Wage Determination Rates

What can I do in this screen?

Use this screen to override the hourly pay rate you established in the Employee Salary Information screen (People\Maintain\Employee); in addition, you may use this screen to designate cash fringe payouts.

You should use this screen to evaluate pay rate information for hourly employees only.

The timesheet date will be compared to the data in the Effective Date field to determine the correct pay rate or fringe.

When should I use this screen?

You must select the Enable Wage Determination Feature checkbox in the  Labor Settings screen before this screen is available.

Note:  Since the Labor Settings screen is not available in this web version, you must make settings changes in the client/server version.

After you complete your settings modifications, you must return to the web version and access the Reload Global Settings screen (Administration\Utilities\System Administration).  This utility establishes continuity between the web and client/server environments.

Select the appropriate checkbox and click the Action icon to execute synchronization.

Field Descriptions

Identification

Use the field in this block to indicate the effective date.

Effective Date *

Enter, or use Calendar Lookup to select, the effective date for this record.  You must enter this date in the MM/DD/YYYY format.

It is as of this date that pay rate information established in this screen can be evaluated.

Details

This block displays the Project Control, Labor, Base Rate, Usage Method, Fringe, and Payment Method group boxes. The project, labor location, labor category, and labor group you enter in this block must match the timesheet data in order for the value in the Rate per Hour field in the Base Rate group box and the value in the Amount per Hour field in the Fringe group box to be evaluated.

Project Control

Use the fields in this group box to enter project information.  This group box contains the Apply to Lower Levels checkbox which allows you to apply data associated with the Wage Determination Rates record to lower project levels.

Project *

Enter, or use Lookup to select, up to 30 alphanumeric characters to identify the project number, or the initial level of a project number.

The project name displays in the adjacent, non-editable field.

Apply to Lower Levels

Select this checkbox to apply the wage determination to lower levels of the project.

If the lower levels have different rates that need to be applied, you must create that project level and ensure that the Apply to Lower Levels checkbox is not selected.

Labor

Use the fields in this group box to identify the labor location, labor category, and labor group.

Labor Location *

Enter, or use Lookup to select, the labor location to which this record applies.

The description displays in the adjacent, non-editable field.

Labor Category *

Enter, or use Lookup to select, the labor category to which this record applies.

The description displays in the adjacent, non-editable field.

If the Use PLC for Wage Determination Category checkbox is selected in the Government Contract Info screen, only PLCs will be available for selection in the Lookup. If this checkbox is not selected, only GLCs will be available for selection in the Lookup.

Labor Group *

Enter, or use Lookup to select, the three-character alphanumeric code to identify the labor group.  The description displays in the adjacent, non-editable field.

The code you enter in this field must match the labor group code in the Employee Salary Information screen if you want to use the wage determination feature when entering a timesheet.

Base Rate

This group box displays the Rate per Hour field and the Usage Method group box.  This data is used to determine the pay rate.

Rate per Hour *

Enter the hourly pay rate associated with the project and labor information you specified in this screen.

Usage Method

Use the radio buttons in this group box to determine the handling of the data specified in the Rate per Hour field.

Override

Select this radio button to use the associated Rate per Hour in calculating the labor cost on the timesheet.

Use if Higher

Select this radio button to compare the hourly rate in the Employee Salary Information record to the data in the Rate per Hour field.

If the data in the Rate per Hour field is higher than the employee's rate, the override rate is used. If not, the employee's rate is used to calculate labor costs.

Fringe

Use the fields in this group box to enter the fringe amount per hour and payment method.

Amount per Hour *

Use this field to specify the fringe hourly rate.

The amount specified is an amount per hour.

You can use the data in the Amount per Hour field to calculate the fringe costs, depending on your selection in the Payment Method group box.

Payment Method

Use this group box to determine the handling of the fringe hourly dollar amount.

Cash

Select this radio button to use the value in the Amount per Hour field in the calculation of the associated labor hours.

The system automatically generates a timesheet line to record this fringe amount; this timesheet line is separate from the timesheet line recording the base labor costs.  This line is generated after you click  the Generate Fringe Line pushbutton in the Enter Timesheets screen (People\Transactions\Timesheets).

When the payment method is cash, you must use the WD Fringe Handling screen to allocate the payout.

Non-Cash

Select this method if you do not want a fringe line to generate on a timesheet.

The fringe amount per hour, in this case, is only used for analysis purposes.
