Below is a list of applications that will change in Costpoint 4.0 once you implement and access ESS 3.0. These changes are accessible only if you are running ESS v3.0.
Added Activate Pending Employee Bank Info checkbox. This checkbox is not available if you are using ESS version 3.0.

Use this toolkit to encrypt employee ESS PINs. You must run this toolkit after you install ESS Version 3.0. ESS users (employees) will not be able to gain access to ESS version 3.0 until this toolkit is run.

This one-time conversion is required to support the updated method of validating that an employee is within the change period before allowing benefit elections or a life event user-flow in ESS version 3.0.

In the Pay Types screen, added Allocate Compensated Overtime group box that contains two checkboxes: Calculate Overtime Premium on this Pay Type and Allocate Overtime Premium to this Pay Type. Select the checkbox Calculate Overtime Premium on this Pay Type to have the pay type calculated for overtime premiums in the Alloc Comp OT Across TS Lines application in the Overtime Processing of Timesheets menu. Select the Allocate Overtime Premium to this Pay Type checkbox to allocate the pay type for overtime premiums in the Alloc Comp OT Across TS Lines application in the Overtime Processing of Timesheets menu.

Changed On Qualifying Event to On Qualifying Life Event. Added On Qualifying Life Event checkbox. Select this checkbox if the enrollment can be changed when an employee incurs a qualifying life event.
Added Home Address group box to the Eligibility Rules group box. Use this new group box to specify whether the Benefit Plan should default and be validated based on the employee's postal code or State.
Added "Postal Code" radio button. Select the "Postal Code" radio button to specify that the Benefit Plan will default and be validated based on an employee's postal code. Selecting the "Postal Code" radio button enables the Valid Postal Codes pushbutton and disables the Valid States pushbutton
Added "State/Province" radio button. Select the "State/Province" radio button to specify that the Benefit Plan will default and be validated based on an employee's state. Selecting this radio button will enable the Valid States pushbutton and disable the Valid Postal Codes pushbutton.
Added "Neither" radio button. Select the "Neither" radio button to specify that the Benefit Plan will default or be validated based on an employee's postal code or state. Selecting this radio button will disable the Valid States and Valid Postal Codes pushbuttons.
Added Valid Postal Codes pushbutton. Select this pushbutton to access the Postal Codes subtask, where you can enter valid postal codes for the benefit plan. Use this subtask to enter the Postal Code ranges that are eligible for the Benefit Plan in this subtask. ESS will use these ranges to default the Benefit Plan for the employee and also to validate the Benefit Plan for the employee.
Added Valid States pushbutton. Select this pushbutton to access the Valid States subtask, where you can enter valid states and/or provinces for the benefit plan. Use this subtask to enter the States/Provinces that are eligible for the benefit plan. ESS will use these ranges to default the Benefit Plan for the employee and also to validate the Benefit Plan for the employee.
Added Require PCP Name and Number checkbox to the Coverage Rules group box. If you select this checkbox, employees will be required to specify the Primary Care Physician name and number when the benefit plan is elected in ESS or when the benefit plan is assigned to the employee in Costpoint.
Added a new option to the System Benefit Type drop-down box for Spouse AD & D.
In the Coverage Details subtask, added the option of basing the age calculation on the employee's age or the spouse/dependent age.

Enabled the Clone function in the menu.
Added a Company field in the header portion of the screen. This is a required field. All benefit package defaults are now based on the employee's Company and any other defaulting criteria supplied in the child table window.
Updated application so that you can enter more than one entity as a criterion for defaulting the benefit package. Previous functionality would only allow you to specify a labor location, labor group, hourly/salary status, employment type, or employee class as the basis for defaulting the benefit package. Now you can enter any combination of these entities as a basis for defaulting the benefit package.

Added validations that require you to enter the primary care physician name and number if the Require PCP Name and Number checkbox is selected for the Benefit Plan in the Benefit Plan Setup screen.
Updated the application so that the benefit package will default based on the new Benefit Package Default setup. Also updated the Lookup for Benefit Package so that only benefit packages with a default setup that matches the employee's information will be listed.
Updated the application so that if the benefit plan has a Home Address-Eligibility Rule of "Postal Code" or "State/Province." You cannot assign a Benefit Plan to an employee who does not have a Postal Code or State/Province in the list of eligible values. Added validation: If the election is based on a life event, the date of entry must be between the life event date and the change period end date.
If the benefit plan's premium and/or coverage is based on age, the age is based on the dependent's or spouse's age, the Coverage Option is not "DEP CVG," and the calculated premium is greater than $0.00, the system will use the employee's age to calculate the premium amount. The system will display an informational message when this calculation override is invoked.

