Use this screen to assign labor rates to the PLCs established in the project work force screens. You can assign a labor rate for employee/PLC, vendor/PLC, or vendor employee/PLC combinations set up in the Assign PLC to Employee Work Force screen, Assign PLC to Vendor Work Force screen, or Assign PLC to Vendor Employee Work Force screen (all in Projects » Project Setup » Project Labor).
Labor rates are maintained by start/end dates, so that changes to the billing rate for a given Project PLC can be effected without changing the category code. The system compares the Starting Date and the Ending Date in this screen to the Effective Bill Dates in the Maintain Labor Summary screen (Projects » Project Setup » Project History) and Maintain Open Billing Detail screen (Projects » Billing » Prepare Billings) to determine which rate should be used during the Load Labor Rates process (Projects » Cost and Revenue Processing » Revenue Processing or Projects » Billing » Prepare Billings). The effective bill date columns used for this comparison are found in the table window of the Maintain Labor Summary screen and in the Labor subtask of the Maintain Open Billing Detail screen.
Use this screen whenever labor rates are required for employee/PLC, vendor/PLC, or vendor employee/PLC combinations for a project. Once the labor rates are established, you need to maintain this screen only when changes are required.
You should complete this screen before computing revenue or calculating bills.
Enter, or use to select, the project code. If you selected the Use Top Level Work Force check box in the Maintain Project Master screen (Projects » Project Setup » Project Master), you should enter the project number for the top level of the project. If you did not select this check box, you should enter the project number for the transaction level of the project. The unlabeled field to the right displays the project description.
For projects that do not require a project work force, select this check box to display only those employees and vendors in the table who have been previously set up in the project work force. Leave this check box blank if you want all employees and vendors, regardless of work force status, to display in the table. This check box will be automatically selected and grayed out for those projects that always require a project work force.
Use the fields in the table window in this group box to enter employees, PLCs, and related labor rates that you want to use for this project.
The text for each field describes how it is affected by the Use Project Work Force check box.
Enter, or use to select, an employee for which you want to enter a labor rate. Only employees that have been assigned to the work force in the Assign PLC to Employee Work Force screen (Projects » Project Setup » Project Labor) will be available in this screen if you have selected the Use Project Work Force check box in this screen. If you have not selected the Use Project Work Force check box, all employees will be available and valid in this field.
This non-editable column displays the name of each of the employees.

Use the drop-down list to select a rate type for this vendor's labor rate. The system uses rate types to calculate the labor rates that are used in revenue and billing calculations. The Load Labor Rates screen (Projects » Cost and Revenue Processing » Revenue Processing or Projects » Billing » Prepare Billings) calculates the labor rates based on the rate type selected for the project and PLC. The rate types available are as follows:
Actual Rate (A) – This rate is calculated by dividing the total labor cost by the hours incurred. The Post Labor Distribution process (People » Labor » Timesheets) posts the labor cost and hours directly from the timesheet line for the project/account/organization/GLC/PLC to the Maintain Open Billing Detail screen (Projects » Billing » Prepare Billings) and the Maintain Labor Summary screen (Projects » Project Setup » Project History). The labor cost on the timesheet can be affected by auto-adjustment or by several labor processes, including the Wage Determination Rates screen (People » Labor » Labor Rate), Recompute OT for Weighted Average Rate screen (People » Labor » Overtime Processing of Timesheets), and Alloc Comp OT across TS Lines screen (People » Labor » Overtime Processing of Timesheets). As a result, the rate that is calculated and inserted into the Maintain Labor Summary and Maintain Open Billing Detail screens may not be equal to an employee’s standard hourly rate. If you want the employee’s standard hourly rate in the Salary Info and History screen (People » Employee » Basic Employee Setup), you should select the “S” rate method. This rate type is usually used for multiplier billing and revenue formulas.
Billing Rate (B) – This is the rate that is entered into the Rate field. There will be no further calculation to the rate entered. This is the rate type that is generally used by Loaded Labor billing and revenue formulas. These rates are generally defined by the contract for the project.
Ceiling Rates (C) – This is the lower of the "Actual Rate" or a Ceiling Rate entered in the Rate field. The system first calculates the actual rate and then compares it to the rate entered in the Rate field and uses the lower of the two. This rate type is usually used for multiplier billing and revenue formulas.
