Welcome to the Deltek Vantagepoint 4.5.4 Release Notes, which describe the new features and enhancements introduced in this release.

These release notes address all of the modules associated with Deltek Vantagepoint 4.5, some of which your firm may not use. Skip the sections that do not apply to your implementation of Deltek Vantagepoint.


Regulatory Enhancements


Federal


2021 Form 1099-MISC

For 2021 reporting, the title for Form 1099-MISC has been changed from "Miscellaneous Income" to "Miscellaneous Information."

Vantagepoint has been updated to reflect this name change.

2021 Form W-2 Box 14 (Reporting COVID Leave Wages for Leave Provided in 2021)

The IRS released guidance (Notice 2021-53) to employers about reporting on Form W-2 the amount of qualified sick and family leave wages paid to employees for leave taken in 2021. The notice provides guidance for recent legislation, including:

Eligible employers claiming credit have separate reporting requirements for:

Employers must report to the employee the amounts of the qualified sick leave wages and qualified family leave wages that were paid, with each amount separately reported either in Box 14 of Form W-2 or on a separate statement.

If an employer that does not claim credits under these provisions, or an employer that is prohibited from claiming those credits, erroneously reports sick leave wages or family leave wages to an employee on Form W-2, Box 14, or on a separate statement, the employer must either furnish a W-2c, Corrected Wage and Tax Statement, or provide a corrected statement to the employee correcting the erroneous reporting. The employer should send the Form W-2c or corrected statement to the employee, only. The employer should not file Form W-2c with the Social Security Administration solely to correct the amount in Box 14.

2022 Social Security Wage Base

The Social Security (Old-Age, Survivors, and Disability Insurance) taxable wage base increases from $142,800 to $147,000 for 2022.

Georgia 2022 Tax Updates

The standard deduction amount increases for employees with the following statuses:

The standard deductions will increase starting in 2022, under H.B. 593, which was signed March 22, 2021. The personal and dependent allowances used in the percentage method, as well as the percentage method tables themselves, remain unchanged from the 2021 guide.

Maine 2022 Tax Update

Updates to Maine taxes for 2022 include:

The standard deduction decreases according to a formula for single individuals who earn more than $85,850 annually (up from $83,850), or for married individuals who earn more than $171,700 annually (up from $167,700). The deduction reaches zero when a single individual earns at least $160,850 annually (up from $158,850), or when a married individual earns at least $321,700 annually (up from $317,700).

The tax brackets used in the percentage method were also adjusted.

Nebraska 2022 Tax Update

Updates to Nebraska taxes for 2022 include:

New Mexico 2022 Tax Update

The tax brackets used in New Mexico's 2022 withholding methods have been adjusted, but the tax rates remain unchanged. For more information, see FYI-104 New Mexico Withholding Tax - Effective January 1, 2022.


New York Publishes Draft 2022 Withholding Methods

On September 27, 2021, the state Department of Taxation and Finance published Draft 2022 withholding methods for New York state and the city of Yonkers in a proposed rule. The proposal adds a third withholding method, called the Top Income Tax Rates Method, for both New York State and Yonkers. This third method only uses the three new tax brackets for high-income individuals introduced in New York’s fiscal 2022 budget (A. 3009), which was signed April 19, 2021.

If an employee earns enough annual income to be subject to the new tax brackets, which is $1,077,550 for single individuals or $2,155,350 for married individuals, the new method would be used for their withholding instead of the usual exact calculation method.

The draft withholding methods also contain tax rate decreases scheduled for 2022 in New York’s fiscal 2017 budget (S. 6409).

The proposed rule also changes the supplemental withholding rate for New York state to 11.7% and the rate for Yonkers to 1.95975%, both effective January 1, 2022. These are higher than the previous supplemental rates of 9.62% and 1.61135% in effect until June 30, 2021, but lower than the rates of 13.78% and 2.30815% in effect for the second half of 2021.

The values of the state annual standard deduction, at $7,400 for single employees and $7,950 for married employees, and a state allowance, at $1,000, were unchanged. The amount of the adjustment for the difference between the federal and state withholding allowance was also unchanged at $3,300.

