ACTIVATE PENDING BENEFIT ELECTIONS

Use this application to populate the appropriate Benefit tables in Deltek Costpoint with new employee election information made in ESS during the benefits open enrollment period or through the Life Events/New Hires module in ESS. You must have established an open enrollment period for the taxable entity in the ESS Company Settings screen to activate open enrollment benefits elections. The system updates the tables in the following Costpoint screens, which are targeted for newly elected data, when you select the Process/Print button on the toolbar: Employee Benefit Elections, Assign Beneficiaries to Benefit Plans, Assign Dependents to Benefit Plans, and Employee Dependent Care FSA Elections and Employee Medical Care FSA Elections in Costpoint Employee (Costpoint Benefits in Costpoint 4.0)

You cannot post the confirmed employee open enrollment benefit elections data into Costpoint until you close the open enrollment period in the ESS Company Settings screen. You can print the Employee Missing Elections Report during open enrollment to identify which employees have not yet made elections. If you print the Employee Benefit Elections Report after open enrollment, it will include all confirmed employee elections. You can upload confirmed elections only at the end of the open enrollment period.

For Costpoint version 4.0, all references to "taxable entity" refer to "company."

Run this process after approving Life Event or Open Enrollment benefits elections and before the effective date of the benefit election(s).

Open Enrollment Elections

Select this radio button to activate open enrollment records from the ESS election staging tables.

Elections Based on Life Events

Select this radio button to activate life event enrollment records from the ESS election staging tables.

Taxable Entity ("Company" in Costpoint 4.0)

All Taxable Entities

Select this checkbox to upload benefits elections for employees of all taxable entities ("companies" in Costpoint 4.0). Selecting this checkbox disables and clears the Taxable Entity field. If you do not select this checkbox, the Taxable Entity field will be enabled.

Taxable Entity ("Company" in Costpoint 4.0)

Enter, or use Lookup to select, the ID of the taxable entity ("company" in Costpoint 4.0) whose new employee benefit elections will be uploaded from ESS into Costpoint. Only records in which employees have made changes in ESS and are assigned to this taxable entity will be uploaded. The Taxable Entity field can be up to 10 alphanumeric characters, and the description that is associated with the taxable entity ID (up to 40 alphanumeric characters) defaults. Taxable entity information is established in the Set Up Company Info screen in the Organizations menu in Costpoint General Ledger. 

Through Life Event Date

This field displays the date on which the life event is valid.

Missing Election Options

Use the options in this group box to determine how the system will handle employees' current elections if they have not made elections during the open enrollment period.  If you selected the Elections Based On Life Events radio button, this value will default to "Not Applicable."

End Employee's Current Elections

Select this radio button to set the end date of the employee's current election to the day before the start date of the new plan year (i.e., the Plan Year Start Date from the ESS Company Settings screen). This option is the default when you enter this screen.

Extend Employee's Current Elections

Select this radio button to set the end date of the employee's current election to the end date of the new plan year (i.e., the Plan Year End Date from the ESS Company Settings screen).

Not Applicable

This radio button will automatically become selected if you select the Based On Life Events radio button.

Report Status

This non-editable group box displays the report status.

Note: If the open enrollment period is active in the ESS Company Settings screen, you can print the Employee Missing Elections Report to identify which employees have not yet made elections. If the open enrollment period is closed in the ESS Company Settings screen, you can print the Employee Benefit Elections Report to view all confirmed employee elections.

Preview, Print, Process, Process/Print

Once you enter a Taxable Entity ID, you can select the following buttons from the toolbar. The system will print a report that lists the elections being made by employee and any employees who have or have not made or confirmed their new elections:

Preview

Select this button to preview the employee benefit elections or employee missing elections information that will display on the report, depending on the status of the open enrollment period.

Print

Select this button to print the employee benefit elections or employee missing elections information. If the open enrollment period is active in the ESS Company Settings screen, you can print only the Employee Missing Elections Report. However, once the open enrollment period is closed and you have successfully printed the Employee Benefit Elections Report (the Report Status field will read "Report Printed"), you can select the Process button to upload all confirmed employee benefit elections.

Process

This button is enabled after you have successfully printed the Employee Benefit Elections Report (the Report Status field will read "Report Printed"). Use this button to upload and process the employee benefit elections information from ESS online into Costpoint.

Process/Print

Select this button to upload, process, and print the employee benefit elections information. If the open enrollment period is active in the ESS Company Settings screen, selecting this button will print only the Employee Missing Elections Report, and no data will be uploaded.