Standard (S) – This is the standard hourly rate for the employee. This rate is derived from the employee’s record in the Salary Info and History screen (People » Employee » Basic Employee Setup). The Load Labor Rates process (Projects » Cost and Revenue Processing » Revenue Processing or Projects » Billing » Prepare Billings) identifies the employee for each transaction and selects the rate in the Hourly field in the Rates group box of the Salary Info and History screen. See the screen documentation for the Salary Info and History screen to obtain more information on how the Hourly Rate field is calculated. This rate type is only for employees and is not available when entering vendor or subcontractor labor. This rate type is usually used for multiplier billing and revenue formulas.
Transactional (T) – This rate is used by projects that bill using foreign currencies. To use this rate type, enter the labor rate that you want to use in the currency in which you want to bill. If you use the T rate type no conversion will be used for those labor rates. The rate entered in the billing rates screens will be used on the bills. If you bill in foreign currencies and you do not use T rates, exchange rates will be applied to the labor rates entered in the Rate field during the Load Labor Rates process (Projects » Cost and Revenue Processing » Revenue Processing or Projects » Billing » Prepare Billings).
Enter a labor rate if you have selected B (Billing Rate) in the Rate Type column. You should enter a ceiling rate if you have selected C (Ceiling Rate), or a transactional rate if you have selected T in the Rate Type field.
The Load Labor Rates screen (Projects » Cost and Revenue Processing » Revenue Processing or Projects » Billing » Prepare Billings) will load these rates into the Maintain Labor Summary screen (Projects » Project Setup » Project History) and Maintain Open Billing Detail screen (Projects » Billing » Prepare Billings) if the Effective Bill Date field in those screens falls on or after the date entered in the Starting Date field and on or before the date entered in the Ending Date field.
Enter a billing discount percentage for this employee/labor category. The discount percentage can be greater than 100% but cannot be negative. This field is visible only if the Discount Method in the Basic Revenue Info screen (Projects » Project Setup » Revenue Setup) or the Other Info subtask of the Project Billing Info screen (Projects » Billing » Billing Master or Projects » Project Setup » Revenue Setup) is PLC Discounts.
Enter the starting date on which the labor rate is available. If this field is left blank, the billing rate will not have a start date, and will be available for the earliest open start date through the date specified in the Ending Date column. The system will use a default date of 01/01/1900 if you do not enter a starting date in this field. You can edit this field at any time.
The system compares the Starting Date to the effective date in the Maintain Open Billing Detail screen (Projects » Billing » Prepare Billings) and Labor History table during the Load Labor Rates screen (Projects » Cost and Revenue Processing » Revenue Processing or Projects » Billing » Prepare Billings).
Enter the ending date on which the labor rate is available. If this field is left blank, the billing rate will not have an ending date, and will be available any time after the Starting Date, with no ending date. The system will use a default date of 01/01/3000 if you do not enter an ending date in the field.
Use this group box to select the source table for lookup via in the Vendor Billing rates table. This group box will be available only if the Project you entered is using work force or you have selected the Use Project Workforce check box.
If you select this option, the source table for lookup via in the Vendor field in the Vendor Billing Rates table will be PROJ_VEND_LAB_CAT (Assign PLC to Vendor Work Force screen (Projects » Project Setup » Project Labor)). Once you have selected a vendor, the lookup in the Vendor Employee field will be from PROJ_VEND_EMPL_PLC (Assign PLC to Vendor Employee Work Force screen (Projects » Project Setup » Project Labor)), filtered by the vendor you selected.
If you select this option, the source table for lookup via in the Vendor field in the Vendor Billing Rates table will be PROJ_VEND_EMPL_PLC (Assign PLC to Vendor Employee Work Force screen (Projects » Project Setup » Project Labor)). Once you have selected a vendor, the lookup in the Vendor Employee field will be from PROJ_VEND_EMPL_PLC, filtered by the vendor you selected.

If the Project you entered requires a work force or you selected the Use Project Workforce check box, the source table for will by determined by the option you selected in the Work Force Lookup group box. Otherwise, all vendors will be valid and available.