Wisconsin 2022 Tax Update

Updates to the Publication W-166, Withholding Tax Guide include a reduction to one formula method from the previous two methods. The previous methods and the new method are both based on annualized wages.

Backup Database Utility


Removed the Backup Database Utility

The Backup Database utility has been removed from the Utilities menu in the desktop application in both the Cloud and on-premises Vantagepoint products.

Administrators for Vantagepoint on-premises should use native SQL backup procedures to back up the Vantagepoint and FileStream databases.

Software Issues Resolved


Accounting >> Intercompany Billing


Defect 1552005: This issue occurred in Intercompany Billing when you previewed an invoice from the Intercompany Invoices on File grid on the Invoices on File tab. The label that was entered for the invoice template on the Project Info tab in Settings » Billing » Invoice Template Editor in the desktop application did not display on the invoice as it should have.

Defect 1515000: On the Invoice Accept dialog box, you were unable to add project detail in the Project Detail grid. You were also unable to click the grid row options for the existing entries in the grid. After several attempts at clicking options, you received an error message saying that the active window has stopped responding.


Defect 1538543: When you used both of the tax override fields on the Billing Labor Modify dialog box that opens from the Labor tab of the Interactive Billing form, the tax amount for an invoice was not calculated correctly.


Defect 1546144: This issue applies if you use an approval process for billing invoices. After you approved an invoice, if you opened another invoice for a different project in Interactive Billing before you accepted and created an invoice file for the first invoice, the period dates for the accepted, first invoice were overwritten with the period dates from the second invoice.


Cash Management >> Credit Card Reconciliation


Defect 1545606When you clicked Import Charges, imported charges to an existing credit card statement, and then selected Other Actions » Import History, the Action column on the Import History dialog box incorrectly displayed In Progress after the import was completed.


Cash Management >> Vendor Payments


Defect 1538825: When you generated the Cash Requirement (Voucher Detail) report, the report included vouchers with Hold as the payment term.


General Ledger >> General Ledger Budget


Defect 1544193: You were unable to use the lookup to search for budget records. This issue occurred for multicurrency, single-company databases, even when the organizations were marked active in Settings » Organization » Codes in the desktop application.


Hubs


Defect 1562759: When your user role had limited access to a user-defined field in the Employees hub, as specified in Settings » Security » Roles » Record Access, you received an error when you tried to open the Activities, Contacts, or Firms hub.

Defect 1545163: When you used the built-in filters and general search function to retrieve an activity record, duplicate records of the activity were displayed in the results.


Hubs >> Employee >> Employees


Defect 1537938: When you made changes to an employee record and clicked Save, you received an error message and could not save the changes.


Defect 1545103: When you hovered over the Social Security Number field on the Personal and Contact Details tab in the Employees hub, the field displayed None instead of the number that was entered in the record.


Defect 1560459: This issue applies if you use the ADP Payroll interface. On the Accounting tab in the Employees hub, you should have been able to save your entries when you received the following messages:


Hubs >> Equipment


Defect 1546904: When you used List View in the Equipment hub, the Acquisition Cost and Depreciation Basis values for multiple capital assets displayed incorrectly.


Defect 1550516: When you displayed the list view for the Equipment form, you received the following error message: "GridView exception: controls with different rowcounts in control formCustomColumns."

This issue occurred if:

  1. A single equipment record was linked to different purchase orders.

  2. The related equipment or item was already recorded as received for the purchase orders.


Hubs >> Projects >> Billing Terms


Defect 1517611: This issue applies if you tried to modify the settings for a specific phase group on the Billing Phase Grouping dialog box. When you cleared the Add Space After check box and then clicked Save, you received the following error message: "ImportRecordValidateChanges attempt to process more than one record."


Defect 1545871: On the Billing Terms form, when you opened a project that was originally imported into Vantagepoint from Vision, the Override Table field on the form incorrectly displayed the number rather than the name associated with the override table.


Hubs >> Projects >> Contract Management


Defect 1532320: This contents of the Contract Details grid on the Contract Management form incorrectly duplicated when you did the following:

  1. You selected a project that had multiple phases, or you manually created a new project and added phases to it.

  2. You navigated to the Contract tab in Hubs » Projects » Contract Management, selected any WBS level on the Project Structure form, and then selected a different WBS level.

