Use this screen to assign labor rates to the PLCs established in the project work force screens. You can assign a labor rate for employee/PLC, vendor/PLC, or vendor employee/PLC combinations set up in the Assign PLC to Employee Work Force, Assign PLC to Vendor Work Force, or Assign PLC to Vendor Employee Work Force screens.
Labor rates are maintained by start/end dates, so that changes to the billing rate for a given Project PLC can be effected without changing the category code. The system compares the Starting Date and the Ending Date fields in this screen to the Effective Bill Dates in the Maintain Labor Summary (Projects\Configure\Project History) and Open Billing Detail (Projects\Maintain\Billing) screens to determine which rate should be used during the Load Labor Rates process (Projects\Process\Billing). The effective bill date fields used for this comparison are found in the table window of the Maintain Labor Summary screen and in the Labor subtask of the Open Billing Detail screen.
Use this screen whenever labor rates are required for employee/PLC, vendor/PLC, or vendor employee/PLC combinations for a project. Once the labor rates are established, you need to maintain this screen only when changes are required.
You should complete this screen before computing revenue or calculating bills.
For projects that do not require a project work force, select this checkbox to display only those employees and vendors in the table who have been previously set up in the project work force. Leave this checkbox blank if you want all employees and vendors, regardless of work force status, to display in the table. The checkbox will always be selected if you have selected the Project Work Force Required field in the Basic Project Info screen.
Use the fields in the table window in this group box to enter employees, PLCs, and related labor rates that you want to use for this project.
The text for each field describes how it is affected by the Use Project Work Force checkbox.
Employee *
Enter, or use Lookup to select, an employee for which you want to enter a labor rate. Only employees that have been assigned to the work force in the Assign PLC to Employee Work Force screen will be available in this screen if you have selected the Use Project Work Force checkbox in this screen. If you have not selected the Use Project Work Force checkbox, all employees will be available and valid in this field.
This non-editable field displays the name of each of the employees.
PLC *
Enter, or use Lookup to select, a PLC for which you want to assign a labor rate. If you have selected the Use Project Work Force checkbox, only PLCs entered in the Assign PLC to Employee Workforce screen in the Project User Flow will be valid and available in Lookup. If you have not selected the Use Project Work Force checkbox, all PLCs that have been assigned to this project in the Assign PLCS screen in the Project User Flow will be valid and available.
This non-editable field displays the description of each of the PLCs.
Use the drop-down box to select a rate type for this vendor's labor rate. The system uses rate types to calculate the labor rates that are used in revenue and billing calculations. The Load Labor Rates process (Projects\Process\Billing) calculates the labor rates based on the rate type selected for the project and PLC. The rate types available are as follows:
Actual Rate (A) – This rate is calculated by dividing the total labor cost by the hours incurred. The Post Labor Distribution process posts the labor cost and hours directly from the timesheet line for the project/account/organization/GLC/PLC to the Open Billing Detail (Projects\Maintain\Billing) and Maintain Labor Summary (Projects\Configure\Project History) screens. The labor cost on the timesheet can be affected by auto-adjustment or by several labor processes, including Wage Determination, Recompute OT for Weighted Average Rate, and Alloc Comp OT across TS lines processes. As a result, the rate that is calculated and inserted into the Maintain Labor Summary and Maintain Open Billing Detail screens may not be equal to an employee’s standard hourly rate. If you want the employee’s standard hourly rate in the Salary History and Info screen, you should select the “S” rate method. This rate type is usually used for multiplier billing and revenue formulas.
Billing Rate (B) – This is the rate that is entered into the Rate field. There will be no further calculation to the rate entered. This is the rate type that is generally used by Loaded Labor billing and revenue formulas. These rates are generally defined by the contract for the project.
Ceiling Rates (C) – This is the lower of the Actual Rate above or a Ceiling Rate entered in the Rate field. The system first calculates the actual rate and then compares it to the rate entered in the Rate field and uses the lower of the two. This rate type is usually used for multiplier billing and revenue formulas.
Standard (S) – This is the standard hourly rate for the employee. This rate is derived from the employee’s record in the Employee Salary Information screen (People\Maintain\Employee). The Load Labor Rates process (Projects\Process\Billing) identifies the employee for each transaction and selects the rate in the Hourly field in the Rates group box of the Employee Salary Information screen. See the screen documentation for the Employee Salary Information screen to obtain more information on how the Hourly Rate field is calculated. This rate type is only for employees and is not available when entering vendor or subcontractor labor. This rate type is usually used for multiplier billing and revenue formulas.
Transactional (T) – This rate is used by projects that bill using foreign currencies. To use this rate type, enter the labor rate that you want to use in the currency in which you want to bill. If you use the “T” rate type no conversion will be used for those labor rates. The rate entered in the billing rates screens will be used on the bills. If you bill in foreign currencies and you do not use “T” rates, exchange rates will be applied to the labor rates entered in the Rate field during the Load Labor Rates process.
Rate *
Enter a labor rate if you have selected "B" (Billing Rate) in the Rate Type column. You should enter a ceiling rate if you have selected “C” (Ceiling Rate), or a transactional rate if you have selected “T” in the Rate Type field.
The Load Labor Rates process will load these rates into the Maintain Labor Summary (Projects\Configure\Project History) and Open Billing Detail (Projects\Maintain\Billing) screens if the Effective Bill Date field in those screens falls on or after the date entered in the Starting Date field and on or before the date entered in the Ending Date field.
Enter a billing discount percentage for this employee/labor category. The discount percentage can be greater than 100% but cannot be negative. This field is visible only if the Discount Method is "PLC Discounts" in the Revenue Info screen or the Other Info subtask of the Project Bill Info screen in the Project User Flow.
Enter the starting date on which the labor rate is available. If this field is left blank, the billing rate will not have a start date, and will be available for the earliest open start date through the date specified in the Ending Date column. The system will use a default date of 01/01/1900 if you do not enter a starting date in this field. You can edit this field at any time.
The system compares the Starting Date to the effective date in the Open Billing Detail screen (Projects\Maintain\Billing) and Labor History during the Load Labor Rates process (Projects\Process\Billing).

If this field is left blank, the billing rate will not have an ending date, and will be available any time after the Starting Date, with no ending date.
