Update Billing Tables Bill Labor Category Description

This utility updates the Billing Labor Category Description (bill_lab_cat_desc) in source projects and transaction projects that populate Open Billing Detail (OPEN_BILLING_DETL).

The process reviews the T&M Rate Order (TM_RT_ORDER) table to determine the Source Project ID (srce_proj_id) and then replaces the Billing Labor Category in Open Billing Detail.

Note: You should generally run toolkits only when instructed to do so, either by user bulletins, installation instructions, or manuals, or by Costpoint General or Technical Support.