  3. You selected WBS level 1 on the Project Structure form and clicked + Add Contact below the Contract Management grid.

  4. You added data to the grid row and clicked Save.

  5. You enabled Show Contract Totals at the bottom of the Contract Management form.


Defect 1535247: When you ran the Project Forecast report, the value in the Estimated Fee column on the generated report was doubled. This issue occurred when you did the following:

  1. For WBS level 3 of a project, you entered an amount in the Direct Labor field on the Compensation tab. 

  2. You navigated to the project record, selected the Estimated Fee tab, selected the Refresh Template option, and then saved the changes.

  3. You ran the Project Forecast report.

  4. On the Compensation tab, you deleted the amount in the Direct Labor field, saved the changes, and then re-entered the same amount that you deleted.

Defect 1527133: When you tried to preview an invoice for an intercompany project on the Invoices form, you received the following error message: "Only invoices created through Interactive or Batch Billing can be previewed."

Defect 1544834: In some cases, if you set up revenue recognition for a project at the project level of the work breakdown structure, Vantagepoint did not calculate overall job-to-date (JTD) revenue correctly: This issue occurred when you specified these options:

Vantagepoint incorrectly posted a reversing adjustment equal to the overall amount in the planning field to the upset limit adjustment phase or task. As a result, the overall JTD revenue was understated by that amount.


Defect 1553203: When you created a new project and set the How to Create Project option to From Project Template on the New Project form, the Select a Project Template field had no drop-down list to select from.

Defect 1538727: If you selected Include Cost and Overhead instead of Burden on the Options dialog box, the Total Labor amount in the EAC Budgeted Cost column did not equal the sum of the Direct Labor amount and the Overhead amount in that column.


Defect 1543269: When you upgraded from an earlier version of Vantagepoint to version 4.5.x, users whose security roles did not give them access to all Projects hub tabs but did give them access to Project Review could no longer access Project Review following the upgrade. When they tried, they received the following message: "You do not have access rights to any of the Project Review tabs."


Mobile


Defect 1546770: When you changed the password of your single sign-on (SSO) account and then logged in again using biometrics or a personal identification number (PIN), you received a "There is no response…" error message instead of the more appropriate message: "The Login failed… you do not have the appropriate permissions."


Mobile >> Mobile CRM


Defect 1542941: When you added a new contact in Mobile CRM, the Last Name field did not have a red asterisk even though it was a required field.


Mobile >> Mobile Time and Expense


Defect 1456460: When you created a new expense line and the Allow Staff User to Edit option was set to No in Settings » Expense » Expense Categories, you were still able to change the existing category in the new expense line after you clicked Done and Copy. In this scenario, the Account field should be disabled.


Defect 1516490: When you opened a timesheet period and tapped a specific non-working day, timesheet lines were not displayed.


My Stuff >> Approval Center


Defect 1527360: If you toggled the Show Completed Approvals option to the Off position and then set the My Action Required option to None, the Approval Center grid was incorrectly populated with expense reports or timesheets with a Workflow State value of Completed.


My Stuff >> Reporting


Defect 1412275: For standard summary reports that include user-defined options, this issue occurred if you changed the format of a currency field in the Additional Field Formatting grid on the User Defined section of the Options tab. When you clicked Apply to update the report, the spinner control displayed, the report did not load successfully, and you received the following error message: "Uncaught TypeError: Cannot read property 'attr' of undefined."


Defect 1479014: When you enabled the Show Timescale Chart option in the Project Forecast report options, Vantagepoint displayed a "subreport could not be shown" error message at the bottom of the generated report.


Defect 1496066: This issue occurred with the Labor Cross Charge report. When you selected values in the Project and Employee drop-down lists in the Organization Selection section, the selected values were not applied in the generated report.


Defect 1503214: There were discrepancies in the overtime computed for the Employee Payroll stub and the corresponding overtime value on the Payroll Journal. The Employee Payroll Stub displayed rounded values at three decimal places, while the Payroll Journal displayed rounded values at two decimal places.


