The default workflow for the Explanation of Spend Variance assumes an administrator will create the forms that need an explanation and start the workflow. The person who is responsible for the work will enter the Explanation of Variance and the Corrective Action needed to enable the costs to come in line with the plan. At that time, they can also create child action items to help track the corrective actions explained on the form. The PM approves the Explanation of Spend Variance.

The Update Source action updates the control account with the information found in the editable source fields.
In Deltek Cobra, you can verify the updated fields by opening the project and accessing the note on the control account, with the Category field set to Explain Variance.
The Publish action changes the workflow status to Published, making it easy for it to be included in a dashpart.