Basic Employee Info and Maintain Employee Master screens
The Visa Types field changed from a drop-down box to a data-entry field, where you can use Lookup to assign a system-defined Visa Type code to employee records. Please see the Visa Types and Class Descriptions section in this documentation.
Revised the values in the State field and the State Filing Status drop-down box. The state/filing status combinations must exist in both the State Tax Tables and the State Standard Deductions screens in the Payroll Controls menu. Also, the state must exist in the State Taxes screen. If you select Lookup in the State field, the State Filing Status drop-down box will automatically display that state's assigned filing status. You can override the default and select the "None" status.

Added Employee Bank Info checkbox to the Enable Audit File Tracking group box. Select this checkbox to store additions, deletions, and updates made in the Maintain Employee Bank Info and ESS in an audit table.

Added Mail Direct Deposit Advice checkbox. Select this checkbox to print a payment advice for the employee. Unchecking this box indicates that a payment advices should not be printed for the employee.
Changed the table window name to "Active Bank Accounts" and increased the height of the table window so that up to 10 rows can be entered. Changed the following column headings: ACH Trans Code to ACH Trans Type, METH to Method, and RANK to Rank.
The Rank field in the table window is now a drop-down box where you can select the priority to be placed on the bank account when distributing the employee's net pay (where "1" is the highest priority).
The Bank, Bank Account, and ACH Trans Type columns have been disabled. Enter new accounts in the Pending Setup subtask. Any accounts entered in the Pending Setup subtask will replace all accounts in the Active Bank Accounts table when you run the Activate Pending Employee Bank Info utility.
If you select "No Amount" or "Residual" in the Method field, "0.00" defaults into the Percent or Amount column and the column is disabled.
Added the Pending Setup pushbutton and subtask.
Use this subtask to enter pending (prenote) direct deposit accounts and also any other approved accounts that should populate the Active Bank Accounts table when the Activate Pending Employee Bank Info utility is run. If you are adding a bank account or bank accounts to an employee that already has approved bank accounts, use the Load Current Setup pushbutton to load the employees current active accounts. After loading the active accounts, you can add the new (prenote) accounts.
As in the main form, you must specify the rank number of the account to receive the residual amount.
A Direct Deposit File Created checkbox has been added. Select this checkbox to indicate that the accounts in the Pending Bank Accounts table have been submitted to the bank as prenote accounts. This checkbox will be automatically selected when you run the Create Direct Deposit File application and the employee's pending bank accounts are included in the ACH file. If this checkbox is selected, you cannot add new lines, delete existing lines, or edit the Bank, Bank Account No, or ACH Trans Type columns in the Pending Bank Accounts table. If the bank rejects an employee's prenote information, you must go into this subtask and uncheck the Direct Deposit File Created checkbox. If the Direct Deposit File Created checkbox is selected when the Activate Pending Employee Bank Info utility is run, the system will delete active bank accounts and replace them with the pending bank accounts.

Enhanced application so that when direct deposit information is suspended, the pending direct deposit account information is also suspended. When the direct deposit information is restored, the pending direct deposit account information is also restored.

Prenote records longer exist in the Employee Bank Line (EMPL_BANK_LN) table. Instead, they are stored in the Employee Bank Pending Line (EMPL_BANK_PEND_LN) table. The application first uses the records in the Employee Bank Line table to allocate the employee's net pay. Then all Employee Bank Pending Line records where the ACH Transaction Type is "Savings Prenote" or "Checking Prenote"' are included in the direct deposit file with a zero amount.
If any of the employee's Employee Bank Pending Line records are included in the direct deposit file, the employee's Direct Deposit File Created checkbox will automatically become checked.

When a payment is created advice for an employee, the bank information is inserted into the employee payroll direct deposit (EMPL_PR_DD) table.

When you clear payment advice info (Date, Number and Disb Code) from the Payroll Edit table, the data in the related direct deposit bank account allocation for the processed Payroll Edit records will also be deleted.

Enhanced application so that when the utility is run, if an employee has pending bank account information and his/her Direct Deposit File Created checkbox is selected in the Pending Setup subtask of the Maintain Employee Bank Info screen, all Active Bank Accounts will be deleted and replaced with the employee's Pending Bank Account information.
After the active bank accounts are replaced, the pending bank accounts will be automatically deleted.

When the system posts a Payroll Edit record to the Employee Earnings tables, it also populates the new EMPL_EARN_DD table.
If the paycheck/advice includes a Severance Pay Type (specified in the ESS Company Settings screen), the system flags the employee earnings record as a severance record.