Defect 1518259: When defining options for a Payroll Export Report, you selected a time frame with the Time Frame option. When you ran the report, you received an error message telling you to review the values on the Time Frame tab.


Defect 1525527: This issue occurred if you migrated from Vision to Vantagepoint. The "[OPP]" prefix that was used in Vision still displayed in grid and column names on the Project List report, even though those columns were renamed in the Projects hub section of Screen Designer.


Defect 1527338: This issue occurred in the Contract Management report when you configured the Contract Status field on the Options tab. The generated report displayed contracts that should not have displayed based on the status specified in the Contract Status field.


Defect 1534390: On the Options tab of the Intercompany Billing report, when you selected a target organization from the Organization column in the Target Organization grid and then clicked Run, the generated report incorrectly included other organizations.


Defect 1539216: On the Options tab of the Employee Labor Detail report, when you set the Level of Detail option to Project & Period and then clicked Run, the periods were not grouped correctly on the generated report.


Defect 1544092: This issue occurred when you used one or more special characters when naming a favorite report and then archived and scheduled the favorite report using the Schedule dialog box (Other Actions » Schedule). When you tried to access the favorite report from the Archived tab of the Reporting form, you received an error message.

Now, you can include all but the following special characters in report names: \ /:*?"<>|#?


Defect 1545162: If you changed the default options of the Invoice Register report and then ran the report, you received a server error when you tried to click the hypertext link for the Invoice drill-down report.


Defect 1546150: When you selected the Round to Whole Amounts option in the Project Progress report options, the generated report still displayed the data with decimal amounts.


Defect 1552184: When you added any Response columns to the Marketing Campaign List report and generated the report, you received the following error message: "An error has occurred during report processing…"


Defect 1560476:  When you tried to generate an AR Aged report using the Presentation Currency option, you were not able to generate the report.


Defect 1564984: The Project Progress report filtered the Financial Analysis information based on the Report Activity options. When the project includes current activity, the Financial Analysis section should include all data related to current, year-to-date (YTD), and job-to-date (JTD) values.


Defect 1572317: When you upgraded from Vision to Vantagepoint and ran the AR Aged report in Vantagepoint, the generated report did not display AR aged information at the phase and task levels of the project.


My Stuff >> Timesheet


Defect 1513823: When you printed a posted timesheet of an employee who had timesheet records associated with other companies in your database, the generated report was displayed as a draft copy.


Defect 1547532: The submitted status of line items in timesheet records changed to awaiting submission when it should not have. This issue occurred if:

  1. The enabled timesheets approval workflow had the Approval Level field set to Timesheet Lines in Settings » Workflow » Approval Workflows in the desktop application.

  2. You restarted the timesheets approval workflow.


My Stuff >> Timesheet and Mobile Time


Defect 1572318: This issue occurred if you use timesheet approvals, you have a large Vantagepoint database, and you have a large number of employees using Timesheet or Mobile Time. You received deadlock errors when you opened My Stuff » Timesheet or Mobile Time.


Notifications


Defect 1515147: When you clicked timesheet alert notifications, nothing happened. This issue occurred when you had recently upgraded from Vision.


Purchasing >> Purchase Orders


Defect 815011: When you added several bottom clauses to a purchase order, a "System.XML.XMLException" message displayed on the printed purchase order.


Search


Defect 1532976: In Vantagepoint Search, if your security role did not have access rights to Time Groups or Expense Groups menu items on the Overview tab of the Roles form in Settings » Security » Roles, you could not locate employees using either Employees - Timesheet Group or Employees - Expense Group criteria in the Search Criteria grid.

Defect 1546507: This issue applies if you have multiple companies in Vantagepoint. On the Posting Accounts form, you were unable to select a project in the Project field in the Debit and Credit Distribution by Organization grid if the WBS level one (WBS1) for the project was not assigned to the active company. You should have been able to select the project.


Settings >> Billing >> Invoice Template Editor


Defect 1547735: In Invoice Template Editor Settings in the desktop application, when you previewed a template, the image automatically zoomed in and was too large. This issue occurred if you set the Unit of Measure option to Millimeters on the Misc tab of the Invoice Template Editor form.


