DECM (DCMA EVMS Compliance Metrics), formerly EVAS

You can use the data driven DECM metrics that Acumen provides to perform monthly analysis and view trends from a single data source. This allows you to monitor contracts more efficiently and provides a guide for where you need to focus your attention.

The DECM library that ships with Acumen includes approximately 139 DECM metrics based on DCMA version 3.2 from March 2019, along with additional metrics Deltek suggests you review. These break down into the following categories:
  • Organization (EIA/ANSI 748 Guidelines 1 through 5)
  • Planning (EIA/ANSI 748 Guidelines 6-15)
  • Accounting (EIA/ANSI 748 Guidelines 16-21)
  • Analysis (EIA/ANSI 748 Guidelines 22-27)
  • Revisions (EIA/ANSI 748 Guidelines 28-32)
  • Preprocessing (Deltek additional metrics for review)
In order to use these metrics and to view the related data on the S2 // Diagnostics tab, you must do the following:
  • Select the DCMA DECM metrics<date>.aft file in the Default Metric Library Location field (Deltek Acumen Options dialog box (General)). If this is not already selected, you will need to start a new workbook for the change to take effect.
  • Create a new workbook after pointing to the DCMA metrics.
  • Enter values for the project and workbook variables. You can either use the Variable Definition dialog box on the S2 // Diagnostics tab (Analyze > Fuse > Variable Definition) or enter them on the S1 // Projects Activity Details Pane Project Variables tab. One advantage of using the Variable Definition dialog box is that you can see the trend over time.

Manual Metrics

A manual DECM metric is one that isn't calculating anything from the data. Instead, it looks at a manually entered value.

Snapshots and Project Variables

When you create a new snapshot, you have the option to copy the project variables from the previous snapshot to the new snapshot if there is any prior information. This allows you to start from the current state when entering the manual values for DECM metrics. You set this in the Deltek Acumen Options dialog box in the Platforms (General) view.

All manual metric project variables that have no value default to -1 or -1%, essentially "no value." When you run diagnostics, manual DECM metrics display a -1 value or a -1% (percentage) in gray on the Ribbon Analyzer to indicate that they have not been evaluated.
