An Administrator must enable the Data Explorer feature for the desired groups.
To enable the Data Explorer:

On the Reporting Tool navigation pane, click
Administration » Groups.

Locate the group and click
Edit in the Actions menu.

On the Group Management screen, click the Privileges tab.

Click
Data to expand the section.

Check
Data Explorer.

Click
Save.
The
Explore My Data option displays in the Navigation Pane for the selected group. If the user enabling this feature belongs to the selected group, the option displays after the next browser page refresh.