Settings >> Cash Management >> Banks


Defect 1532368: You received an error message when you did the following:

  1. You selected a bank entry that either contained records in the Type Mapping grid on the Import tab or contained records in the Vendor grid on the User Defined Format tab.

  2. You selected Other Actions » Copy and then tried to save the record with a new name, code, and organization.


Settings >> General Ledger >> Chart of Accounts


Defect 1534101: This error occurred when you did the following:

  1. In Settings » General Ledger » Chart of Accounts, you created or opened an account that had a record listed in the Limited Company Access grid.

  2. You created or opened another account and, in the Cash Basis Account drop-down menu, you selected the account from step 1.

  3. In the Limited Company Access grid, you added the same company from step 1.

You received the following error message: "The Cash Basis Account used is not valid for Company XX "


Settings >> Security >> Roles


Defect 1479293: Roles that you deleted from the Roles form were not automatically removed from the Roles field of the Share this Dashboard dialog box (found in the Edit Mode of My Stuff » Dashboards), in applicable dashboards.


Settings >> Workflow >> User Initiated Workflows


Defect 1424572: The order of conditions on the Conditions dialog box was rearranged when you clicked Apply. This issue occurred when you did the following:

  1. You entered a row on the Conditions dialog box and entered values in all fields.

  2. You set the AND/OR option to AND

  3. You entered more rows on the dialog box.


Defect 1535888: On the User Initiated Workflow form, you were not able to delete a workflow. You may have also received the following error message: "The record you are trying to save has been updated by another user since you first selected it."


Defect 1546884: This issue applies if the approvals workflow is enabled for expense reports or purchase orders. When you submitted an expense report or purchase order, the Web Service was invoked multiple times even when it should have been invoked only once.


Defect 1547107: On the Column Change Configuration dialog box, when you tried to change the specific date in the New Value field to Current Date, the option was not available.

Defect 1550501: When you added a column (field) change action to a workflow item that had the Empty Field check box selected on the Column Change Configuration dialog box, the specified field was not emptied or set to zero when the workflow was triggered.


Transaction Center >> AP Invoice Approvals


Defect 1525592: When you selected a firm in the Vendor field of the AP Invoice Approvals form, Vantagepoint automatically set the Address field to the vendor's primary address, instead of the payment address set for the vendor in the Firms hub.


Transaction Center >> Transaction Entry >> Invoices


Defect 1502426: On the Invoices form, the end dates of accepted invoices were derived from the presentation dates that you selected on the Billing Session Options dialog box in Interactive Billing, instead of the latest transaction date of the invoice.


Transaction Center >> Transaction Entry >> Journal Entries


Defect 1531973: On the Journal Entry Posting log report, when you clicked [image] you received an error message. This issue occurred if the text that you entered in the Description field on the Journal Entries transaction entry form contained a special character.


Transaction Center >> Transaction Entry >> Units by Project


Defect 1545809: After you navigated away from Interactive Billing, if you clicked Transaction Center » Transaction Entry and then quickly clicked Units by Project, you received an error message.


Utilities >> Desktop Imports


Defect 1541644: When you imported project records using the Import utility, Vantagepoint did not add leading zeroes to the value in the BusinessDevelopmentLead field and you received an InvalidClient ID error.


Utilities >> Integrations >> Connect Administration


Defect 1528624: As a system administrator, you logged in to the Connect Administration Integration utility. Vantagepoint used the value of SEUser.UserName in the database instead of the SEUser.DisplayUserName that was entered in User Settings.


Utilities >> Key Formats >> Labor Codes


Defect 1535879: When you changed the row order of labor codes in the grid of the Labor Code Number Format form, the length for the labor codes became incorrect in the Default Labor Code section of the Time & Expense tab of the Employees form (Hubs » Employees).


Vantagepoint Connect


Defect 1550465: In Vantagepoint Connect, if you used a user-defined lookup for a user-defined hub when trying to create a new record, you received an error message.


Vision to Vantagepoint Data Migration


Defect 1552166: When you used the current firms query in the migration script to migrate data from Vision to Vantagepoint, the temporary database ran out of space and the migration script continued running indefinitely.
