Regulatory Enhancements


State


Alabama 2019 Tax Update

The thresholds for determining the value of an employee's standard deduction have increased. For more information, see https://revenue.alabama.gov/wp-content/uploads/2019/01/whbooklet_0119.pdf.


Colorado 2019 Tax Update

These are the updates for Colorado for 2019:


Maryland 2019 Tax Update

The tax rate in Caroline County increases from 2.80% to 3.20%. For more information, see the following:


Michigan 2019 Tax Update

The personal exemption amount increases from $4,050 to $4,400

 

A bill (S.B. 748) increased the state's personal exemption amount to $4,050 in 2018. The same bill will increase the amount to $4,750 in 2020 and to $4,900 in 2021, after which it will be adjusted for inflation.

Minnesota 2019 Tax Update

The value of an allowance increases from $4,150 to $4,250, according to the revised formula, which is effective as of January 1, 2019. The formula was otherwise unchanged from its previous revision, released December 14, 2018. For more information, see https://www.revenue.state.mn.us/Forms_and_Instructions/wh_tables_19.pdf.


Mississippi 2019 SUTA Electronic Filing

Effective January 1, 2019, the Mississippi Department of Employment Security will require electronic filing of all state unemployment quarterly tax reports and payments. This requirement applies to all tax and wage reports. For more information, see https://www.mdes.ms.gov/media/10474/wagereport.pdf.


Montana 2019 SUTA Electronic Filing

Montana employers with at least 20 employees reported in any one quarter of the previous calendar year must file quarterly unemployment insurance (UI) reports electronically using a method approved by the Unemployment Insurance Division.

 

The requirement starts with wage reports filed for the first quarter of 2019. Montana did not previously require electronic unemployment report filing. Once required to file electronically, all subsequent reports must be filed electronically.

New Jersey 2019 Tax Update

The highest withholding rate, applying to incomes exceeding $5 million a year, decreases from 15.6% to 11.8%. For more information, see https://www.state.nj.us/treasury/taxation/pdf/current/njwt.pdf.

Touch


Support for Xcode 10 on iOS

The Deltek for Professional Services mobile applications have been updated to support Xcode 10, an upgrade to an existing version of Xcode, which is a developer tool used to create applications for devices running on iOS.

Updated PHP Version

The server for this version of the Deltek for Professional Services mobile applications has been upgraded to support PHP 7.2.15.


Weblink Utility


You now open the DPS Weblink utility from your web/application server by running the weblink.exe file in C:\Program and Files\Deltek\DeltekPS\Support\WebLink\weblink.exe.


Software Issues Resolved


Accounting >> Approvals Review


Defect 1066663: In Approvals Review, Absence Requests, Expense Reports, and Timesheets were missing from the selection list in the Application field.


Accounting >> Revenue Generation


Defect 1056716: This defect applies if you have multiple companies in DPS and you have the Post revenue as it is generated (do not create a transaction file) check box selected for processing Revenue Generation. If a project with phases and tasks had an overall revenue method calculation defined at the project level, and the project belonged to a different company than some of the tasks, when you ran the Revenue Generation process in one of the task’s companies, the adjustment entry posted to the project’s company rather than the company of the adjustment phase/task. 


Hubs >> Firms


Defect 1063758: When a vendor type firm had the Approved for Use in Processing option selected, the Payment Terms should have been required.

 


Hubs >> Projects


Defect 1063753: If you entered planned hours for a resource in calendar period columns for non-work days or holidays in the Projects hub (Plan mode), Resource View, or Project View, and then clicked on a work breakdown structure row, the hours entered for non-work days or holidays no longer displayed in the calendar period columns. The hours were in fact saved, just not redisplayed correctly.


Defect 1064800: In some cases, the total compensation amount shown for a project on the Contract Management tab of the Projects hub in the desktop application did not match the corresponding amount displayed on the Budget & Revenue tab, even though Synchronize Fees from Contract to Project was selected on the Accounting System Settings form.


Defect 1071530: If the project number for a project with aged AR balances contained any characters other than numbers or letters, the Aged Accounts Receivable chart on the Dashboard tab of the Projects hub did not display any data.


Defect 1064443: If you tried to change the billing currency for a project in the Projects hub in the desktop application and no accounting transactions had yet been entered for it, you incorrectly received an error message indicating that you could not change the currency because the project was linked to a plan. In the browser application, you were correctly allowed to change the billing currency in that situation.


Human Resources >> Payroll >> Form W-2 Processing


Defect 1064729: This defect applied if you created a tax code for the Oregon statewide transit tax and used the tax code when processing employee payroll payments. The Oregon statewide transit tax amounts displayed correctly in Employee Review for employees, but the amounts did not appear in the electronic tax file that you generated for the Oregon 2018 W-2 electronic filing in Form W-2 Processing.

A new Transit Tax Withholding Code field was added to the Form W-2 Electronic Filing Reporting dialog box in Human Resources » Payroll » Form W-2 Processing. The field displays when you select OR (Oregon) in the Electronic Filing Type field on the dialog box. The drop-down list in the Transit Tax Withholding Code field includes State, Local, and Other type withholding codes. In this field, select the withholding code to use to calculate the Oregon statewide transit tax.


Defect 1066732: In Form W-2 Processing, when you generated a W-2 electronic file for the state of North Dakota, RS record fields 203–213, 214–224, 309–319, and 320–330 were not populated with zeros. This resulted to an error when you tried to upload the file to the state's online portal, the Taxpayer Access Point (TAP).


