How Cobra Loads Milestones or Steps Based on Progress Technique and Option Settings
The table below outlines how Cobra determines whether to load steps or milestones based on the selected progress technique, the Allow entering milestones/steps regardless of Progress Technique option, and the presence of milestone codes or steps in the Open Plan table.
Note: The Progress page of the Integration Wizard determines the progress technique for each work package during integration. Milestones and steps are loaded based on the resulting progress technique and project preference settings.

Behavior When Importing from Open Plan
When importing data from Open Plan using the Integration Wizard, the progress technique for each work package is determined by the selections on the Progress page of the Integration Wizard.
The presence of milestones or steps in the schedule does not override the selected progress technique.
- If the work package progress technique is Steps, steps from the schedule are loaded into the work package.
- If the work package progress technique is Milestones, milestone codes from the schedule are loaded into the work package.
- If the work package progress technique is not Steps or Milestones:
- Steps or milestones are loaded only if the Allow entering milestones/steps regardless of Progress Technique option is selected.

When loaded, milestones or steps are stored as non-earning data and do not affect earned value calculations.
- If the Allow entering milestones/steps regardless of Progress Technique option is not selected, steps are loaded only for work packages that use the Steps progress technique. Milestones are loaded and the progress technique is set to Milestones. If both milestones and steps are loaded for the same work package, milestones are used.
