Compute Billing Value of Cost Incurred

What can I do in this screen?

Use this screen to compute the billing value of cost incurred for selected projects. Some industries refer to the billing value calculation as "Goal" or "Effort."

The following occur during this process for the selected projects:

  1. The application applies goal multipliers and multiplier overrides to labor and non-labor costs. This application uses the goal multipliers from the Goal Multiplier group box in the Revenue Information screen (Projects\Maintain\Revenue). The multiplier overrides are from the Multiplier Overrides screen (Projects\Maintain\Ceilings and Overrides).

  2. The application retrieves labor data from the Maintain Labor Summary (Projects\Configure\Project History) (LAB_HS table) and the Prior Year Billable Value Amounts (PY_GOAL table) screens.

  3. The process applies labor multipliers to rate types of "A" (Actual), "S" (Standard), and "C" (Ceiling), rather than "B" (Billing).

  4. The process retrieves units and non-labor data from the Prior Year Cost and Revenue (PSR_PY_SUM table), the Compute Burden Cost (PROJ_SUM table), and the Prior Year Billable Value Amounts (PY_GOAL table) screens.

  5. The system applies non-labor multipliers to non-labor costs.

  6. No multipliers are applied to units.

  7. Since billable value is computed only on allowable costs, any unallowable labor or unallowable non-labor costs are NOT included in the computation, but the overall multiplier rate stored in the header will include both allowable and unallowable costs.

  8. No burdens or fees are applied during the computation.

  9. The application calculates billable value amounts at the transaction level of the project and stores them in the report table at the employee/vendor/vendor employee level for labor, and at the account level for non-labor and units.

  10. Since billable value computations are on a YTD calculation, the system stores all prior year billable value amounts in the Prior Year Billable Value Amounts screen to arrive at the ITD calculations.

Warning:  Run this process for each fiscal period for this project. Even if there are no costs incurred, the YTD goal amount will not be computed correctly unless you complete all steps for billing value (Goal) calculation, including those in the Load Labor Rates (Projects\Process\Billing), Compute Burden Cost (Projects\Process\Project), Compute Revenue (Projects\Process\Revenue) screens, etc.

When should I use this screen?

Run this screen as frequently as needed and at any time during the fiscal period. However, do not run this screen when other users are updating the Maintain Labor Summary (Projects\Configure\Project History) (LAB_HS), Compute Burden Cost (Projects\Process\Project) (PROJ_SUM), Revenue Information (Projects\Maintain\Revenue) (PROJ_REV_SETUP), Multiplier Overrides (Projects\Maintain\Ceilings and Overrides) (OVRIDE_MLT_ON_DIR), or Prior Year Billable Value Amounts (PY_GOAL) screens.

Initialize the screens in the following order:

  1. Prior Year Cost and Revenue (PSR_PY_SUM) for revenue, non-labor amounts, and unit amounts.

  2. Maintain Labor Summary screen (Projects\Configure\Project History) (LAB_HS) for labor amounts and hours.

  3. Prior Year Billable Value Amounts (PY_GOAL) for prior year billable value amounts for labor, non-labor, and units.

  4. Revenue Information screen (Projects\Maintain\Revenue). Enter goal multipliers by project.

  5. Multiplier Overrides (Projects\Maintain\Ceilings and Overrides) (OVRIDE_MLT_ON_DIR). Enter account overrides.

Field Descriptions

Identification

Use the fields in this block to create a new parameter ID or to retrieve a previously saved parameter ID.  A parameter ID represents a set of screen selection parameters.  Once you have saved a parameter ID and its related parameters, you can retrieve them using Query.

You can use the retrieved parameters to produce reports and run processes more efficiently and with greater consistency.  Many users save a unique set of parameters for each different way they run a report or process.  If you select a previously saved parameter ID or parameter description, the associated saved screen selection parameters will automatically display as selection defaults.  You can change any of the associated selection defaults as necessary.

Parameter ID *

Enter, or use Query to select, a parameter ID of up to 15 alphanumeric characters.  You should choose characters for your parameter ID that help identify the type of selections you made in the screen, such as “PERIOD” or “QUARTERLY.”

When you save your record, all the selections made in the screen are stored with the parameter ID. Later, you can retrieve the parameter using Query.

You can use the parameter to produce reports and run processes more efficiently because you can select the parameter ID with its previously defined screen selections.  Once the default selections display in the screen, you can override the defaults as necessary.

Description *

Enter, or use Query to select, a parameter description of up to 30 alphanumeric characters.

Selection Ranges

Use the fields in this block to select the projects for which you want to compute billable value and the periods that you want to include in the process.

Projects *

Option

Use this drop-down box to select the range of projects that you want to include in the process.  The following options are available:

Start

Enter, or use Lookup to select, a starting project number for the range that you want to include in the process.

If you select "One," "Range," or "To End," in the Projects Option field, you must enter a project number in this field.

If you select "All" or "From Beginning" in the Projects Option field, this field will be inactive.

End

Enter, or use Lookup to select, an ending project number for the range that you want to include in the process.

If you select "All," "Range," or "From Beginning" in the Projects Option field, you must enter a project number in this field.

If you select "One" or "To End" in the Projects Option field, this field will be inactive.

Accounting Period

Option

This non-editable field displays the "One" option.  This is the only option available because you can run this process for only one period at a time.

Fiscal Year *

Enter, or use Lookup to select, the last fiscal year to be included in the billable value computation for the selected projects. All existing years are available for selection.

Period *

Enter, or use Lookup to select, the last fiscal period to be included in the billable value computation for the selected projects. All existing periods are available for selection.

Subpd *

Enter, or use Lookup to select, the last subperiod to be included in the billable value computation for the selected projects. All existing subperiods are available for selection.

Ending Date

This non-editable displays the ending date for the subperiod entered in the Subpd field.