Installation


Defect 1067366: After upgrading from Vision to DPS, you received an error message when you selected My Stuff » Timesheet if the user settings for the most recently saved timesheet were not compatible with DPS.

Defect 1064838: The Timesheet form loaded slowly.


Defect 1071612: There was slow performance when attempting to retrieve approval status history.


My Stuff >> Approval Center


Defect 1068312: When you had approval rights to reopen expense reports and you selected Expense Lines with Show All Pending and Complete enabled, no actions were available for completed expense lines.


Defect 1047201: If there were multiple approvers for an expense report and the report was automatically rejected due to a rejected expense report line, the incorrect approver was sometimes listed as the person who rejected the expense report.


My Stuff >> Expense Report


Defect 1064373: When you expanded the Credit Card Changes panel on an employee's expense report, you could not see the credit card charges if the last credit card selected for that employee no longer existed.


Defect 1062704: When you split a credit card charge from the Credit Card Charges panel, the remaining amount was not added back to the panel correctly if you changed the Net Amount field instead of the Amount field in the expense report grid. Also, if you changed the Net Amount or the Amount field more than once on the same row and then deleted that row, the Credit Card Charges panel did not update correctly.


Defect 1039292: When you submitted an expense report, it could not be approved because no approvers were listed. 


My Stuff >> Timesheet


Defect 1070845: When Time Entered In was set to Any in Settings » Time » Options, you could not enter specific times in the Start Time or End Time fields on a timesheet. After you entered a value and moved to another field, the Start Time or End Time field displayed as blank and you had to use the drop-down list to select time values in increments of quarter hours.


Navigation Menu


Defect 1063621: This defect applies if you use an alternate database for reporting. When you right-clicked a menu item from the Reporting or Hubs menu in the desktop application and selected Open in New Window, the following error message displayed: "DatabaseID [ALTREPORT] already exists." When you closed the error message dialog box, the desktop login screen displayed.


Purchasing >> Purchasing Requisitions


Defect 1055366: When you entered a purchase requisition and entered a suggested vendor for it on the Vendors tab of the Purchase Requisitions form, the suggested vendor's item number did not display as it should have on the dialog box that opened when you clicked View Item on the Suggested Vendors grid toolbar. The Vendor Item column on the dialog box should have displayed the vendor's item number that was entered in Settings » Purchasing & Inventory » Items Master.


Reporting


Defect 1061743: If you generated the Unbilled Detail and Aging report with Billing Client Name selected as a sort field, the report failed, and you received an error message: "An error has occurred during report processing...."


Security


Defect 1067333: When the User application was set to Read Only access rights on the Record Access tab of Role Security, and the Allow Modification of Passwords in Users When Read-only Access option was selected, an error message displayed when you attempted to change the password.


Settings


Defect 1058135: The XE.com daily exchange rates download failed when TLS 1.0 was disabled on the web server.

 


Settings >> Rate Tables >> Billing Expense Accounts


Defect 1061188: When you added new expense accounts to the Global Table of Accounts, you were required to enter a table number. However, the Table Number field was unavailable (grayed out) and you could not save your changes.


Touch >> Touch CRM


Defect 1037757: If you logged on using an account with the record level access for contacts set to Read-Only, you would still be able to modify a contact record. For example, you could still qualify an active lead contact, revert to lead (disqualify an active qualified contact), and add an activity to the contact.


Touch >> Touch Time and Expense


Defect 1036945: If you logged on as an approval administrator but were not assigned as one of the approvers, you would not be able to access the Expense Approvals list. As the approval administrator, you should be able to reassign submitted expense reports that have not yet been approved or rejected.


Defect 1036368: If you logged on using an approver account with the admin level set to Group and you tried to submit an employee timesheet, the submitted timesheet would not display on the Time Approvals screen. The screen would also be empty.


Defect 1036314: If you were an approver and you logged on using an account with the Company or Group timesheet admin level, the Change Company button would be disabled for either of the login accounts. As a result, you would not be able to approve the timesheets of employees from the other company.


Defect 1037743: If you logged on using an account with either the Staff or Non-Staff admin level and you tapped a submitted timesheet, the Reopen (or unsubmit) button would not be available. This issue would occur even when the Allow Staff to Resubmit option was set to Yes.


Defect 1036344: If you accessed your submitted expense report and it was already approved, the Reopen (or unsubmit) button would still display.


Utilities >> Advanced Utilities >> Undo Posting


Defect 1064815: When you unposted an AP disbursement for a payment that was made with a credit card, the Paid This Year field on the Accounting tab in the Firms hub was incorrectly updated with the negative amount of the AP disbursement.


Utilities >> Integration and Imports


Defect 1064732: If autonumbering for new firms was set up to use an expression that used a value from another field in the same firm record, the import failed when you tried to import firms in the browser application. The import log file indicated the following: "Record not imported.  Object reference not set to an instance of an object." For example, the import would fail if autonumbering used an expression to add the first character of the firm name as a prefix for the sequential firm number.


Utilities >> Key Conversions >> Enable Phases/Tasks


Defect 1060717: When a new task was added to a project using the Enable Phases/Tasks key conversion utility, resources that were assigned in the phase level did not display as part of the new task.


Utilities >> Key Conversions >> Firms


Defect 1063806: This problem happened when you merged firm records on the Combine Records tab of the Firms key conversions form. If you selected a vendor firm (a firm record with a vendor firm type) in the Existing Firm Name field, and then selected a client firm (a firm record with a client firm type) in the New Firm Name field, all of the payment history from the two firm records was lost in the merged firm record.
