message on this screen when you queried a part associated with reservations of type Transfer and projects where Project Planning Option was set to No MRP Planning. This defect affects Oracle database users. 

Defect 2126304: In the latest (single) revision, the RFQ line did not display any data for the Lookup in the Requisition field.

Defect 2122036: When you generated an order in Compute Material Requirements, the dates for parts with lead times did not reflect the same dates when the order was generated via Manage Manufacturing Orders.

Defect 2128295: When you issued a manufacturing order (MO) and copied the transaction detail lines from this issued MO into another MO issue, the INVT_ABBRV_CD_TO and CHG_PROJ_ID columns in the Inventory transaction database table were incorrectly set to blank, which caused the non-posting of inventory.

Defect 2138728: When you clicked Autoload, or deleted records and re-inserted them, and clicked Save, Costpoint inserted the record twice.

Defect 2101997: In the Web Integration Console (WIC) and UI, you encountered an error when you tried to split a lot number to accepted and rejected records using two rows on the Serial/Lot Info subtask.

Defect 2131852: When spouse information was not available, Voluntary Life Spouse and Voluntary AD&D Spouse deduction amounts were zeroed out.

Defect 2124671: When you ran the full import with the Manufacturing Orders group box options selected, the import process stopped at 60 percent and never finished.  

Defect 2137953: When you already assigned the W-2 Box 14 Usage line to at least one deduction or locality, the screen displayed a warning message that had an incomplete and unnecessary sentence.

Defect 2134847: When you already assigned the W-2 Box 14 Usage line to at least one deduction on the Manage Deductions screen, the screen displayed a warning message that had an incomplete and unnecessary sentence.

Defect 2075690: When you selected Employee Name as the primary sorting option, the application created multiple separate PDFs that were sorted by employee ID first and then by name. The W-2s should be printed alphabetically by the employee's name.

Defect 2146497: During the post-installation process, you received an error related to invalid leave type codes when the codes were separated by commas in Vacation Types.

Defect 2076493: The revenue reported in Profit & Loss by Account did not match the revenue in Budget/Outlook - Revenue Analysis.

Defect 2145849: The Project Status report was unresponsive, which caused an “out of memory” error.

Defect 2105588: After you added and saved a new assignment, a duplicate row displayed for the selected resource.

Defect 2115688: When you ran this application with the Transactions with Zero Cost Amount, Transactions with Zero Bill Rate, and Create Zero Fee Rows checkboxes selected, the Fee on Hours (FH) records were not created in the BILL_EDIT_DETL table.

Defect 2017845: When you posted two partial bills, the Hours to Bill value on the Manage Open Billing Detail screen was incorrect.

For Pick and Choose deployment: If you choose not to apply this hotfix, as a workaround, you can zero out the Hours on Hold, put the hours back, and click Save on the Manage Open Billing Detail screen.

Defect 2106138: When you selected the Create Zero Retainage and Over-Ceiling Rows checkbox on the Calculate Standard Bills screen and then manually edited the Retainage/Withhold/Release Amt value in Manage Standard Bills to release all previously withheld retainage amounts, the Invoice Subtotal line did not display in the printed standard bill.

Defect 2106508: When you entered 2023 in the Fiscal Year field and then clicked the Execute button, the process failed to complete.

Defect 2138117: When you selected Use Mapping Table on the Configure Cobra Interface Settings screen and Costpoint Projects on the Manage Cobra Extraction Parameters screen and then ran the Compute Cobra Burden Costs application, the hours and amounts were doubled.

For Pick and Choose deployment: If you choose not to apply this hotfix, as a workaround, you can select the Costpoint Top Level Project = Cobra Project option in Configure Cobra Interface Settings.

Defect 2144302: When you tried to select a specific range of projects for processing, Costpoint selected the entire project tree.

Defect 2107019: When you created or queried records with the same Fiscal Year, Period, Subperiod, Project, and Organization combinations, the detail rows were combined in each header rows.

In addition, when you tried to add a row for an existing account but for a different employee and GLC on the Prior Year Costs subtask, an error message displayed stating that the record already existed.

Defect 2037387: Access restrictions imposed on resource groups did not prevent employees from viewing project IDs and descriptions within charge trees. 

Attention: For this correction to take effect, you must run Rebuild Group Cache Data from the Action menu.

Defect 2108292: When you ran the Un-Mark Processed Expense Reports action on a single expense that was part of a larger batch, the report still displayed in the Results table after the process was completed.

Defect 2109305: When you allocated charges by amount, the amounts were recalculated to equal 100%. Instead, the percentages should have been adjusted as closely as possible to reflect the exact amounts entered.

Defect 2154364: When the Time Out date fell on the next day, the lunch start and end times could not span two days (for example, 11:30 p.m.-12:30 a.m.).

Defect 2108664: When you requested a block of leave greater than 15 days, the approval task was not sent.

There are no security enhancements or security issues addressed in this release.
